STATUS OF STUDY
1. Public Participation
• Letter to local governments
Discussed letter to local governments. Some comments have been received.
Some issues (associated with Becker, Big Lake, etc.) are pending and
therefore, it may make sense to move up group meetings to get earlier input.
SRF to try and have baseline data ready so that meetings could be scheduled
in late January to early February.

• Letter to former SAC members
Letter was sent, need to make sure that meeting minutes are sent to all
members.
• Project is on schedule
• Discussed ability to include the effects of:
- Opening of TH 15 bridge
- Reconstruction of TH 101 (2 to 4 lanes)
City of Elk River
• City has doubled sewer capacity to accommodate future growth. One
additional expansion can be done on existing site.
• City/area may be over-built in terms of retail.
• Future industrial areas are located around government center and east of
•
TH 169 along TH 10 corridor.
• East-west corridor issue has raised a lot of concerns in northern portion of
City.
• The rail crossing through town are an issue, close intersections.
• The lack of a north-south connection on the western side of town is a concern.
• City has been working with Mn/DOT to locate future signals along TH 10 and
TH 169.
• Plan should address opportunities for transit.
• City of Elk River will follow Met Council's recommendation of limiting
growth in the City.
St. Cloud Issues:
• Many environmental constraints near airport so development adjacent to it
will be very limited. Also, proposed golf course would conflict with airport •
expansion

• TH 10 and 15th Street intersection
• 10th Street and Michigan Avenue SE may become an interchange because of
rail crossing. May connect to CSAH 7/airport.
2. Data Collection
• Data to be collected:
- GIS basemap from OSM-- Will visit OSM on December 11, 1996 to
obtain GIS base map in the appropriate format. David Schwarting
requested to be advised on the quality of the base map.
- Current and planned major trucking facilities (gravel, landfill, shipping)
- There are no controlled access corridors in the County
3. Work in Progress
• Demographic Analysis
• - Add 1995 estimated and 2020 population projection by state demographer
- Present population data with actual numbers, not just percent change
- Check commuter trends reports by the U of M CTS for most current
average travel time to work. Terry Humbert will fax information on how
to obtain these reports.
• Traffic Growth
- First draft of volume spreadsheet was distributed. Will be reviewed in
detail at the next meeting.
- Mn/DOT's count years are odd years. Need to check if volumes for odd
years have been interpolated.
• Functional Classification
- Briefly went through FHWA guidelines/methodology
- Need for more north-south minor arterials near and to the east of
Big Lake (CSAR 5, CSAH 1, CSAH 19 to the south).
- Need east-west roadways in the Cities of Big Lake and particularly
Elk River, where access spacing along TH 169 is quite large

- Need an east-west minor arterial (possibly CSAH 4 or 9) to create
reasonable spacing between TH 10 to the south and TH 95 to the north in
Mille Lacs/Benton County
- Mississippi River crossing study alternatives were presented on a map
- Access control on TH 10
- Frontage road south of TH 10 may be needed if TH 10 becomes
controlled access
• Level of Service Analysis
- Handed out methodology used in Mankato Study
• Accident Analysis
- Segment accident rates can be computed with current available data. It
was decided that severity rates for the most part track closely with the
accident rates so we will use accident rates as indicator of potential
accident problems. •
• Jurisdiction
- Handed out draft methodology for review.
- County designation as follows:
CSAH: 1 to 29
County Road: 30 and up
- SRF obtained copy of previous Sherburne County jurisdictional study.
Will send copy to Dave Schwarting for review. Dave will update and
return to SRF.
