expand their auto body repair business.

Overview
Background
The applicant would like to expand their business into the building located in
front of their current shop on Highway 10. A retail business will be located in
the front half of the building and the body shop will occupy the rear half.
In 1986 the City reviewed and approved plans for the construction of a
second principal building on this property. At the time, Country Chrysler
operated a car dealership on the site and utilized the existing building along
• Highway 10 as a showroom, office and car repair. The second building,

• located to the rear of the showroom, was used by an auto body repair
business.
In the time since 1986, Country Chrysler was replaced by Lee's Riverside
Auto, which has relocated further east on Highway 10. The current owner of
the site is using the old showroom for Atlas Pet Supply. The original tenant
of the body shop has been replaced by the current tenant, World Class Auto
Body; the applicant moved into the building in May 1994. The parking lot on
the north side of Atlas Pet Supply is being used by Owner's Direct as a car
sales lot.
No new construction, other than interior alterations to the existing building,
is proposed. The applicant is proposing to utilize a portion of the building in
which Atlas Pet Supply will be located. Atlas will use the front portion of the
building and World Class Auto Body will use the rear portion. The rear of the
building has 4 overhead doors which will allow the applicant to pull cars into
the shop. They have indicated that they are only going to do body work in the
new building; all painting will be done in their existing facility.
Parking
The applicant is proposing 8 parking spaces including one handicapped
• space. The spaces will be located along the north side of the driveway which
provides access to the existing body shop. There will also be a parking area
located on the north side of the existing shop that will be used to park
vehicles that are being worked on. The applicant is proposing to enclosed this
area with a chain link fence with slats. There will be no new parking
provided near the front building.
Access to the business will be through the paved area that surrounds the
front building. It is important that a driveway be maintained and left open
through to the rear building. Because of the parking along the north side
Atlas Pet Supply and the car sales lot located on the north side of the same
building, most people coming to the body shop will access the shop along the
south side of the property, which is the area with the least congestion.
Access along the front and north side of the building adjacent to Highway 10
can be confusing and is not well defined. A planted landscape strip between
the car sales lot used by Owners Direct and the front access drive would help
to differentiate between the two areas.
Site improvements will be minor and includes ensuring that the conditions of
the original site plan issued in 1986 are complied with. Included is a
• condition that the trash container be screened. Currently the dumpster is not
enclosed. The proposed dumpster location at the southeast corner of the rear

• building should include a stockade fence and a concrete pad. The enclosure
should be large enough to contain the debris that is currently being stored
behind the building. There are also some junk cars and debris located near
the rear of the property. This should be cleaned up and removed from the
property.
Building alterations
The applicant will be working with the Building Inspector to ensure that all
applicable building codes are complied with. Because the area in which the
body shop will expand into was at one time used for automobile repair, the
applicant has indicated that there will be very little work done to the interior
of the building prior to occupying it. The applicant is not proposing any
changes to the exterior of the building.
Signage
There is an existing freestanding sign for World Class Auto Body. The
applicant is not proposing any new signage. The applicant was issued a
permit for a 50 square foot freestanding sign in December 1995, no other
freestanding signs will be permitted.
• Recommendation
It is recommended that the Planning Commission recommend approval of
World Class Auto Body's request for a conditional use permit for the
expansion of the auto body repair shop with the following conditions:
1. THE OUTDOOR STORAGE AREA FOR VEHICLES BEING WORK ON SHALL BE
PAVED AND ENCLOSED WITH A CHAIN LINK FENCE AND THAT THE FENCE
INCLUDE SLATS IN ORDER TO SCREEN THE STORAGE AREA.
2. THE DUMPSTER BE ENCLOSED WITH A STOCKADE FENCE AND UTILIZE A
CONCRETE PAD.
3. THE CONDITIONS OF THE SITE PLAN APPROVAL, GRANTED ON JULY 17, 1986
FOR THE EXISTING AUTO BODY SHOP, REMAIN IN PLACE AND SHALL BE
COMPLIED WITH.
4. ALL PAINTING SHALL BE DONE IN THE EXISTING AUTO BODY SHOP, NO
PAINTING SHALL BE PERMITTED IN THE PROPOSED EXPANSION.
5. THE JUNK CAR AND DEBRIS LOCATED ON THE PROPERTY SHALL BE REMOVED
PRIOR TO THE ISSUANCE OF A C.O.
• 6. ALL VEHICLES SHALL BE PARK ON STORED ON THE PAVED AREA.

Continued growth of World Class Auto Body's business has
made in necessary to expand. The adjacent building to our
• auto body shop has become available for rent. This building
formerly Lees Auto Sales has space,used in the past as a
shop for mechanical work. We would like to rent this for
body repair work only. No painting or priming would take
place in this building. Only body repair work such as, dent
• removal, welding, sanding and replacement of parts would be
done at this site. All priming and painting will remain in
our present building. World Class Auto Body will of course
be responsible for abtaining all required permits as well as
meeting all state and federal codes.
