Request
Consider a request by Paul Krause for a conditional use permit for the
construction of storage building at Pinewood Golf Course.

Overview
Pinewood golf course was approved in 1979 as part of the Pinewood Addition.
The subdivision included the golf course and 23 single family residential lots.
All of the lots abut the golf course.
The applicant is proposing to construct a 32' X 48' (1536 s.f.) storage building.
The proposed building will be located adjacent to the existing club house,
near the corner of Waco Street and 182nd Avenue. It will be setback 120 feet
from 182nd and 114 feet from Waco.

• No elevations of the proposed building have been provided. Elevations will
need to be provided for staff review and approval. Because of the high
visibility of the building, if it has a metal exterior, the roof and walls should
be painted and extensive landscaping should be provided to soften the
impact. A landscaping plan will also be needed. The applicant is not
proposing any improvements to the site.
Existing Conditions
The existing building is used as a clubhouse, storage and office. It has a
metal exterior with sides that are painted brown and is showing signs of
rusting. The roof is also galvanized metal, patched, unpainted and also
showing signs of rusting. The existing building should be painted repaired
where needed.
There are various pieces of equipment and scrap metal being stored outside.
The site should be cleaned up and no outdoor storage allowed. There is no
enclosure provided for the dumpster. The dumpster should be placed either
inside the proposed storage building or kept outside within an approved
enclosure.
There are overhead wires in the area where the storage building is to be

located. The applicant should contact Elk River Utilities regarding moving
the wires and the possible costs.
In July of this year a resident whose property abuts the golf course was
granted variance to allow the construction of a net along their property line
in order to prevent stray golf balls from striking their house. At the time of
the variance request there was no option available to require the owner of the
golf course to look at the problem of errant golf balls and make modifications
to the course that would reduce the problem of golf balls being hit on to
adjacent private property. If the Commission would like to address this issue,
it could be made a condition of approval for this conditional use permit.
Recommendation
It is recommended the Planning Commission recommend approval of this
conditional use permit for a storage with the following conditions:
1. ELEVATIONS OF THE PROPOSED BUILDING SHALL BE PROVIDED FOR REVIEW AND
APPROVAL BY STAFF.
2. THE EXISTING BUILDING SHALL BE PAINTED AND REPAIRED AS NEEDED.
