He further stated that the project was completed in 1984 and was never assessed. Steve Solomon fu~the~ stated that the amendment to this ~esolution would simplify the p~ocess and would have the payments paid directly by the Hockey Association. The City Administrator stated that all this is doing is takin9 the City out as handler of the funds and keeper of the accounts. DownLown_eede~eloEmeot_ecoleLL Councilmember En9strom stated he was under the impression that the downtown redevelopment study would be underway by now and was wonderin9 what was holdin9 the proJect UP. The City Administrator indicated that he had spoken with Cliff Lundber9 of the Downtown Redevelopment Committee, and further noted that the downtown 9roup is still worki~9 on the numbers for financin9 before they turn it over to Zac~ Johnson. The City Administrator further stated that they have not dropped the project. Councilmember Gunkel indicated she felt a meeting with the HRA Committee should be held as soon as possible. 10. Coosidecatioo__of__Adoetioo___of___SeLtioo___50A___Gcie~anLe ~coLeduce The City Administrator indicated that in the early 1980's the Federal Agencies began developin9 regulations under Section 504 using the Health and Human Services Re9ulatons as the basic 9uide, and further stated that now every Federal Agencv, includins the office of Federal Revenue Sharing, has 504 prosram re~uirements. The City Administrator noted that one of the re9uirements under the office of Federal Revenue Sharin9s 504 Pr09ram is tn adopt a Grievance Procedure as re9uired under Revenue Sharin9s Regulations. The City Administrator further noted that he is re~uestin9 that the City Council adopt a grievance procedure. Ciiy_8all Councilmember Gunkel noted that last week the City Council had met with two builders to set some new ideas and thoushts on the Citv Hall situation. Councilmember Gunkel then stated that she would like to discu$s what the next step to be taken should be. Councilmember Gunkel noted she felt that organizins a committee should be next and stated that she felt it would be better to not steer Just towards the business people, but more towards the averase people. She stated it would be nice to have a blend of business and private sector. Councilmember Gunkel further stated she felt a time frame should be set for the procedure to take place. Councilmember Williams stated he felt the Committee should be formed bv the first of the vear, meetinss should be held in January and February, and the total cost should be determined bv March or April, and then should gO to the voters bv Mav.
