Overview
The applicant is proposing to use an existing house located at 21260 Meadowvale Road
for their church office. Their property consists of 3 lots for a total of 11.75 acres. Two of
the lots have houses and one is undeveloped. The applicant will be combining the vacant
lot with the property they will be renovating for use as their office. The other lot, which
contains a house, will continue to be used as a residence.
The property the church will be using was used as a residence prior to being purchased by
the church. It contains a house and two accessory storage buildings and has gravel
driveway with access from Meadowvale Road. Church services will not be held at this
• location. Service are currently held at Vandenberg Jr. High and will continue to be held at

• this location. The house on Meadowvale Road will be use as church office space, storage
and meeting rooms. The applicant has plans of constructing their church on this property.
At that time they will be applying for a conditional use permit for the church.
The applicant is proposing a gravel parking area behind the house which will
accommodate 15 spaces. Other than the installation of the parking lot no other exterior
improvements are proposed at this time. Since future development of this site is planned,
the applicant does not wish to install permanent improvements only to have to remove
them when they develop the site.
Since the proposed use of the site at this time is for a church office and small group
meeting space,the Commission could consider not requiring permanent improvements
such as paved parking and curb and gutter. However, staff would like to see landscaping
and screening installed at this time. By installing landscaping with this conditional use
permit, it will have an opportunity to grow and provide a better buffer and screen for
adjacent residences when the property is developed.
Recommendation
It is recommended the Planning Commission recommend approval of Living Waters
Church's request for a conditional use permit to allow the use of an existing house as a
church office, storage and small group meeting space with the following conditions:

1. A landscape plan be provided and approved by staff which screens the adjacent
properties to the north and south.
2. Future development of the property as a church will require conditional use permit.

Dear Scott,
I have enclosed a copy of the survey for the property at 21260
Meadowvale Road as you requested. One change the survey revealed is that
the property is actually 11.75 acres rather than 10 acres. Following are some
additional points of information that will help clarify our plans for the property.
1. Parcel "A" will be the future site of our church building and parking
area. We will not know the exact location until we have consulted with a
builder and have drawn up building plans.
2. We plan to use the house on parcel "B" for our church office. We
currently have an office staff of two people. We will use the rooms for offices,
reception area, storage of Sunday school supplies, prayer rooms, meeting
rooms, etc. Our Sunday Services will continue to be held at VandenBerge Jr.
High School. We would plan to use the church office for smaller leadership
meetings, prayer meetings, Bible studies, etc. We will provide a parking area
behind the house and use the rear entries.
3. Parcel "C" will be our primary access into parcel "A", and into the
future church parking area. The out buildings will be removed and the area
landscaped.
