Overview
Background
The applicant is proposing to operate a hair salon from her home. In addition
to hair styling, the business will include a tanning booth and manicures. The
business will be located in a remodeled attached garage. The applicant will
be constructing a new detached garage in order to maintain the minimum
amount of required garage space. The business requires a conditional use
permit because it involves construction features not customarily found in
• homes and the delivery of products.

• Business
The business will be owned and operated by Ms. Farber. The applicant has
indicated that there is the possibility of adding one other employee that does
not reside at this address. The shop will have two work stations, a small
retail area, a tanning booth and an area for manicures. The proposed hours
of operation are 8:00 a.m. to 10:00 p.m. seven days a week. The ordinance
allows one other employee that does not reside on the premises and allows
home businesses to operate between the hours of 7:00 a.m. and 10:00 p.m.,
therefore, the proposed business complies with the zoning code's
requirements regarding hours of operation and number of employees. The
building will be handicapped accessible. The applicant is working with Cliff
Skogstad, Building Inspector, to ensure that all applicable building codes are
met.
Parking
At the beginning Ms. Farber will be the only employee; therefore parking
should not be a problem. The applicant is proposing to use the existing
driveway for customer parking; 4 parking spaces are provided. The zoning
• code requires that the home occupation not create a parking demand in
excess of that which can be accommodated in the existing driveway, where no
vehicles are parked closer than 15 feet from the curb line.
Signage
Signage shall not exceed 2 square feet and the sign has to be mounted flat on
the outside wall of the home.
Recommendation
It is recommended that the Planning Commission recommend approval of
Ms. Farber's request for a conditional use permit to operate a hair salon from
her home with the following conditions:
1. HOURS OF OPERATION BE FROM 7:00 A.M. TO 10:00 P.M.
2. NO EXTERIOR STORAGE OR DISPLAY SHALL BE ALLOWED.
3. SIGNAGE SHALL BE LIMITED TO 2 SQUARE FEET AND MOUNTED FLAT ON THE
WALL OF THE HOME.
4. A MAXIMUM OF ONE FULL TIME EMPLOYEE OR EQUIVALENT, OTHER THAN
• PERSONS WHO CUSTOMARILY RESIDE AT THE RESIDENCE, SHALL BE EMPLOYED.

• 5. THE APPLICANT SHALL WORK WITH THE BUILDING INSPECTOR TO ENSURE THAT
