SUBJECT: Regular Meeting of the Elk River Heritage Preservation Commission
This is a brief discussion of the meeting on Thursday, April 26, 2018, at 6:00 p.m. at the Elk River
City Hall.The agenda is included with this memo.
General Business
6.1 Heritage Preservation Conference Recap
Commissioner Mortensen will provide a summary of the seminars and events attended
during the 2017 conference. Maintenance of Certified Local Government Statues (CLG)
with the Minnesota Historical Society requires each local government unit to send at least
one representative from the HPC. The conference typically occurs mid-September,and we
need a volunteer to attend this year.
6.2 Jackson Street Water Tower
Since the May 2017 meeting, staff spoke with a number of companies seeking a consulting
firm to prepare the architectural plans and studies needed to move the restoration process
forward. Staff received an estimate from Kodet Architectural Services,and used that
estimate to apply for a grant to fund the approximately$8,000 cost to prepare the
drawings. The City of Elk River received the grant and this winter an Unmanned Aerial
Vehicle (UAV) scanned of the Jackson Street Water Tower to aid in the preparation of
architectural drawings and estimates.
The plans and three different repair processes,with bids, are attached.
Once the architectural plans and study has been completed,the next step in the process
will be to apply for a grant in May 2018 to fund the actual restoration work. Unfortunately
it appears the previous estimate of$85k to restore the tower was inaccurate,and Kodet
has provided a cost closer to $300k for a complete project.
6.3 2018 Guided Historic Walk Tours
In 2017 Commissioner Lindberg provided two guided walking tours before the Thursday
concerts in downtown. After the first tour a full-page write-up of the appeared in the Star

News, and a second one was scheduled. We can discuss tour dates for 2018,and work with
the Parks and Recreation Department as they promote this year's concert series.
6.4 Annual Report
The Annual Report of the Elk River HPC is a requirement of the Minnesota Historical
Society to retain certified local government status. The report outlines the activities of the
commission during the last year. Please review the report and note any changes for staff.
Action from the Commission is required.
6.5 HPC — Past, Present, and Future
City ordinances describe the purpose,powers, and duties of the HPC as follows:
Sec. 2-213. - Purpose.
The heritage preservation commission is established to review and make
recommendations to the city council on issues pertaining to the historical, archaeological,
engineering, and cultural heritage of the city. The commission shall participate in the
preservation and acquisition of the city's heritage and historical sites.
Sec. 2-214. - Powers and duties.
The heritage preservation commission shall prepare,hold hearings on, and recommend
to the city council such plans, programs, and policies as it deems necessary to carry out
the purposes of this division. Such powers shall include, but are not limited to, the study
of and recommendation to the city council on the following:
(1) Work for the continuing education of the citizens of the city with respect to the
historic and architectural heritage of the city. It shall keep current and public a
register of designated heritage preservation sites and areas.
(2) Conduct a continuing survey of all areas,places, buildings, structures, or similar
objects in the city which the commission, on the basis of information available or
presented to it,has reason to believe are, or will be, eligible for designation as
heritage preservation sites.
(3) Solicit gifts and contributions to be made to the city and assist in the preparation of
applications for grant funds to be made to the city for the purpose of heritage
preservation.
(4) Recommend accepting the services on a permanent or part-time basis of technical
experts and other such persons as may be required to perform its duties.
(5) Make recommendation that an area, building, district or object be designated a
heritage preservation site.
(6) Review and make recommendations relative to requests for heritage preservation
site alteration permits.
(7) Recommend making application to the National Register or the Minnesota
Historical Society for the designation of a historic site or district.
(8) Make recommendations on the acquisition of sites eligible for designation as a
heritage preservation site by gift, negotiation, or eminent domain as provided for in
Minn. Stats. ch. 117.

the Commission and where they see this group in the next five years. Is the current
purpose and description of duties accurate? or should there be some changes?
