The Planning Commission is an advisory body to the City Council. One of the Commission's functions is to hold
public hearings and make recommendations to the City Council. The City Council makes all final decisions on
these matters.
Elk River City Ordinances require that certain documents and information be included in applications. The
Planning Commission may postpone consideration of an application that is incomplete and may, for other reasons,
postpone final action on an application.
For each item the Commission will receive reports prepared by the City staff, open the hearing to the public, and
discuss and act upon the application.

Commission and will be approved by one motion. There will be no separate discussion of these items unless a
Commissioner,staff member,or citizen so requests,in which case the item will be removed from the consent
agenda and considered under the regular agenda.

SUBJECT: Reschedule September Planning
Commission Meeting
The Planning Commission meeting scheduled for September 23rd happens to
fall on the same day the bond referendum will be voted on for park
improvements throughout the City. Accordingly, no public hearings can
beheld between 6 p.m. and 8 p.m. while the election is taking place.
Therefore, if the Planning Commission is to meet that day, the meeting
would have to occur prior to 6 p.m. or after 8 p.m.
I originally thought of moving the regular Planning Commission meeting to
• Wednesday, September 24th at 6:30 p.m. However„ this is the first day of the
State Planning Conference in Rochester which some of us may be attending.
The Commission should bring their calendars to the meeting Tuesday night
so a date and time can be confirmed for the September meeting because staff
will have to send out public hearing notices to both the paper and affected
residents in the next couple weeks.
Recommendation
The Commission members should bring their calendars Tuesday night to
establish a date and time for the September regular meeting. Staff is
suggesting moving the meeting to Tuesday, September 30th, at 6:30 p.m., or
leaving the September 23rd date in place and move the meeting to begin at
8:00 p.m.
