Location 400 Evans Avenue Zoning/Land Use • PUD (Planned Unit Development)/HR (High Density Residential) Attachments • Location Map • Site Plan • Facility Plan • Existing/Proposed Floor Plans • Letter from Applicant Overview The applicant is requesting a Conditional Use Permit to modify the Planned Unit Development agreement to allow expansion of the child care center located within the Guardian Angels Care Center. The proposed expansion entails adding an additional bathroom facility. Under State licensing guidelines, this will allow the center to increase the number of children in the facility. History • The Guardian Angels Care Center was formally known as the Elk River Care Center and was constructed prior to 1973. In 1992, the City approved the site's rezoning to 13065 Orono Parkway • P.O. In 1998, a building permit was issued to allow inernal remodeling of an area 39' x 55.5' for use as a daycare facility. Children of ages from infants to preschool age are cared for in the center. Proposed Improvement The child care center currently services 16 children. The proposed improvement entails constructing a restroom facility within the entrance to the facility. A sink is located in the entry and would be utilized in the new restroom. The additional restroom facility would allow an increase in children to 31. Increasing the number of children served would not adversely impact the traffic or parking of the remainder of the facility. The improvement should comply with State licensing requirements and local building requirements prior to an increase in the number of children serviced. Recommendation The proposed improvement and change in the number of children to be serviced poses no adverse impacts to parking or traffic on the remainder of the site. Staff recommends that the Planning Commission recommend approval of the request, CU 99-25, with the • following condition: 1. Box 490 CASE: CU 99-24 & Cu 99-25 Elk River, MN 55330 CITY OF ELK RIVER NOTICE OF PUBLIC HEARING The Elk River Planning Commission will conduct a public hearing on Tuesday, June 22, 1999, at 6:30 p.m., at the Elk River City Hall, 13065 Orono Parkway, to consider a request by Guardian Oaks for an amendment to a Conditional Use Permit to expand the senior center/dining site/commercial kitchen (Case No. CU 99-24). The Elk River City Council will also conduct a public hearing concerning this matter Monday, July 19, 1999, at 6 p.m., at City Hall. Legal description of the subject property is Lot 2, Block 1, Guardian Angels Addition, Sherburne County, MN. As part of the review process for request of this nature, we attempt to notify all • property owners at least 350 feet in distance from the subject property. The tax records from the Sherburne County Auditor's Office indicated that you own property within or near the 350 foot requirement. Currently Little Angels is licensed for 16 children and we are requesting approval to expand to a maximum of 31 children. This is due to our growing waiting list of children desiring to enroll in our center. Little Angels is located within Guardian Angels Care Center and is designed primarily for the staff of Guardian Angels. Approximately sixty percent of the children currently enrolled in the center are children of staff members. The remainder consists of children from the community. Given this we have minimal added traffic and parking poses no current problems. Even with the proposed expansion, the majority of the traffic flow will remain stable as many on our waiting list are the children of our existing staff The center, as noted above, is located within Guardian Angels Care Center. This proposed expansion will not alter the outside of our current physical structure and will only require minimal changes to the interior. We anticipate adding a restroom in the child care center in order to meet State licensing requirements. No additional physical plant changes are anticipated by granting this request. In closing, Little Angels Child Care Center provides a valuable service to our employees, residents and the community. The benefits of our center are tremendous.
