for Preliminary Plat Approval
(Hillside Crossing South Two),
Issue
Phoenix Enterprises is requesting preliminary plat approval to subdivide
approximately 7 acres into two lots for commercial development purposes.
Location
• The southeast corner of 193rd Avenue and Evans alignment.

Overview
This application was presented to tl:e Mayor and City Council on July 21,
1997. After the Council discussed the preliminary plat and proposed concept
plan, the Council recommended having the Planning Commission review the
proposed development plans and provide comments. Since this plat involved
less than four lots and required no additional right-of-way, the application
did not need to go before the Planning Commission. However, as mentioned
above, the City Council has asked that the Planning Commission review the
application and provide any input regarding the development.
Some of the Planning Commissioners may recall previous applications
pertaining to this property. Staff has identified three primary issues relating
to the proposed development:

• • Traffic generated from the development and the impact it may have on
this intersection of 193rd and Evans.
• Type and amount of development on the property. The current zoning is
C3 (Highway Commercial) which allows a broad range of uses and
intensity.
• Protection of the natural characteristics of the site (i.e., tree preservation).
There is a ridge line traversing the southeast portion of the property
which provides a natural buffer 1;o the residences to the east.
Planning Commission Action
The Planning Commission is asked to review the preliminary plat and
proposed development plan for the seven acre site and provide comments for
the City Council's consideration. The concept plan that has been submitted
does not include any grading information which will be critical in
determining the amount of vegetation that will actually be saved during the
construction of the site. There is a healthy amount of background
information relating to this property and if any of the Planning Commission
members have questions regarding the history, please contact me prior to
Tuesday night's meeting so that information can be shared.
