Request
Consider a request by Tony Emmerich of Country Ridge Inc. for Preliminary
Plat approval of Country Crossing Business Center Third Addition.

Background
In 1997, the applicant platted Country Crossing Business Center Second
creating one industrial lot and Outlot A. The applicant is now proposing to
plat Outlot A as Country Crossing Business Center Third Addition creating
two lots, lot 1 (6 acres) and lot 2 (7.97 acres). The proposed lots exceed the
1.5 acre minimum lot size requirement in the business park zone.

• The proposed lots are adjacent to business park zoning on the northeast, and
single family residential zoning on the south and southwest of the plat. A
condition of the platting of Country Crossing Business Center Second
Addition was a buffer strip consisting of earth berming and planting to be
installed along 183rd Avenue (adjacent the residential property) at the time
the parcels are developed. The condition would be a requirement of any
development in the Third Addition as well.
Access to the proposed lots is off of Business Center Drive which will
minimize the impact on the neighboring residential properties.
Development proposals of a permitted use for the proposed lots will be subject
to staff site plan review. Conditional uses for the proposed lots will require a
conditional use permit and additional reviews by the Planning Commission
and City Council.
Drainage and Utilities
Utilities are currently available to serve the proposed properties off of 183rd
Avenue. The preliminary plat shows the required drainage and utility
easements.
• Park and Recreation Commission
On January 13, 1998 the Park and Recreation Commission reviewed the
preliminary plat. The comments were limited to questions regarding
location of sidewalks and agreement with staff recommendations.
Recommendation
It is recommended that the Planning Commission recommend approval of the
Preliminary Plat of Country Crossing Business Center Third Addition with
the following conditions:
1. THAT A BUFFER STRIP CONSISTING OF EARTH BERMING AND PLANTING
BE INSTALLED ALONG 183RD AVENUE (ADJACENT THE RESIDENTIAL
PROPERTY)AT THE TIME THE PARCELS ARE DEVELOPED.
2. THAT VEHICULAR ACCESS BE LIMITED TO BUSINESS CENTER DRIVE

RE: COUNTRY CROSSING BUSINESS CENTER 3RD ADDITION
Dear Mr. Harlicker:
As requested, we have reviewed the preliminary plat for Country Crossing Business Center 3rd
Addition. The plat takes the largest remaining undivided piece of that development and divides

it into two lots, which run north and south from Business Center Drive to 183rd Avenue. Lot 1 on
the west appears to be just less than six acres and Lot 2 on the east side appearing to be
approximately eight acres. We find that the plat meets the City requirements according to the
ordinance. We would, however, make one comment regarding public utilities to service these
two Lots. When this preliminary plat was originally laid out, it was anticipated that this area
would be serviced by a cul-de-sac extending from Business Center Drive to the south. When
the utilities where put into Business Center Drive they were laid out with this cul-de-sac plan in
mind. The original plan called for the centerline of the cul-de-sac at Business Center Drive to be
approximately 85 feet east of the new proposed lot line between Lots 1 and 2. Therefore, this is
the location that sanitary sewer and water are stubbed to the south for service. When
development occurs on both of these two Lots, provisions will need to be made and potentially
additional easements granted to extend the utilities into Lots 1 and 2.
