Location 20015 Elk Lake Road, Elk River, MN, (SE 1/4 of Section 20) • Zoning/Land Use Rla (Single Family Residential) / OS (Open Space) Attachments • Location map • Proposed land exchange • Site plan • Park concept plan Overview The Elk River Country Club, located directly south of Woodland Trails Park, would like to improve the golf facilities in keeping with their Golf Course Master Plan. This plan includes the construction of a maintenance building east of the driving range with an access drive from the Woodland Trails Park entrance drive and the construction of a larger driving range tee with several practice tees and greens. To accommodate these plans, a land and easement exchange are also being requested under a separate application. Golf Courses are a conditional use in the R1a zoning district and any proposed changes to • the course require Planning Commission review and City Council approval. 13065 Orono Parkway • P.O. Box 490 • Elk River, MN 55330 • TDD & Phone: (612) 441-7420 • Fax: (612) 441-7425 Memo to Planning Commission/CU 99-23 June 22, 1999 Page 2 • Woodland Trails Park Concept Plans As part of the Woodland Trails Park concept plan, a picnic shelter is proposed for the hilltop near the parking lot and adjacent the golf course. From the proposed picnic shelter, there will be an unobstructed to the proposed Country Club maintenance building. As originally proposed, the location of the access drive to the proposed Country Club maintenance building would disturb a large hillside that provides a natural buffer and blocks views of the golf course from the park entrance drive and parking lot. The proposed location of the access drive would also conflict with the ski club and high school cross country races. In response to the original proposal, staff met with Country Club representatives and presented several options to them that would keep the maintenance building in roughly the same area as it is now and eliminate some of the perceived problems with the proposal. From the meeting, staff learned that the proposed location of the maintenance building was one of three site options and was chosen because of its somewhat hidden location better proximity and access to the golf course for mowing and maintenance, and greater separation from golfers and high use areas. The other two locations included the existing maintenance building location and another • area south of the club house and parking lot adjacent to County Road 1. Issues Several issues that have been raised in response to the proposed location of the building and access drive include: • The use of the park entrance drive for sales calls, delivery vehicles and golf course employees. • Maintenance responsibility of a shared park entrance drive. • Security of the service road and maintenance building if accessed from the park. • Pedestrian and bicyclist safety and enjoyment of the park with increased use of the park entrance drive. • Aesthetic concerns with the location of the access drive and maintenance building in view from the park. Park and Recreation Commission Action The Park and Recreation Commission reviewed the proposal by the Elk River Country Club. The Commission was primarily concerned with the location of the maintenance building, the visibility of the building from the park and the • f:\shrdoc\planning\stevewen\pcmmo\cu99-23.doc Memo to Planning Commission/CU 99-23 June 22, 1999 Page 3 • connection of the maintenance building access drive to the Woodland Trails entrance drive and its effect on safety, road maintenance and security. A compromise plan was discussed at the Park and Recreation Commission meeting that would create an access drive parallel to the Park entrance drive and connect the access road to the maintenance building closer to County Road 1. The Park and Recreation Commission will be studying this compromise prior to the public hearing on June 22, 1999. Staff believes a compromise can be agreed upon or an alternate location for the maintenance building or access drive can be found that has less impact on the Woodland Trails Park and still serve the long term needs of the Country Club and Park. As part of any approval, staff suggests that landscape screening and berming be installed between the golf course and park to lessen the impacts of the golf course from the park. Also, the proposed "yard" area around the maintenance building appears smaller than what exists and should reflect the area that will actually be needed and used. Recommendation Staff recommends that the Planning Commission recommend approval of the ID Elk River Country Clubs request for conditional use permit with the following conditions: 1. THAT A LANDSCAPING AND BERMING PLAN BE PREPAIRED AND APPROVED BY THE PARK AND RECREATION COMMISSION AND CITY STAFF. 2. THAT THE SITE PLAN SHOW A"YARD AREA"AROUND THE MAINTENANCE BUILDING THAT ACCURATELY REFLECTS THE AREA PROPOSED TO BE USED. 3. THAT THE ACCESS DRIVE TO THE MAINTENANCE BUILDING BE GATED AND LOCKED WHEN THE GOLF COURSE IS CLOSED. 4. THAT THE ACCESS DRIVE BE SIGNED FOR GOLF COURSE EMPLOYEES ONLY. 5. THAT THE MAINTENANCE OF THE PARK ENTRANCE ROAD BE MAINTAINED BY THE CITY AND THAT THE GOLF COURSE SHARE IN THE EXPENSES OF MAINTENANCE. 6. THAT AN EASEMENT BE PLACED OVER PARK PROPERTY FOR THE USE OF THE GOLF COURSE THAT INCLUDES THE EXISTING DRIVING RANGE AND PROPOSED ACCESS ROAD ONLY,AND THAT THE USE OF THE EASEMENT BE LIMITED TO THE USE AS A DRIVING RANGE AND ACCESS TO THE MAINTENANCE BUILDING AND THAT ANY GRADING IN THE AREA SHALL • BE SUBJECT TO PARK AND RECREATION COMMISSION APPROVAL. f:\shrdoc\planning\stevewen\pcmmo\cu99-23.doe Memo to Planning Commission/CU 99-23 June 22, 1999 Page 4 • 7.
