Background/Discussion Within the Parks Improvement Fund, $65,000 was allocated for trail improvements at Hillside City Park. The Minnesota Off -Road Cyclists (MORC) in cooperation with the city developed trail construction specifications and solicited quotes for the construction of a natural -surface, single-track trail at Hillside Park. Quotes were solicited and only one for $53,461 was received from Trail Source. Trail Source is using other trail construction vendors on this project as sub -contractors. Staff recommends Trail Source to do the work. They plan to start construction in May, weather permitting. Construction will consist of approximately 16,500 linear feet of natural -surface, single-track trail built to an approximate trail tread width of 30 inches. The trail construction will be on the west side of the park as outlined in the construction specifications. Financial Impact $53,461 total project cost from the Park Improvement Fund. Some of the mechanized equipment includes: Ditch Witch SK 750 and SK650. We equip these tool power units with dozer blades, standard buckets, grapple rakes, plate compactors and our recently custom fabricated Super buckets which not only perform as a standard bucket but also have a grinder drum that spins at 400 RPM to grind up, flatten and smooth the soil that we utilize on the trail surface. The super bucket also has an additional axis upon which it pivots so we can run the Ditch Witches on a side slope while maintaining the Super bucket at a nearly level angle allowing us to perform a full bench cut at a very quick and accurate rate. In addition to the Ditch Witches, Trail Source owns two Kubota U-17 mini excavators. The Kubota excavators have tracks that can be narrowed from 48" in width to 36" in width. This capability allows us to build narrower trails when appropriate. We use the mini excavators to perform the construction of the trail tread. We have found the mini excavator to be a'very efficient tool for building trail features such as rollers, berms jumps and anti -berms. We would also utilize 4 wheelers to move equipment around and to haul supplies and fuel to the build sites. Hand tools would also be utilized to provide a complete finished product. When Trail Source personnel work a trail project we generally start at one point and continue our work towards the final point of the trail. Each day we strive to completely finish the trail that we have started that day. We prefer to not leave trail unfinished especially when rain is forecast. Project Understanding Approach to construction Trail Source has many years of experience and during those years of experience we have learned how to build on many different types of trail surfaces. Steep side slopes such as appear to be a part of this project do not appear as obstacles to the trail but appear as wonderful opportunities to add flow trails to this project and make the trail to be a feature rich trail. While making the trail a feature rich trail we also will work to ensure that all skill level of trail riders will have an experience that will make them want to come back again and again. As an experienced trail building company with experienced trail workers we will make adaptations and adjustments to the existing alignment in order to reduce the need for post construction maintenance. Our construction techniques are based entirely upon methods taught by the International Mountain Biking Association (IMBA) and the Professional Trail Builder Association (PTBA). Our team members have all been taught proper construction and design techniques based upon the training provided by the above mentioned organizations. Provide a detailed list of proposed project team members, including subcontractors, and their skill sets and relevant experience. Tim Wegner: 20 years of experience as a trail builder. Tim's skill set include; accomplished operator of Ditch Witch small dozer, mini excavator, construction management, quality control, trail design and boardwalk construction and installation. (7000 hours) Brian Williams; skill sets include: Highly skilled operator of mini excavator, Ditch Witch small dozer, trail design, construction flow management, skilled designer and installer of berm turns, jumps, rollers and boardwalk design, construction and installation. (1150 Hours) Warren Bartholomew: 5 years of experience as a trail builder. Warren's skill sets include: Exceptionally skilled Ditch Witch operator, accomplished in design and construction of berm turns, rollers and jumps. (2700 Hours) Hunter Rust: Hunter has been with Trail Source for 5 years and is gaining more skills as a trail builder. Currently he operates the Ditch Witch mini dozers, primary operator of mini excavators, as well as being an extremely accomplished hand tool worker. Hunter leads and directs our finishing crews. (2250 Hours) Provide a list of the equipment and tools intended to be used in completing the scope of work. Trail Source owns two mini excavators, Kubota U17's. Both of these are 48 inches wide when the tracks are extended and 36 inches wide when they are retracted. Trail Source owns two Ditch Witch rubber tracked dozers. We would use these 4 machines for trail construction on this project. We also have had a custom fabricator construct a "grinder" bucket that helps to reduce the amount of hand work we must do to finish our trails. These buckets fit on the front of the Ditch Witch dozers. Trail Source has had a fabricator build a 4 foot wide vibratory roller compactor which we use to compact the trail tread. Trail Source also owns a complete selection of hand tools that are unique to mountain bike trail building. Provide a recommended schedule/timetable that allows for work completion per the specified schedule. Trail Source would commence construction as soon as all contracts are signed and approved. The normal construction sequence for our company is to work with 1 or 2 mini excavators at each location depending upon the project and follow up with the Ditch Witch with the "grinder" bucket followed by the hand crew. Once the hand crew is finished we will follow with 2 passes with a vibratory roller compactor to give the trail tread the compaction and finish that will result in the best riding experience and enhance the life of the trail. Trail Source has an average trail construction finishing rate of 600 feet per day which if there are no interruptions we would be done about 20 days after start of construction. If for instance construction could start in May we should be completed by June 1. If for some reason it appears that we are running behind in our schedule we would lease more equipment and add more personnel to the finishing crews to meet our construction schedule. Trail Source Project List Most Recent First In 2017 Trail Source started working in Southeastern Iowa and built 4 miles of trails in Burlington Iowa for the county and the local bike group. This trail system was built on extreme side slope with many features that the local community had not experienced prior. Now this is one of the most popular trails in the area. Following Burlington we built trails in Asbury Iowa where Trail Source built the first ever mountain bike trails for the city of Asbury. Following Asbury. Trail Source moved to Crosby Minnesota and worked on separation of trail systems at the Cuyuna mountain biking area. Trail Source also built 5 miles at Theodore Wirth Park for the Loppet Foundation as well as the Minneapolis Park and Recreation Board. 1 a. Most recently Trail Source has been building trail in Duluth MN. In 2016 we completed approximately 10 miles of mountain bike specific trails in the Mission Creek area as well as about .5 mile of trail in the Traverse Trail System. 1. Beck Lake, Cody Wyoming This was a project built by Trail Source personnel in 2015. We built 8 miles of mountain bike optimized trail on land owned by the City of Cody and The United States Bureau of Land Management (BLM). This land is located in an area of the United States that is considered high plains dessert and has very defined practices that are allowed by any contractor that works on this land. We were required to remain in a very tight trail construction corridor in order to protect native plants and wildlife. Trail Source was required to restore all non -trail areas to natural vegetation. The trail included a Imile climb and a 2mile downhill flow trail optimized with berm turns, rollers, directional rollers, drop ins and jumps. All work was performed using a small rubber tracked mini -excavator, 2 rubber tracked Ditch Witch dozers and hand tools. All machine operators have had a minimum of 4 years of experience running these machines and are highly skilled and efficient in their work. The timeline for construction was approximately 8 weeks of onsite construction. Trail Source has been invited to return for a new project in 2017 to build an additional 4 miles of trail, a pump park and a jump park in the same area. 2. S.W. Wirth Park Minneapolis MN. This project was built by Trail Source in 2014. We built 4 miles of mountain bike optimized trail in this park. This trail included approximately 1 mile total of gravity assisted flow trail. This mountain bike trail was built to be one of the more difficult trails in the metro area. We built numerous drops, very large berm turns, step up jumps, staircases and a couple of switchbacks. Included in the trail was a bump and pump section. We worked on extreme side slope and because of the location of this park on the Western edge of Minneapolis we had to be careful of all environmental concerns. 3. Glenwood Wirth Park Minneapolis, MN. This project was built by Trail Source in 2013. We built approximately 3 miles of trail in Theodore Wirth Park that were the first trails in Theodore Wirth Park that had jumps, rollers, berm turns and gravity flow trail. 4. 2009-2014 Trail Source built all of the Lebanon Hills mountain bike trails in Dakota County. These trails are cross country as well as some newer sections of flow trail. 5. 2008-2010 Trail Source designed and oversaw construction of the entire trail system at Cuyuna Recreation Area at Crosby/Ironton MN. Tim Wegner, owner of Trail Source, also raised $1.25 million for the construction of this trail system. 6. Tim Wegner, the owner of Trail Source, has served many different positions for mountain bike trail advocacy in the past 20 years including: Volunteer IMBA Representative from 1995-2005, board member of Minnesota Off Road Cyclists (MORC) 2000-2011, board member of American Trails from 2001-2005, and Minnesota Recreational Trails Users Association (MRTUA) 2002-2012. In addition Trail Source has been a member of Professional Trail Builders Association (PTBA) since 2003. We are in good standing with the organization and all memberships and fees are up to date. Trail Source personnel regularly attend updates and classes to certify their skills on different equipment and trail construction. Trail Source is also listed as an IMBA associated trail builder in their book entitled "IMBA's Guide to Building Sweet Singletrack."
