Location III The property is located at 15683 Jarvis St., Lots 2, 3, 4, 5 and 6, Block 1, Ar-Mon Commercial Park. Zoning/Land Use I1 (Light Industrial) / LI (Light Industrial) Attachments • Location map • Site plan • Copy of the Conditional Use Permit granted on September 16, 1991 Background The applicant is proposing to construct an 80' X 50' pole building. The building was originally constructed in 1993 and was destroyed by wind in July of this year. The conditional use permit is required for the construction of a second principle building. In 1988, Metro Gravel was granted a conditional use permit for a truck terminal at this site. Approved at that time was a site plan which included 411 the existing building, an enclosed storage area on the north side of the 13065 Orono Parkway • P.O. Site improvements included crushed bituminous surface on the driving areas, a paved off street parking area, a chain link fence around the perimeter of the property and underground fuel tanks. In 1991, the applicant was granted an amendment to allow truck repair as part of their conditional use permit. No new structures were approved at this time. Conditions of the approval included limitations on the number of trucks and trailers on site at one time, a paved parking area located adjacent to the building and landscaping in the amount of one tree for every 40 linear feet of their lot perimeter. The landscaping included as a condition of the 1991 approval has not been installed. It is suggested that compliance with the conditions of the approval granted in 1991 be made a condition of approval for this application. Overview Proposed Building The applicant is proposing to construct a 50 ` X 80' pole building. The building will be located to the rear of the lot, behind the existing building. • Metal buildings are allowed in industrial districts provided that 25% of the exterior of the building consists of materials included on the list of approved materials found in the landscape ordinance. The applicant should provide elevations that show that the building complies with the 25% requirement. Parking and Access The parking and travel areas are currently surfaced with mix of gravel and crushed asphalt. The 10 foot setback along the north property line has not been maintained. The surfaced area does not include any curb or gutter. The site has a driveway on Jarvis. Staff is suggesting that the parking and travel area between the existing building and Jarvis be paved and include curb and gutter. The 10 foot setback will have to be maintained along all property lines. The pavement should extend back to the front of the building and the front of the fueling station. Seven parking spaces are provided in front of the existing building and 2 handicapped spaces are provided on the south side of the building. The applicant is not proposing any new grading or excavating as part of this project. The site plan does not include any curb and gutter. In order to bring the site up to the current performance standards for industrial sites, staff is • suggesting that concrete curb and gutter be included around the perimeter of the pavement in the front of the site. \\elkriver\sys\shrdoc\planning\scott\cu97-26.doc Memo to Planning Commission/CU 97-26 September 30, 1997 Page 3 • Landscaping There are 4 trees on the property that meet the minimum size requirements of the landscape ordinance. It does not appear that the trees required as a condition of their 1991 approval have been installed. Forty-three trees were required as a condition of the previous approval. Those trees are shown on the site plan for this application. The landscaping includes 25 overstory trees, 11 conifers and 7 ornamental trees. No trees will be planted within a 30 foot sight distance extending east from Jarvis along the proposed 156th Avenue or north along Jarvis from 156th Avenue. The applicant has equipment, junk and assorted debris currently being kept outside. Any outdoor storage of material or equipment has to be within the screened storage area. The applicant has indicated that the proposed building will be used to store equipment which will help to clean up the site. The dumpster is currently located in front of the existing building. it should be move to a location that is not so visible from the street and contained within an enclosure. • Recommendation It is recommended that the Planning Commission recommend approval of this request with the following conditions: 1. MATERIAL AND EQUIPMENT STORED OUTSIDE MUST BE KEPT WITHIN THE ENCLOSED OUTDOOR STORAGE AREA. 2. THE PARKING AND DRIVE AREA SHALL BE PAVED TO THE FRONT OF THE BUILDING AND TO THE CONCRETE FUELING AREA. THE PERIMETER OF THE PAVED AREA SHALL INCLUDE CONCRETE CURB AND GUTTER. 3. NO PAVEMENT OR GRAVEL SHALL BE WITHIN 10 FEET OF ANY PROPERTY LINE. 4. THE DUMPSTER SHALL BE KEPT WITHIN A TRASH ENCLOSURE. THE EXTERIOR OF THE ENCLOSURE WILL MATCH THE EXISTING BUILDING AND SHOULD BE LOCATED EITHER BEHIND THE EXISTING BUILDING OR ADJACENT TO THE PROPOSED BUILDING. 5. ALL THE CONDITIONS PART OF THE CUP APPROVED ON SEPTEMBER 16, 1991 SHALL BE COMPLIED WITH. 6. 25%OF THE EXTERIOR OF THE PROPOSED STRUCTURE SHALL CONSIST OF MATERIAL LISTED ON THE APPROVED MATERIALS LIST OUTLINED IN THE LANDSCAPE ORDINANCE. • \\elkriver\sys\shrdoc\planning\scott\cu97-26.doc -4,--. - (air. . REQUEST: To expand current truck terminal operation at 15683 Jarvis to include truck repair ORDER GRANTING CONDITIONAL USE Metropolitan Gravel, Inc. , Owner The above entitled matter came to be heard before the City Council on the 16th day of September , 19 91 , on a petition for a Conditional Use pursuant to the City of Elk River Zoning Ordinance, for the following described property: Lots 2, 3, 4, 5 and 6, Block 1, Ar-Mon Commercial Park IT IS ORDERED that a Conditional Use be granted as upon the following conditions or reasons: 4111 1. That semi-trailers and truck boxes are not displayed at this site for sale, but that it is permissible for Metropolitan Gravel to bring semi-trailers and truck boxes that are already sold to their site to be revamped with specialized equipment. 2. That the number of semi-trailers and truck boxes that are at this site at one time for revamping is limited to five. 3. That Metropolitan Gravel be allowed to continue to repair their own trucks as well as trucks for other companies. 4. That the opaque material not be required in the chain link fence. 5. That the curb stop separating the landscaped area from the parking area not be required. 6. That the parking lot as shown on the site plan be replaced with the existing one adjacent to the building. 7.
