Overview Marshall Concrete Products is requesting an amendment to an existing conditional use permit to construct a storage building. Marshall Concrete Products is located in the Mineral Excavation zoning district adjacent Highway 169 and 213th Avenue NW. The mining site is mostly devoid of vegetation and except for a strip along Highway 169. The applicant proposes to construct a 42x16x60ft commercial storage building to the south of their • existing ready-mix plant. The proposed building will be used to store tools, supplies, resale inventories, and to park equipment. In general, the building will provide indoor storage and provide greater security of tools and equipment, and a tidier site. Access Access to the building site will be via existing access drives from Highway 169 and 213th Avenue NW. Architectural Requirements The Elk River City Ordinance requires 25% of the exterior building be finished with approved or comparable exterior building finishes. The proposed building would comply with this requirement. Recommendation Staff recommends that the Planning Commission recommend approval of a conditional use permit amendment to allow the construction of a storage II building with the following conditions: 1. This structure will be an engineered wood frame, metal clad, insulated building, meeting all building codes and requirements of the city of Elk River. The exterior color will match the existing facility as close as possible. We will use this structure to store tools, supplies, resale inventories, and to park equipment, keeping the area around the plant tidy. From a security point of view, the wheel loader, dump truck, and various tools and supplies will be stored in a locked building, reducing the potential for vandalism, or an attractive nuisance claim. The proposed building site is just south of the existing redi-mix plant. The gable ends are facing east and west with all proposed doors located on the north, east, and west sides. Please see inclosed diagrams. The property is legally described as follows: Part of the South Half of the Southeast Quarter of the Southwest Quarter (S 1/2 of SE 1/4 of SW 1/4) lying westerly of U.S. Highway 169 in Section 10, Township 33 North, Range 26 West.
