Agenda • CITY OF ELK RIVER PLANNING COMMISSION SPECIAL MEETING AGENDA Tuesday, October 14, 1997- 6:30 p.m. Elk River City Hall - Council Chambers The Planning Commission is an advisory body to the City Council. One of the Commission's functions is to hold public hearings and make recommendations to the City Council. The City Council makes all final decisions on these matters. Elk River City Ordinances require that certain documents and information be included in applications. The Planning Commission may postpone consideration of an application that is incomplete and may, for other reasons, postpone final action on an application. For each item the Commission will receive reports prepared by the City staff, open the hearing to the public, and discuss and act upon the application. ACTION ITEM NUMBER TAKEN 1. ADJOURNMENT Planning Commission Workshop • irieyof , CITY OF ELK RIVER lkRiver SPECIAL MEETING NOTICE PLANNING COMMISSION MEETING October 14, 1997 - 6:30 p.m. City Hall Council Chambers I, Jon Anderson, Planning Commission Chair, hereby request a special meeting of the Planning Commission on Tuesday, October 14, 1997, at 6:30 p.m. at the Elk River City Hall Council Chambers. The purpose of the meeting is to review a request by Quest 2000, Inc. dba Culver's Restaurant for a conditional use permit, and to conduct a workshop to discuss various upcoming planning projects. • In accordance with State Statute, I hereby request the city clerk to post this notice at least three days prior to the meeting date. I further request the city clerk to notify each member of the Planning Commission of this special meeting, in writing, at least one day before the meeting. Call Meeting To Order, Pursuant to due call and notice thereof, the meeting of the Elk River Planning Commission was called to order at 6:30 p.m. by Vice-Chair Sullivan. 2. Consider 10/14/97 Planning Commission Agenda COMMISSIONER THOMPSON MOVED APPROVAL OF THE OCTOBER 14, 1997 PLANNING COMMISSION AGENDA. COMMISSIONER MINTON SECONDED THE MOTION. THE MOTION CARRIED 5-0. • 4 3.1. Request for conditional use permit by Quest 2000, Inc. dba Culvers Restaurant, Public Hearing Case No. CU 97-22 Steve Ach reviewed changes made in Culver's proposal which were discussed at the September 30, 1997, Planning Commission meeting. Vice-Chair Sullivan opened the public hearing. Representatives of Culvers explained the redesign of the drive-through and drive aisles. In discussing access to the site the proposed use of the adjacent property, Terry Maurer, City Engineer, indicated he anticipates a 30,000-40,000 sq. ft. commercial use would generate up to 150 vehicles at peak hours, in addition to the Culvers traffic. Terry noted the developer has indicated he supports two driveway points into the site. Commissioner Minton questioned whether or not the backing of vehicles into the drive aisles on the Culvers site would create problems. Terry did not feel the situation would be any different than Target or Cub except for the fact there will be two businesses at this location. Commissioner Cote expressed concern for potential problems regarding the access points to Culvers site and the adjacent commercial site. Steve Ach noted the City Council will be reviewing the plat for these two parcels on Monday night • and will relay the Commission's concerns. COMMISSIONER THOMPSON MOVED THE PLANNING COMMISSION RECOMMEND APPROVAL OF THE REQUEST BY QUEST 2000, INC. DBA CULVERS RESTAURANT FOR A CONDITIONAL USE PERMIT, PUBLIC HEARING CASE NO. CU 97-22, BASED ON THE INFORMATION IN THE STAFF REPORT, AND THE FACT THERE WAS NO OPPOSITION TO THE REQUEST DURING THE PUBLIC HEARING, WITH THE FOLLOWING CONDITIONS: 1. THE MONUMENT STYLE SIGN MAY BE ELEVATED WITH THE USE OF A BERM IF THE BERM IS EXPANDED IN SIZE AND MADE PART OF THE OVERALL LANDSCAPING. THIS WILL BE REVIEWED BY STAFF ALONG WITH THE REVISED PLANS. 2. LANDSCAPING BE DISTRIBUTED THROUGHOUT THE SITE AND ADDITIONAL PLANTINGS BE PROVIDED AT THE ENTRANCE OFF EVANS, AS WELL AS THE TRAFFIC CONTROL/LANDSCAPED ISLAND NEAREST THE ENTRANCE DRIVE AND WITHIN THE PARKING AREAS. 3. A FIVE FOOT SIDEWALK BE PROVIDED FROM EVANS STREET TO CONNECT WITH THE SIDEWALK IN FRONT OF THE RESTAURANT. 4. TRASH ENCLOSURE BE CONSTRUCTED OF A MASONRY MATERIAL TO MATCH THE BUILDING. 5. THE DRAINAGE AND GRADING PLAN BE APPROVED BY THE CITY ENGINEER III AND INCORPORATE THE COMMENTS OUTLINED IN THE CITY ENGINEER'S MEMO DATED SEPTEMBER 25, 1997. 6. THE DOUBLE ROW OF PARKING ALONG THE SOUTH EDGE OF THE CULVERS SITE SHALL HAVE A PARKING STALL DIMENSION OF 9' x 20'. 7. FOUR SETS OF REVISED PLANS INCORPORATING THE CONDITIONS OF THIS APPROVAL BE PROVIDED PRIOR TO ISSUANCE OF A BUILDING PERMIT. 8. THE PRELIMINARY AND FINAL PLAT BE APPROVED AND RECORDED PRIOR TO BEGINNING CONSTRUCTION ON SITE. COMMISSIONER COTE SECONDED THE MOTION. THE MOTION CARRIED 5-0. 4. Adjournment There being no further business, COMMISSIONER MINTON MOVED TO ADJOURN THE MEETING. COMMISSIONER THOMPSON SECONDED THE MOTION. THE MOTION CARRIED 5-0.
