MOVED TO APPROVE THE OCTOBER 21, 1985 AS AMENDED. COUNCILMEMBER SCHULDT THE MOTION PASSED 4-0. 4. Rick Br~~zee, th~ Building and Zonin9 Administrator, indicat~d that it is stat~d in the Dev~lop~r's Agre~m~nt that th~ landscaping be s~~ded and not sodd~d. The Building and Zoning Administrator further stated that the landscapins area had been seeded. 5. Consideration of Requirments 504 Handicap Accessibilitv Program The City Administrator introduced Jullee Quarve Peterson, a consultant specializing in development of 504 Pr09rams. The City Administrator indicated that according to Section 504 there are certain requirements stipulated bv the Federal law which mandate that anyone receiving Federal funds must review all of their. builing F.r.Ogr.ams, ser.vices and employment practices to determine that they are not discriminating aaainst the handicapped. Jullee Quarve Peterson discussed 504 Handicap Program with the Elk River City Council at this time. Sign Ordinance Councilmember Schuldt questioned the progress on the Sign Ordinance. The Buildin9 and Zoning Administrator stated that the Sian Ordinance had been in front of the Planning Commission and City Council and was also in front of the Chamber. of Commer.c e. After. some di sc uss i on, it wa s suggested by Mayor Hinkle that the next step is to take action on the Sign Ordinance by calling a public hearing. 7. Consideration of Administrative Subdivision from Mr. William Do llansk y The Building and Zoning Adrrlinistr"ator. indicated that Mr.. Dollansky who lives at 14045 217th Avenue Northwest in Elk River is requesting an administrative subdivision to split off a 2.5 acre piece of property from his existing 30 acre piece of property which would be used as a builing site for his sorl. The Buildins and Zoning Administrator stated that Mr. Dollansky's property abuts County Road 33 and 32. Mavor Hinkle opened the public hearing. There was no one for or against this matter. Mayor Hinkle closed the public hearing. Councilmember Engstr-om nnt d that he was pleased with the way the water tower turne out. but felt the Elk Head and the wording were too small and indicated he felt it was almost impossible to make 0 t the meaning of the words from a distance. Discussion was heldregardins the scale of the drawing on the water tower, and it was the consensus of the City Council that the City Administrator check with Edson Stansfield to see if something could possibly be done about enlarging the lettering and the elk head. Councilmember Williams indicated that he had a9reed with Councilmember Gunkel in that the Council did not follow the proper sequence and further stated that he would like to see the updated information regarding the plat. It was the consensus of the City Council that the Plannin9 Commission hold a F"ublic hear"ins for" pr"eliminarv__ plat approval at their November meeting. 8. Administrator's Update A. Status of Code Enforcement on Junk Yard Sites The City City ta~: en site. Building and Zoning Administrator reported to the Council on the existing junk yard violations in the of Elk River and indicated what action has been or what action is currently being taken on each B. 1986 Police Negotiations The City Administrator indicated that Union Local #320 had voted on and accepted the wage offer proposal to the Elk River Police Department. The City Admnistrator indicated that what the Union was asking was for comparable rates to each of the steps. The City Admnistrator further stated that the proposal offered would not bring Elk River into a comparable situation with the metro communities. but that it is approaching this. He further stated that the Citvof Elk River has lost four officers this year to other cities because of wages. COUNCILMEMBER GUNKEL MOVED TO APPROVE RESOLUTION 85-66~ A RSOLUTION APPROVING WAGE AGREEMENT BETWEEN THE CITY OF ELK RIVER~ AND MINNESOTA TEAMSTERS PUBLIC AND LAW ENFORCEMENT EMPLOYEE UNION LOCAT #320. Consideration of Purchase of Front End Loader for Street Department Phil Hals., the City's Street Superintendent., indicated that he had brousht this item before the Council at their last Council meetins and further indicated he would like to set an answer from the Council one way or another resardins the purchase of the IT 28 Front End Loa der.. Councilmember Williams questioned whether the Street Superintendent had checked around f~r a quick attach hook-up to fit our present loader. The Street Superintendent indicated that he had checked and found none in the used inventories available. Counc i lmember. Consideration of Snow Emersency Parkins Restrictions The Street Superintendent indicated that he felt the problem of cars parked on City Streets durins snow pI~wins should be addressed. He indicated he would like to see Elk River set a policy which would require no on street parkins between the hours of 2=00 a.m. to 6=00 a.m.durins the months of N~vember 15 to April 15. He further indicated that other cities in the area have such parkins restrictions. He indicated that it would be beneficial to help the plowins situation. Councilmember Schuldt brousht UP the question of what the people do who have no sarases., as they will have no where to park their cars durins these hours. After discussion resardins this matter, it was the consensus of the City Council that the City Staff draw UP a resolution and brins it back to the City Council for action resardins no on street parkins. Minnesota Public Works Association Fall Conference ITY COUNCIL MINUTES OVEMBER 4, 1985 PAGE 6 The City Administrator indicated that the Street Superintendent was requestins permission to attend the MPWA Fall Con~erence to be held November 20 throush the 22ndat the Sheraton Northwest in B~ooklYn Park. COUNCILMEMBER WILLIAMS MOVED TO GRANT PERMISSION TO THE STREET SUPERINTENDENT T ATTEND THE MPWA FALL CONFERENCE AT THE SHERATON N RTHWEST IN BROOKLYN PARK. COUNCILMEMBER GUNKEL ECONDED THE MOTION. THE MOTION PASSED 4-0. 8F. Lease Asreement The City Administrato. indicated that he had the City Attorney draw UP a leas asreement for temporary housins of public works vehi les at the Insti-top buildins on Hishway #10. COUNCILMEMBER WILLIAMS MOVED TO APPROVE THE LEASE AGREEMENT FOR THE TE PORARY HOUSING OF PUBLIC WORKS VEHICLES TO BE LOCAT D IN THE INSTI-TOP BUILDING ON HIGHWAY #10. COUNCILM MBER GUNKEL SECONDED THE MOTION. THE MOTION PASSED 4-0. 8G. Stop Sisn on Proctor an School Street The Street Superinten ent indicated that he had been settins a number of calls and complaints ~rom people wantins to put the sto sisn back on Proctor and School Street. Mayor Hinkle indicated that he felt that the City Council should t ke it to the County Commissioner and request that the s op sisn be put back, and further stated that if the Courty Commissioner were asainstthe request that the City C uncil should set a petition from the people because of t~e fact that he has heard nothins but sood from the peopl when the stop sisnwas up. 8H. Fence ~or Orono Ballfie The Street Superintend indicated that he had removed 427 feet of fencins Orono Ballfield and stated he would li~:e to replace with a 6 foot hish fence. He indicated the fencins as removed because the fence was too low and was causirs potential hazards for the ball players. The Street uperintendent further indicated that the fundins would come from the softball association. The Stre t Superintendent stated that the softball association ad collected $6,800 in team fees and further stated that he only thins the money had been used for so far was for the bleachers.
