I. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Heritage Preservation
Commission was called to order at 6:07 p.m. by Chair Fox.
2. Pledge of Allegiance
The Pledge of Allegiance was recited.
3. Consider February 24, 2016, Agenda
Moved by Commissioner Mortenson and seconded by Commissioner
Lindberg to approve the April 21, 2016, agenda.
Motion carried 3-0.
4. Consent Agenda
4.1 February 24, 2016, HPC Minutes
Moved by Commissioner Mortensen and seconded by Commissioner
Lindberg to approve the October 15, 2016, minutes.
Motion carried 3-0.
S. Election of Officers — Chair and Vice Chair
Commissioner Lindberg nominated Joshua Fox to continue as the Chair of the
Heritage Preservation Commission.
Commissioner Fox accepted the nomination.
Motion by Commissioner Lindberg and seconded by Commissioner
Mortenson to elect Joshua Fox to serve as Heritage Preservation Commission
Chair. Motion carried 3-0.
Heritage Preservation Commission Meeting
Elk River City Hall
April 21,2016
Chair Lindberg nominated Debra Mortensen to continue as the Vice Chair of the
Heritage Preservation Commission.
Commissioner Mortenson accepted the nomination.
Motion by Commissioner Lindberg and seconded by Chair Fox to elect Debra
Mortenson as the Heritage Preservation Commission Vice Chair. Motion
carried 3-0.
6.1 Water Tower Subcommittee Update
Commissioner Mortensen provided the progress update on the bylaws and articles of
incorporation. She also stated the need to advertise in the local paper, City's website,
community page,Facebook or any additional opportunities to identify individuals
who are interested in being on the Board of Directors, Officers and committee
members. State Statute requires a minimum of three members to formulate a
501(c)(3). The purpose of this group is to provide upkeep of the water tower and
implement future improvements such as a park or signage.
Mr. Carlton discussed the priority of the subcommittee is to fund the park and any
additional improvements associated with the water tower. Other opportunities will
be to help fund and coordinate any additional community projects identified by the
HPC throughout the community.
Chair Fox provide an overview of the work session which took place with the City
Council on March 21,2016. He discussed the support the City Council showed
towards the vision of the project.
Mr. Carlton also discussed the recommendation of putting the population under the
Elk River logo on the water tower. This would fall in line with historical depictions
on water towers.
6.2 Discuss Historic Walking tour
Mr. Carlton provided an overview of the four walking tour brochures which were
created by students at St. Cloud State University and feedback provided by two
community members. He noted the new city staff member will be working on
pulling together comments and getting the brochure on the City's website.
7.1 Grant and Construction Plans Update
Mr. Carlton provided a brief summary of progress on the water tower drawings and
budget. He also detailed the next steps and timing required for applying for grants.
