01-19-2017 HPC MINMeeting of the Heritage Preservation Commission Held at the Elk River City Hall January 19, 2017 Members Present: Commissioners Lindberg, Mortensen, and Jordan Others Present: Planning Manager Zack Carlton, Planner BrieAnna Simon, Council Liaison Jenifer Wagner. Members Absent: Chair Fox and Commissioner Nicholas I. Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Heritage Preservation Commission was called to order at 6:06 p.m. by Commissioners Mortensen. 2. Pledge of Allegiance The Pledge of Allegiance was recited. 3. Consider January 19, 2017, Agenda Moved by Commissioner Lindberg and seconded by Commissioner Jordan to approve the January 19, 2017, agenda. Motion carried 3-0. 4. Consent Agenda 4.1 October 20, 2016, HPC Minutes Moved by Commissioner Lindberg and seconded by Commissioner Mortensen to approve the October 20, 2016, minutes. Motion carried 3-0. 5.1 Jackson Street Water Tower Project Mr. Carlton and Commissioner Mortensen provided an overview of the project condition assessment, repair work, painting, grant process, and establishing the 501(c)(3). Commissioner Mortensen progress update on the articles of incorporation and the bylaws. She has created a press release for the city paper to gain participation in the group. The hope is to have participants and legal documents in place by the painting of the water tower. Heritage Preservation Commission Meeting Elk River City Hall January 19, 2017 Commissioner Jordan questioned if our state or county representative is on board with the water tower project in order to bring more voices to the table. Mr. Carlton stated the project is dependent on dedicated capital funds by the legislature. Both would be good resources to inform them on the progress being made. 5.2 Historic Walking Tour Webpage Ms. Simon provided an overview of the webpage created for the History Walking Tour. Content from each of the four walking tour brochures created by students at St. Cloud State University and comments from Commission members was compiled and assembled into an interactive online format. Staff asked Commission members to review and provide content on functionality, content, pictures and anything else that may be beneficial. The following comments were provided during the meeting: • Provide a dropdown menu of locations or next button to move between locations. • Have locations on walking tour navigable with a next button then add a "Notable Places in Elk River" section. • Add walking distances between locations. • Would like to see the app provide verbal content as well. • Commissioner Mortensen will provide content for Kemper Drug. Staff also showed drone footage of the water tower and River Park Commons. Commission members stated they would like to see drone footage before and over the painting of the water tour. 5.3 Salk Middle School History Fair Ms. Simon provided an overview of the Salk Middle School History Fair and expectations of volunteers. A signup sheet to volunteer to help judge the fair was distributed to Commission Members. Ms. Simon also stated there seem to be additional opportunities to partner with Salk Middle School in other future if interested. 5.4 2016 HPC Annual Report Mr. Carlton summarized the contents documented in the 2016 HPC Annual Report. No questions or comments were presented after reviewing the materials. Moved by Commissioner Lindberg and seconded by Commissioner Mortensen to approve the 2016 HPC Annual Report. Motion carried 3-0.
