01-23-1984 CC MIN REGULAR WEEKLY SCHEDULED MEETING OF THE ELK RIVER CITY COUNCIL HELD AT THE ELK RIVER PUBLIC LIBRARY JANUARY 23, 1984 Members Present: Mayor Hinkle, Councilmembers Engstrom, Duitsman, Schuldt and Gunkel Members Absent: None 1. The meeting was called to order at 7:30 p.m. by Mayor Hinkle. 2. Agenda COUNCILMEMBER DUITSMAN MOVED TO APPROVE THE JANUARY 23, 1984 CITY COUNCIL MEETING AGENDA; COUNCILMEMBERGUNKEL SECONDED THE MOTION. THE MOTION PASSED 4-0. 3. Liquor Manager's State Conference The City Administrator requested that the City Council consider authorizing the attendance of Mike Donais and Jim Thielke to the State Liquor Manager's conference. General discussion was carried on regarding who attended the Liquor conference and the benefits received from attending that conference. Mayor Hinkle expressed concerns of both Mike Donais and Jim Thielke being gone from the liquor store at the same time. It was the consensus of the City Council to consider Mike Donais and Jim Thielke's attendance at the Liquor Manager's conference at the next scheduled City Council meeting. 4. 211th Avenue Improvement Mayor Hinkle indicated that the City Council's motion regarding the 211th Avenue improvement project was for 100 percent participation in the petition for the improvement. Mayor Hinkle further indicated that the motion authorized a proposed assessment on a unit basis with seven units for the project. Mayor Hinkle further indicated that the Kampas do not feel that they should pay for two units and there- fore, have requested the City Council to reconsider the proposed assessment based on seven units. Mr. Ron Beck asked if the $10,800 cost estimate took into consideration the possibility of hauling to be done by Ray Jedneak. The City Administrator indicated that the estimate of $10,800 for the road project was the best estimate that the City could get at this time, and further indicated that the estimate did not take into consideration any hauling that could be done by Mr. Ray Jedneak. It was the consensus of the residents on 211th Avenue to agree with the proposed assessment based on six units. Discussion was also carried on regarding the guaranteed cost estimate for the road improvement. The City Administrator indicated that the City could not provide a guarantee that the road improvement costs would not City Council Minutes January 23, 1984 Page Two 1 exceed $10,800. The City Administrator further indicated that it was the best estimate available to the City at this time, as the exact amount of class five is unknown. The City Administrator indicated that if the cost would exceed $10,800 City Council could consider having the City Street Department construct the road as the City Street Superintendent does believe the City department could stay within the $10,800 estimate. the Discussion was carried on regarding placing a ceiling on the cost of the project. It was the consensus that should the costs exceed $10,800 at the time of construction, the City Street Department would do at least part of the work. COUNCILMEMBER DUITSMAN MOVED TO ORDER THE 211TH AVENUE ROAD IMPROVEMENT PROJECT WITH 100 PERCENT PARTICIPATION IN THE ROAD IMPROVEMENT PROJECT AGREEMENT AND THE CITY STREET DEPARTMENT'S SUPERVISION TO CONTROL THE COST OF THE PROJECT. COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 3-1. COUNCILMEMBER GUNKEL OPPOSED. Mr. Ray Jedneak requested that the City notify him in advance of the time of the construction of the project. Mr. Jedneak further indicated that he would help with the trucking if his equipment was available at the time of the construction. 5. Issuance of Gambling License for Raffle by the Elk River Youth Hockey Association COUNCILMEMBER SCHULDT MOVED TO APPROVE A RAFFLE LICENSE FOR THE ELK RIVER YOUTH HOCKEY ASSOCIATION. COUNCILMEMBERGUNKEL SECONDED THE MOTION. THE MOTION PASSED 4-0. 6. Main Street Update Councilmember Gunkel questioned the projected schedule for the Main Street improve- ment project and the Highway #169 signals. Councilmember Gunkel indicated that according to the feasibility report, January 6th was scheduled for the advertise- ment for bids. The City Administrator indicated that Main Street plans and the signal light plans have been approved by the State of Minnesota and the engineers are close to pre- paring plans and specifications for the project. The City Administrator indicated Consulting Engineers Diversified is in the process of assigning an engineer to the City of Elk River. Discussion was carried on regarding the involvement of the City Council in the interviewing of the engineer assigned to the City of Elk River by Consulting Engineers Diversified. It was the general consensus of the City Council to have the engineer attend a City Council meeting to meet with City Councilmembers. 7. Downtown Project Mayor Hinkle indicated that Kraus Anderson has been meeting with property owners /in the proposed downtown development area, discussing the proposed project -, City Council Minutes January 23, 1984 Page Three and fair market prices. Mayor Hinkle further indicated the County, the County Commissioner indicated that they also would want a fair market price for their property. that at the present time the project is on hold. that in:discussions with liked the project and Mayor Hinkle indicated 8. Budget The City Council met in committee session to discuss final budget item issues. 9. Tentative Agenda The Capital Improvement Program meeting is scheduled for January 30, 1984. There being no further business, COUNCILMEMBER GUNKEL MOVED THAT THE MEETING BE ADJOURNED. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION PASSED 4-0.
