REGULAR WEEKLY SCHEDULED MEETING OF THE
ELK RIVER CITY COUNCIL
HELD AT THE ELK RIVER CITY HALL
OCTOBER 24, 1983
Members Present: Mayor Hinkle, Councilmembers Schuldt and Gunkel.
Members Absent: Councilmembers Engstrom and Duitsman
1. The meeting was called to order at 7:30 p.m. by Mayor Hinkle.
2. Cliff Lundberg bill for computer time for the Economic Development Commission
The City Administrator indicated that Mr. Cliff Lundberg has requested $525 for
computer and typist time for work done for the Economic Development Commission.
General discussion was carried on regarding the cost of the typist and computer
time submitted by Mr. Cliff Lundberg. Councilmember Gunkel indicated that she
volunteered her time and the use of the computer at UPA for any work the Economic
Development Commission may need. Discussion was carried on regarding the rate
per hour charged. It was the consensus of the City Council to see the finished
product before any decision could be made regarding the bill submitted. It
was also the consensus of the City Council to meet with the Economic Development
Task Force to discuss a budget for the Economic Development Commission and
specific costs that have been submitted.
3. Revenue Sharing proposed use/Public Hearing
Mayor Hinkle opened the public hearing. No one expressed their op~n~on of the use
of revenue sharing funds. Mayor Hinkle closed the public hearing. General dis-
cussion was carried on by the City Council regarding revenue sharing funds and
the various uses of revenue sharing funds.
COUNCILMEMBER SCHULDT MOVED TO CONSIDER THE PROPOSED USE OF REVENUE SHARING FUNDS
IN THE STREET DEPARTMENT. COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE MOTION
PASSED 3-0.
4. Heavenly Hills Easements
The City Administrator indicated that the contractor has moved out of the Heavenly
Hills project. The City Administrator further indicated that Mr. Joel Nystrom's
attorney has now agreed to the City's proposal of $2,750 for the easement necessary
for the road improvement project. General discussion was carried on regarding the
payment of the easement or condemnation and whether the contractor could be
brought back in to complete the project.
The City Administrator indicated that the Engineer would try to get the con-
tractors back and further indicated that it was expected that Class 5 would be
placed on as much of the project as was possible.

COUNCILMEMBER GUNKEL MOVED TO AUTHORIZE PAYMENT OF $2,750 FOR AN EASEMENT FROM
MR. JOEL NYSTROM. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION PASSED
3-0.
THERE BEING NO FURTHER BUSINESS, COUNCILMEMBER SCHULDT MOVED THAT THE MEETING BE
ADJOURNED. COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE MOTION PASSED 3-0.
