DATE: September 30, 1997 SUBJECT: Request for Conditional Use Permit by Central Lutheran Church, Public Hearing Case No. CU 97-23 Issue Central Lutheran Church is requesting a conditional use permit to construct an addition to their existing church facility, along with making various parking lot improvements. Location • The southwest corner of School Street and Lions Park Drive. Zoning/Land Use R4 (Multi-Family Residential) / HI (High Density Residential) Attachments • Memo from City Engineer dated September , 1997 • Location map • Proposed development plans Background Central Lutheran Church received a conditional use permit approximately one year ago to expand their existing parking facility along the east side of the building. As part of that permit, the Planning Commission and City Council focused primarily on the east side of the building and the improvements that would be made as part of the parking lot expansion. Some of the improvements the church was required to make included paving their parking lot, installing concrete curb and gutter, installing various • landscaping improvements and constructing a storm water retention pond in 13065 Orono Parkway • P.O. To date, all of the improvements have been completed except for the installation of landscaping. During the review of that conditional use permit, it was noted the church was planning an addition in the near future and at that time, the balance of the parking lot would be reviewed for various improvements similar to the east side of the facility. Overview The existing church has a gross floor area of approximately 24,000 square feet which is comprised of a lower level, upper level and loft level area. The proposed addition would involve expanding the lower level of the church and adding on approximately 17,000 square feet. This will bring the church facility to a total square footage of approximately 41,000 square feet. The worship area is proposed to have an occupant load of 639 spaces. Therefore, based on the parking requirements of 1 stall for every three seats, a total of 241 parking stalls would be required. The number of actual spaces on site is approximately 344. In addition to the parking stalls on Central Lutheran Church's site, Lions Park is immediately to the south which has provided overflow parking opportunities for the church in the past. This shared parking arrangement has not presented any problems in the past and in fact, • appears to be an excellent complementary use with one another. Parking Lot Improvements Similar to the recommendations to improve the eastern parking lot, it is being recommended a continuation of the curb and around the parking facility. The one exception staff would recommend is eliminating the curb along the western-most portion of the parking lot which is adjacent to a large number of existing pine trees. The parking lot surface currently is very close to these trees and any additional construction work along this edge may have an affect on the health of those trees which serve as a buffer between the church and apartments immediately to the west. Building Elevations The proposed building will include a base brick material throughout a majority of the building. The roof lines will complement the existing church facility. Elk River Municipal Utilities Elk River Municipal Utilities has recommended relocating the transformer III which is located on the north side of the building. The architect should contact Elk River Municipal Utilities to discuss this issue further and have the adjustments incorporated into the revised plans. Landscaping The church has several existing trees and shrubs that will need to be either replaced or relocated with the building expansion. The plan also includes some new trees and as mentioned earlier the west side of the property has several existing pines. Recommendation It is recommended the Planning Commission recommend approval of the conditional use permit for Central Lutheran Church to expand the existing church facility and make various site improvements with the following conditions: 1. CONTACT WITH ELK RIVER MUNICIPAL UTILITIES SHOULD BE MADE REGARDING THE RELOCATION OF THE TRANSFORMER PAD. • 2. PARKING LOT IMPROVEMENTS INCLUDE EXTENDING CURB AND GUTTER THROUGHOUT THE REMAINING PORTIONS OF THE PARKING LOT WITH THE EXCEPTION OF THE WESTERN-MOST EDGE ADJACENT TO THE EXISITNG PINE TREES. 3. ALL DISTURBED AREAS BE EITHER SEEDED OR SODDED. 4. FOUR COMPLETE SETS OF PLANS SHOULD BE SUBMITTED FOR APPROVAL PRIOR TO ISSUANCE OF A BUILDING PERMIT. • \\elkriver\sys\shrdoc\planning\pc\cu97-23.doc • Mr. Steve Ach September 25, 1997 Page Two 4. We have the following comments on the Preliminary Grading Plan: ■ The high point indicated by flow arrows of 69.5 in the driveway access off of Eva-is Street actually is not a high point, but will allow water to flow out to Evans Street. This elevation should be raised accordingly to provide for a denial to keep stormwater runoff inside the project site. ■ The Grading Plan shows a pedestrian ramp at the east end of the sidewalk whe:-e it accesses the drive-through. We do not feel that a pedestrian ramp is necessary at this location. There is already a ramp shown on the south side of the building adjacent to the main entrance. ■ We would suggest that the concrete island be extended from the building site to define the drive-through and stacking necessary for a minimum of five cars. This will vs.() necessitate the removal of a few of the parking stalls on the first double row at the east end to facilitate a driving lane for cars wishing to access the parking stalls. 5. The Preliminary Utility Plan shows a hydrant in the island at the east end of the building site. The hydrant is shown as an existing facility. We do not believe that the hydrant is in place. However, the Fire Chief has requested that a hydrant be located in this island for fire protection of this structure. The 2-inch water service shown to serve the building could be tapped off of the 6-inch lead for this fire hydrant if it is more economical. Sanitary sewer • service is available to the east side of the building site and a 6-inch sanitary sewer service is shown to be extended to serve the building. A 30-inch storm sewer line is available on the west side of the site and a new catchbasin is shown to be constructed over the existing storm sewer line to collect drainage from the drive-through area. Box 490 Elk River, Mn 55330-0490 RE: CENTRAL LUTHERAN CHURCH EXPANSION Dear Mr. Ach: As requested, we have reviewed the Site Plan for the proposed expansion to the Central Lutheran Church facility located on School Street. Based upon our review and comments received at the staff review meeting, we would offer the following comments: 4 1. The plans we reviewed consisted of a preliminary Site Plan and a preliminary Grading Plan prepared by John Oliver and Associates, and dated August 26, 1997. John Oliver and Associates also submitted a letter dated August 27th dealing with drainage on the site. 2. The drainage letter submitted by John Oliver and Associates explains that the area being used for the building expansion was essentially impervious surface prior to the expansion; therefore, the increase in drainage runoff is miniscule. We concur with the conclusion in their letter that no improvement needs to be made to the storm drainage facility for this site. 3. It is unclear why the concrete curb and gutter was not shown along the west boundary of the parking lot. Concrete curb and gutter should surround this entire parking facility. 4. Bruce West, Fire Chief, has indicated he would like to see a hydrant brought in frolT the existing watermain just west of the site to the most northerly island in the west parking area. 5. Glenn Sundeen of the Elk River Municipal Utilities indicated that the transformer pad needs to be relocated to the northwest corner of the facility.
