REGULAR 'WEEKLY SCHEDULED MEETING OF THE
ELK RIVER CITY COUNCIL
HELD AT THE ELK RIVER CITY HALL
APRIL 25, 1983
Members Present: Mayor Hinkle, Councilmembers Engstrom, Duitsman, Schuldt, and
Gunkel.
Members Absent: None
1. The meeting was called to order at 7:30 p.m. by Mayor Hinkle
2. American Public Works Association Conference attendance for Street Superintendent
The City Administrator informed the members of the City Council that the
Street Superintendent had requested permission to attend the American Public
Works Association Conference in Brainerd, in May. The Administrator indicated
approximate cost of the conference would be $150, and the costs were budgeted
in the 1983 budget.
COUNCILMEMBER DUITSMAN MOVED TO APPROVE THE ATTENDANCE OF THE STREET SUPERINTEN-
DENT AT THE AMERICAN PUBLIC WORkS ASSOCIATION CONFERENCE IN MAY, AT BRAINERD.
COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION PASSED 4-0.
3. Cable Communications Joint Powers Agreement
The City Administrator presented and reviewed, for the City Council, a Joint
and Cooperative Agreement relative to Cable Communications and~theformation of
a Cable €ommissiQu:_ n involving the City of Elk River. The City Administrator
informed the Councilmembers that to date, four Joint and Cooperative Agreements
have been returned to the City of Elk River from the Cities of Buffalo, Big Lake,
Monticello, and Cokato. The Administrator indicated that by approving the Joint
and Cooperative Agreement, the City Council would be agreeing to participate in
a Cable Communications Commission involving the aforementioned cities, and possibly
other cities at a future date. Because of the nature of the Joint and Cooperative
Agreement, the Council action of approving the agreement would not result in the
delegation of any decision making power to the Commission, inasmuch as each of
the respective City Councils which are a party to the Agreement retain all of
their decision making authority. The City Administrator also recommended that
he be appointed as the City's representative on the Cable Communications Commission.
The Councilmembers generally discussed the Agreement presented by the Administrator,
and questioned the Administrator regarding the amount of time involved, and the
priority attached to participation in the Cable Communications Commission. The
Administrator indicated that it did not appear that the Commission functions
would involve a significant amount of time, and also indicated that it would
not interfere with other normal functions of the City Administrator's office.
Councilmember Duitsman questioned the priority of the Commission activities,
specifically as it related to participation in the Minnesota Star Cities Program.
The Administrator informed Councilmember Duitsman that the Minnesota Star Cities
Program was of a higher priority, and would in no way be negatively affected by
participation in the Cable Communications Commission.

COUNCILMEMBER DUITSMAN MOVED TO APPROVE ELK RIVER'S PARTICIPATION IN THE
SHERBURNE/WRIGHT COUNTY CABLE COMMUNICATIONS COMMISSION BY APPROVING THE
JOINT AND. COOPERATIVE AGREEMENT AS PRESENTED, AND AUTHORIZING THE MAYOR
AND CITY ADMINISTRATOR TO SIGN SAID DOCUMENT, AND FURTHER THAT THE CITY
ADMINISTRATOR BE DESIGNATED AS THE CITY'S REPRESENTATIVE TO THE SHERBURNE/
WRIGHT COUNTY CABLE COMMUNICATIONS COMMISSION. COUNCILMEMBER ENGSTROM
SECONDED THE MOTION. THE MOTION PASSED 4-0.
THERE BEING NO FURTHER BUSINESS THE CITY COUNCIL MEETING WAS ADJOURNED.
