Police Department Subject: DOWNTOWN HANDICAP PARKING
I have been directed by the City Council to re-evaluate the
handicap parking needs in the downtown area. I contacted Curt
Wiehle from the Minnesota State Building Code Division regarding
this issue. Mr. Wiehle deals extensively with ADA and handicap
accessibility in his capacity.
In my conversation with Curt, he indicated there isn't an actual
State code for handicap parking on City streets. He mentioned that
municipalities should determine their own conditions.
However, he did indicate that handicap parking spaces in a downtown
environment should be spread throughout the shopping area. His
rationale was that handicap spaces should be spread out for ease of
accessibility to all businesses. He indicated to me that
clustering handicap spaces in the center of a shopping area wasn't
appropriate.
• I have looked at the downtown area and am suggesting some changes
from what was recently approved by the City Council. I am
including a map of the downtown area with my recommendations for
the south side of Main Street, as well as the remainder of the
downtown area.
I will be in attendance at your April 22 , 1997 , meeting to discuss
this further.
