(The northeast corner of Highway 169 and East Main Street) Zoning/Land Use C3 (Highway Commercial) / HB (Highway Business) Attachments • Location map • Site plan (aerial photo) • Memo from Police Department Background The City of Elk River in conjunction with Community Recreation has been looking for a recreational facility site. The former Northbound Liquor Store site is owned by the city and has been vacant for some time. The Watz family has discussed opening the Watz Up Cafe in this location; however, they are no longer interested. 13065 Orono Parkway • P.O. Operations The community recreation facility will include vending machines, pool tables, arcade games, jukebox, card and board games. Other activities may be considered in the future. The proposed hours are Monday through Thursday 3-8 p.m., Friday 3-9:30 p.m. and Saturday 1-9:30 p.m., and closed on Sundays. The hours may change. The facility will initially be staffed with one person responsible for supervision of the site. There will be a communication plan with the police for increased patrol and support for outdoor issues. If it becomes necessary additional staff may be added. Parking • The site has adequate parking with 27 parking stalls, of which 3 are handicap accessible. The parking lot is continuous with parking for Ron's Foods. Access to the site is off of County Road 12 on a shared road accessing Ron's Foods. Lighting Lighting is provided by one highway style street light and 5 parking lot lights around the perimeter of the lot. Signage The existing awning and the free-standing pylon will be utilized if there is any need for a sign. THAT STAFF ROUTINELY SURVEY THE OUTSIDE OF THE BUILDING. 2. THAT THE EXISTING LIGHTING ON THE OUTSIDE OF THE BUILDING BE REPAIRED TO ADEQUATELY LIGHT THE PARKING LOT AND WALKWAYS UNDER THE AWNING. 3. THAT THERE BE NO OUTSIDE SEATING AROUND THE PERIMETER OF THE BUILDING. 4. KEEP ALL WINDOWS FREE AND CLEAR OF ITEMS, POSTERS,ETC. 5. MAKE ANY PAY PHONE UNABLE TO RECEIVE CALLS. 6. MAKE THE SITE A"SMOKE-FREE"ESTABLISHMENT. THIS WILL ASSIST THE POLICE IN KEEPING THE FACILITY A PLACE FOR ALL TO COME. 7. From: Cheryll Edinger/Michelle Masica E1kRiver Date: April 23, 1998 Police Department Subject: Old Northbound Conversion to Teen Center We have strong concerns about the proposed site for a teen center. Below you will find a list of our concerns and possible recommendations to make this a safe and fun environment for all . We have a safety concern about the lack of windows on the building providing natural surveillance . -If windows are not cost effective, the possibility of surveillance cameras in the parking areas should be explored. We also understand that the present lighting on the building is going to be removed. -Recommend lighting be added on exterior of the building. 411 Parking lot does not have safe traffic flow. -Recommend northwest corner of parking lot be blocked with concrete barriers, curbing, speed bumps, flower pots, or something to deter traffic. In the back there are two fenced areas, one confines the dumpster and is secured properly. -Recommend tearing down or repairing second fenced area with a locked gate. We also recommend that no outside seating be placed around the perimeter of the building. We encourage the City to have adequate supervision during all open hours and to keep this a smoke free environment. We are also recommending that rules and regulations be posted.
