Attached is a letter from the 2001 Committee requesting input from the
Planning Commission regarding their suggestion to consider guidelines to
encourage "civility at meetings". The Commission may want to respond
individually or as a group back to the 2001 Committee Chair, Minnelle
Tralle, by the requested date of May 15th.

The 2001 Committee, Inc. has spent a great deal of time discussing community values
and what we as a committee could do to enhance the values identified at the 1994
Conference. Those values again are, welcoming community, neighborliness, family and
respect.
We initiated discussions with Mayor Duitsman to develop a welcome letter to new
• families. It is our understanding that these were well received. We worked with
Community Recreation and the Police Department to promote neighborhood get-
togethers and put together a kit to help individuals to plan such an event. Recreation
equipment is available on loan to help with entertainment.
The piece I have enclosed is the result of our discussions on respect. It was generally
agreed that some public meetings have the potential for getting out of control. We
thought that maybe a reminder of"Civility at Meetings" could be used at meetings of the
City Council, School Board, Planning and Zoning Commissions, etc. Perhaps a reminder
would enable people to take a different tack in their approach.
Before we distribute this piece, we would value your feedback. Would you use it? What
changes would you make? How should it be distributed? Your thoughts would be
appreciated and could be jotted down on this memo and returned to me or you can call
and leave a message with me at 241-2720. Please respond by May 15 if you have
suggestions.

EXPECTATIONS OF CIVILITY AT MEETINGS
•
Some Ways To Help Assure More Effective Meetings
1. As much as possible, be positive. Rather than concentrate on the negative aspects, or
exaggerating the weakness of opposing views, emphasize the positive aspects of your
position.
2. Personal attacks, whether overt or in the form of innocent sounding questions, are
unacceptable.
3. Respect the protocol of the meeting at hand. There may be a specific time for
comments from the public, and there may be certain requirements for speaking.
4. Stick to the subject and the issue at hand. The leader of the meeting should make
known the parameters of the subject under discussion, and the participants should
observe those directions.
5. Remember that you are more apt to be heard if anger is kept in check, if your requests
are reasonable, and if you speak with a calm and controlled voice.
• 6. Many conflicts are the result of misunderstandings. Be open to a new or different
understanding of past or proposed actions.
7. It is the responsibility of decision makers to give undivided attention to speakers, to
avoid distractions of every kind, and to respond if possible to give assurance that the
speakers have been heard.
8. Be mindful that certain laws and regulations may apply to the issue, and changing those
may be beyond the scope of the meeting.
9. Be willing to compromise. Recognize other points of view and different perspectives,
and look for the reasons for those viewpoints. Be open for solutions that go beyond
the views of the various parties.
10. Be aware that some issues simply cannot be easily resolved, and decision makers have
to use their best judgment.
