The addition will be located on the north end of the Cub Food building, adjacent to a proposed Office Max which is currently going through the site plan review process. In addition to the proposed retail expansion, the applicant is proposing an additional 44 parking spaces. • 13065 Orono Parkway • P.O. This proposed retail expansion was to be a freestanding building located on the north end of the center adjacent to the south side of Freeport. Even though the proposal is different from the approved development plan, attaching the retail space to the north end of the building should be an improvement, as storefronts will face Freeport instead of a blank wall. Access/Parking The applicant is proposing 18 parking spaces on the north side of the expansion, between the building and Freeport Street. Access to this parking area will be from the main entrance drive just south of the entrance from Freeport. This parking area will also provide access to the dumpster area which is located in the rear of the building. An additional 26 parking spaces are proposed at the north end of the main a parking lot between Midas and the front of this expansion. The landscaped island on the east end of the parking expansion should be shifted to the west so that it is aligned with the existing islands. Drainage, Grading and Utilities • The City Engineer will address grading, drainage and utility concerns in his memo. Building Elevations The proposed building elevations will be consistent with the current multi- tenant buildings in Elk Park Center. The exterior will consist of a brown brick and a green metal canopy. Access into the building will be from either the north side or the east side depending on how the space is leased. On the north elevation, a portion of the side is proposed to be concrete block. The proposed concrete block portion should be change to match the brick on the rest of the north side. The dumpster enclosure should be constructed to match the exterior of the building. Landscaping and Tree Preservation Most of the existing trees on the site will be preserved. The access to the dumpster and placement of the utilities are such that all but 2 of the existing trees will be preserved. The landscape plan shows a tree planted on the eastern parking island; a tree should also be planted on the island in front of the building. All comments of the City Engineer be address 2. The dumpster enclosure be constructed of a material to match the exterior of the building. 3. An additional tree be planted on the parking island in front of the building. 4. The parking island on the east side of the parking addition be shifted to west so it is aligned with the existing islands. 5. All landscaped areas shall be irrigated. 6. Box 490 Elk River, MN 55330-0490 RE: OFFICE MAX SITE PLAN REVIEW Dear Mr. Harlicker: As requested, we have reviewed the submittal for the proposed Office Max in the Elk Park Center development. The submittal package we reviewed consisted of a preliminary site plan, preliminary grading plan, preliminary utility plan, and preliminary landscape plan. All of these were prepared by John Oliver & Associates and had a revision date of May 12, 1999. Based upon our review and comments received at the • staff review meeting, we offer the following comments: A. PRELIMINARY SITE PLAN • The development consists of an Office Max and some retail space farther to the north. There is one parking area north of the retail space and a second parking area is developed east of the service road. The proposed parking to be developed east of the service road has a new access that comes out onto the service road within 80 feet of the intersection of Freeport Avenue. The parking area access falls within the taper section for the right turn lane at Freeport Avenue. We would suggest that this is not a good location for an access to parking. This parking area would be better served with access from the existing parking areas. We recommend that this new access not be allowed onto the service road. • The dumpster is located at the northwest corner of the Office Max building. Access is from the north through a 25-foot wide driveway. It appears that access to this point will be very difficult. If the parking stalls are filled, there will be no way for a vehicle to turn around. It will either have to back in off of the frontage road or back out to the frontage road. We recommend that a turnaround be built in the area of the dumpster. • The Office Max shows a loading dock in the southwest corner of the building. The loading dock protrudes at an angle such that it covers over half of the rear of the Pet Food Outlet to the south. No sidewalk is noted or shown graphically. B. PRELIMINARY GRADING PLAN • The parking area and dumpster access just north and west of the retail space shows three catch basins. The two at low points need to have emergency overflows designated. • It will be necessary to construct the curb and gutter on the east side of the dumpster access with "toe out" for drainage purposes. • The proposed storm sewer crosses the existing watermain in two locations. Each of these crossings should be insulated. • The proposed storm sewer leads to a manhole constructed over an existing storm sewer stub. There is also a new storm sewer line from this manhole to an existing catch basin. Why the double leads with flow able to go both directions? No sizes or slopes are provided for the existing storm sewer. These should be provided. Is the storm sewer stub too small for the flow from the new development? C. PRELIMINARY UTILITY PLAN • There is a new hydrant shown at the northwest corner of the Office Max building tapped off the existing watermain. That hydrant is shown to be on top of the sanitary sewer. Something needs to move in this area to avoid the conflict. • The retail space at the north end of the Office Max is shown to have a single 11/2 " water service. We assume that this retail space will all be under one ownership. If it is intended for more than one ownership, it needs more than one water service. • The Office Max 8" water line crosses the new storm sewer. This crossing should also be insulated. D. PRELIMINARY LANDSCAPE PLAN • The preliminary landscape plan shows a 12" and an 18" oak tree to be removed just west of the new retail space. It is unclear why these trees could not be saved. • At the exit from the parking area just north of the retail space, there is a new landscaping symbol on each side of the exit to the frontage road. There is also a note in this area to relocate three existing crabapple trees. It is unclear from the landscaping plan whether these two new symbols are to be the relocated trees, new trees, or some type of shrubbery. Certainly trees would not be appropriate in this location because of site line concerns. Low-lying shrubs would be acceptable.
