Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River Board of Appeal and Equalization was called to order at 6:00 p.m. by Mayor Dietz. 2. Board of Appeal and Equalization Greg Olson, Sherburne County Assessor, indicated the purpose of the Board of Appeal and Equalization is to consider and review 2018 estimated market values and property classifications for taxes payable in 2019. Information was presented on the assessment procedures and statistics for the City of Elk River 2018 assessments. The Board of Appeal and Equalization heard appeals as outlined below: 1. Gary and Diane Stritesky, Parcel Identification Number 75-132-4100 Mr. Stritesky was appealing the 2018 value of his home. He indicated his home value increased from $108,900 in 2014 to $209,200 for 2018. He explained the property had two parcel identification numbers and one legal description when he purchased it so he worked with the county to combine the parcels. He also purchased a small piece of property on the corner from the neighbor and would like that parcel combined as well (parcel 75-413-0112). Mr. Olson noted he is not an expert but he doesn't believe platted parcels (75-413-0112) can be combined with non -platted parcels (75-132-4100). He noted the house and the lakeshore parcel across the street are both unplatted. Mr. Stritesky believes the large increase in his value may be due to the combination of the house parcel with the Lakeshore parcel. He noted he has completed about $23,000 in improvements over about four years. Board of Appeal and Equalization Minutes April 9, 2018 Page 2 Ms. Thoe explained she believes the increase may be due to strong water front property sales in Elk River. She stated due to the strong sales all lake and riverfront properties were reviewed and received an additional increase above the 9% all of Elk River received. She noted there were overrides in the system she removed this year but cannot see the details without access to the property's history. Councilmember Westgaard questioned if the increase was due to the two property values being combined and therefore added together. Mr. Olson indicated he suspects the increase is on the Lakeshore property. He stated he would be comfortable with reducing the lakeshore value by 10% ($2,944). Ms. Stritesky noted their property value increased 34% over two years. Mr. Stritesky commented he has no issue paying property taxes but has an issue paying such high taxes on such a small property and house. He added he had an appraisal done last year that came in at $168,000. Moved by Councilmember Dietz and seconded by Councilmember Olsen to adjust the value of parcel 75-132-4100 from $209,200 to $200,000 ($3,000 off the lakeshote property with the remainder off the house). Motion carried 4-0. Moved by Councihnember Westgaard and seconded by Councilmember Ovall to make no change to parcel 75-413-0112. Motion carried 4-0. 2. Allina Health, Parcel Identification Number 75-661-0105 Mr. Weber stated he received an email from Allina Health requesting the Board consider no change to parcel 75-661-0105 as they would like to reserve their right to appeal to the County Board. Moved by Councilmember Dietz and seconded by Councilmember Olsen to make no change to parcel 75-661-0105. Motion carried 4-0. 3. Walter and Nancy Ullrich, Parcel Identification Number 75-671-0430 Ms. Thoe distributed a handout on the above parcel. Moved by Councilmember Westgaard and seconded by Councilmember Olsen to adjust parcel 75-671-0430 from $434,800 to $415,200 as recommended by the county assessor. Motion carried 4-0. Moved by Councilmember Westgaard and seconded by Councilmember Olsen to adjust parcel 75-690-0118 from $398,300 to $384,800 as recommended by the county assessor. Motion carried 4-0. 5. Ronald and Sherri Schreckenghaust, Parcel Identification Number 75-546- 0254 Ms. Thoe distributed a handout on the above parcel. Moved by Councilmember Ovall and seconded by Councilmember Westgaard to adjust parcel 75-546-0254 from $314,600 to $301,400 as recommended by the county assessor. Motion carried 4-0. 6. Willie Jackson, Parcel Identification Number 75-673-0120 Ms. Thoe distributed a handout on the above parcel. Moved by Councilmember Westgaard and seconded by Councilmember Olsen to adjust parcel 75-673-0120 from $424,300 to $437,900 as recommended by the county assessor. Motion carried 4-0. 7. Richard and Nancy Brunell, Parcel Identification Number 75-131-2225 Ms. Thoe distributed a handout on the above parcel. Moved by Councilmember Ovall and seconded by Councilmember Westgaard to adjust parcel 75-131-2225 from $513,300 to $481,300 as recommended by the county assessor. Motion carried 4-0. 8. Robert and Rebecca Hanson, Parcel Identification Number 75-672-0545 Ms. Thoe distributed a handout on the above parcel. Moved by Councilmember Ovall and seconded by Councilmember Westgaard to adjust parcel 75-672-0545 from $381,900 to $369,300 as recommended by the county assessor. Motion carried 4-0.
