Request
Consider a request by Teresa Dejarlais for a conditional use permit to operate
an art studio from her home.
Location
III 227 Morton Avenue (south of Main Street and west of Morton Avenue) The
legal description is 1/2 of lot 5, and all of lot 6, Hastings First Addition,
Sherburn County, MN.

Background
Teresa Dejarlais and Pat Egan propose opening a workshop studio (hobby)
business out of their home. A conditional use permit is required as the
workshop studio will at times :
• Exceed more than two (2) guests at one time.
• Create parking demand in excess of that which can be accommodated in
the existing driveway, where no vehicle is parked closer than fifteen(15)
IIIfeet from the curb line or edge of pavement.

• Operations
The proposed workshop studio will be a hobby business to be operated from
the home including the porch, garden and potting shed. The operations can
be characterized by the following:
• A mostly female clientele of 5- 8 people
• Open on Saturdays between the hours of 11 a.m. and 5 p.m., and by
appointment, and with seasonal open houses.
• Projects likely to include the making of linens, candles, soaps, and other
hand made comforts.
• Any sales would be incidental to the operations of the business.
Comments
The Planning Department views this business to be more aligned with a
social gathering than a business as it is described by Teresa Dejarlais. A few
more cars on the weekend should not adversely effect parking or become a
nuisance to the neighbors.
Recommendation
• It is recommended that the Planning Commission recommend approval of
this request with the following conditions:
1. NO MORE THAN 8 CLIENTS BE ADMITTED AT ONE TIME.
2. RETAIL SALES SHOULD NOT OCCUR ON A DAILY BASIS GIVING THE
IMPRESSION OF A"RETAIL ENVIRONMENT."

SUBJECT: CONDITIONAL USE PERMIT REQUEST
DATE: MARCH 30, 1998
Attached is an application for a Conditional Use Permit to conduct a business from my home. My
sister, Pat Egan, and I are working on plans to open a workshop studio.
Pat and I have a reputation among friends and family in matters of art, decoration and comforts of
the home. We'd like to expand what we enjoy into a family venture, and share our ideas in a
workshop setting with neighbors and friends. Both Pat and I are employed in fulltime careers, and
therefore, this venture is an extension of the hobbies and things that we enjoy.

This is the type of business to be operated from home because it expands on what is here - the
porch, garden, potting shed. To characterize "The Porch", we have noted some ideas for its
operation:
. We see our clientele as largely female; they will come to relax, enjoy the setting, and
involve themselves in projects.
. Projects could include items for the home: linens, candles, soaps - handmade comforts.
. Any sales would be incidental to the operation of the business.
. Days and hours of operation:
Saturdays,year-round (may close January/February); 11:OOam-5:OOpm, and by
appointment; seasonal open houses.
