11-14-1983 CC MIN REGULAR WEEKLY SCHED LED MEETING OF THE ELK RIVER CIT COUNCIL HELD AT THE ELK RVER CITY HALL NOVEMBER 1 , 1983 Members Present: Mayor Hinkle, Councilme bers Engstrom, Duitsman, Schuldt and Gunkel. Members Absent: None 1. The meeting was called to order at 7: 0 p.m. ~or Mayor Hinkle. 2. Agenda ~ COUNCILMEMBER SCHULDT MOVED TO APPROV THE NOVEMBER 14,,1983 CITY COUNCIL AGENDA. COUNCILMEMBER DUITSMAN SECONDED THE M TION. THE MOTION pASSED 4-0. 3. Assessment of Sewer Interce tor hooku charges - Public Hearing Mayor Hinkle opened the public hearin. No one appeared for or against the sewer interceptor hook-up charges. Mayor H nkle closed the public hearing. COUNCILMEMBER DUITSMAN MOVED TO APPRO E THE ASSESSMENT ROLL FOR THE,1983 SEWER CONNECTION FEES. COUNCILMEMBER ENGST OM SECONDED THE MOTION. THE MbTION PASSED 4-0. 4. Revenue Sharin Funds Budgeted Use/Pu lic Hearing Mayor Hinkle opened the public hearin use of revenue sharing funds for 1984 No one appeared regarding the actual Mayor Hinkle closed the public hearing. COUNCILMEMBER SCHULDT MOVED TO AUTHOR ZE THE USE OF THE 1984 REVENUE SHARING FUNDS IN THE STREET DEPARTMENT. COUN ILMEMBER GUNKEL SECONDED THE MOTION. THE MOTION PASSED 4-0. 5. 1984 Tax Levies A. Urban/Rural Tax Ratio Discussion was carried on regarding the boundaries of the urban and rural taxing district and the current ratio of the urban and rural taxing district. Discussion was also carried on regarding the impact on the rural and urban properties should the ratio be eliminated. It was determined that there would be an approximate 2 mil adjustment if the ratio were eliminated. COUNCILMEMBER DUITSMAN MOVED TO CONTINUE THE RATIO BETWEEN THE URBAN AND RURAL PROPERTIES AT A 5 TO 3 RATIO. COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 5-0 ,COUNCILMEMBER DUITSMAN MOVED TO LEAVE THE URBAN AND RURAL BOUNDARIES AS THEY WERE IN 1983. COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE MOTION PASSED 4-0. B. 1984 Tax Levies The City Administrator indicated that Mr. Ty Bischoff has now indicated that the City's valuation should remain approximately the same as 1983. The City Administrator reviewed the proposed 1984 tax levy for the City City Council Minutes NQvembe~ 14~ 1283 Page Two Council and the proposed mil rate based on the 1983 valuation. Administrator indicated that 1984's certificate of indebtedness added with the intent that the City would be bonding for street and paying for the squad cars out of the general fund. The City has been equipment COUNCILMEMBER DUITSMAN MOVED TO ADOPT RESOLUTION 83-22 AUTHORIZING THE TAX LEVIES FOR CALENDAR YEAR 1983. COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 4-0. General discussion was carried on regarding the Building Inspection Department Assisstant, and the Economic Development Coordinator as proposed in the City's 1984 budget. The City Administrator indicated that the City's Building and Zoning Administrator can provide the necessary inspections as required but the zoning needs of the City are no.t accomplished as required with the current available staff. The City Administrator indicated that the City's Building and Zoning Administrator would prefer to do the zoning kinds of needs of the City rather than higher a consultant to accomplish those needs. Further d~cussion was carried on regarding the proposed position and the duties of that position. It was the consensus of the City Council that the City Council wanted the Zoning Ordinances enforced. Discussion was also carried on regarding the Economic Development Coordinator proposed in the City's 1984 budget. Mayor Hinkle indicated that he felt it was perhaps premature for an Economic Development Coordinator at this time. Councilmember Gunkel indicated that she felt an Economic Development Coordinator should be considered after the City has accomplished the tasks required for the Star Cities designation and has got some handle on what would be required of an Economic Development Coordinator. It was the consensus of the City Council that the $15,000 designated for an Economic Development Coordinator be taken out of the 1984 City Budget. Further discussion was carried on regarding th~ Chamber of Commerce and their contribution to an Economic Development Coordinator position. 6. Lion's Park, Houlton Bog Agreement The City Administrator reviewed the Houlton Park gift agreement as ~evised and recommended by the City's Attorney for the City Council. The City Administrator also reviewed a resolution authorizing the execution of the Houlton Park Gift Agreement and the purchase of additional land for park development. It was the consensus of the City Council that the Houlton Park Gift Agreement as drafted by the City's Attorney, Dave Sellergren, was acceptable and should be executed by the Mayor and City Administrator on behalf of the City of Elk River. It was the consensus of the City Council that the resolution, as amended by the City Administrator, would also be acceptable and approved by the City Council. City CQ~ncil ~in~tes November 14 ~ 1983 Page Three 7. Use of Masonic Lodge B~ilding General disc~ssion was carried on regarding the ~se of the Masonic Lodge b~ilding. COUNCILMEMBER SCHULDT MOVED TO AUTHORIZE THE CITY ADMINISTRATOR TO INFORM THE MASONIC LODGE THAT ANY EXPANSION OF A BUSINESS OR ADDITIONAL BUSINESSES WOULD REQUIRE A VARIANCE APPROVAL. COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE MOTION PASSED 4-0. 8. Administrators Update A. Union Contract The City Administrator indicated that he had met with the Teamsters Union Representatives regarding the Police Contract, and f~rther indicated that it appears the Union negotiations are close to settlement. The City Admin- istrator reviewed the City's position on the Union Contract, and Indicated that the ~nion is considering the proposal. B. Mayor Hinkle indicated that he is happy with the work done in the City by the employees, their cooperation, and their ability to get the work accomplished. General disc~ssion was carried on regarding a means of expressing the appreciation of a job well done. C. P~blic Hearing Storm Water Improvement The City Administrator indicated that the City Co~ncil sho~ld anticipate a large crowd at the November 21st public hearing for the storm sewer assessment. The City Administrator indicated that Mr. Jeff Roos of Consulting Engineers Diversified" will be present to give the history and the background of the storm sewer project. The City Administrator indicated that the City Council should deal with the storm sewer project assessment hearing first and then consider the street construction assessment hearing. 9. Adjournment There being no further business, COUNCILMEMBER SCHULDT MOVED THAT THE MEETING BE ADJOURNED. COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE MOTION PASSED 4-0.
