Consider a request by Luanne Moe for a conditional use permit to operate a
therapeutic massage business in Martin Plaza.

Overview
Background
In 1995 a conditional use permit for a therapeutic massage business was
approved for Charlotte Koon at this location. Conditional use permits expire
if for any reason the use authorized in the permit ceases for more than 1
year. Since it has been more than one year since Ms. Koon's business has
closed, this applicant, Luanne Moe, needs a new conditional use permit to
. operate her therapeutic massage business. The applicant will also be

• applying to the City Council for a license to operate a therapeutic massage
business. That application will be heard by the City Council on June 15th, the
same date they review this application.
The owner of the plaza, Chip Martin, has indicated that he will be improving
the parking area with paving and curb and gutter. On May 18th he was
granted a variance to the paving setbacks in order to install paved parking
and a drive aisle in front of the plaza.
The applicant is a graduate of Sister Rosalind Gefre's Professional School of
Massage and is a certified massage therapist. The business will be open
Monday through Friday 9 am to 8 pm and Saturday 9 am to 4 pm by
appointment only. She also intends to have some retail sales of related items
such as aroma therapy, oils and lotions, and books.
The business will be located in the lower level of the plaza with access from
the east end of the building. She is not proposing any outside alterations to
the building. No signage is proposed at this time; however, any future
signage will have to comply with the sign ordinance. Parking will be
available in front of the plaza.
• Recommendation
It is recommended the Planning Commission recommend approval of Luanne
Moe's request for a conditional use permit to operate a therapeutic massage
business at 934 Highway 10 with the following conditions:
1. The applicant receives approval from the City Council for a licensed to
operate a therapeutic massage business.
2. Signage shall comply with the sign code.

Per my "Conditional Use Permit" application, my purpose for this request is
to open a therapeutic massage office at 934 Highway 10. I graduated from
Sister Rosalind Gefre's Professional School of Massage in 1997. I worked
for Sister Gefre for several months and have been contracting out of a
therapeutic massage office located in White Bear Lake since August of
1997.
