Urban Service Area
One of the important components of a comprehensive plan is to identify an urban service
that will accommodate future growth with the extension of city water and sewer. Once
this area is defined, several of the comprehensive plan components can then fall into
place. Issues such as transportation, park planning and determining an appropriate
housing mix can all be accomplished. Furthermore, within that urban service area,
certain growth management strategies can be implemented to preserve the area's integrity
and allow for the efficient extension of city utilities. For example, appropriate zoning
• designations may have to be adopted which require large minimum lot sizes to allow
efficient extension of utilities as urban development slowly expands to fill in the defined
urban service area.
Attached is Exhibit A which illustrates the current urban service boundary. Within this
service area there is still vacant property available for utility extension and development.
It is estimated that the current treatment facility can accommodate these available acres
intended for development. Conversely, there are areas that have been platted and
developed several years ago that do not have city water or sewer. These areas will most
likely not require water and sewer unless the residents petition or an environmental
problem occurs whereby the City Council may have to initiate the project. One example
of these areas is north of Lake Orono and south of County Road 35.
The primary objective of this meeting is to define the ultimate limits of the urban service
area; however, in order to do this several factors will have to be considered to establish
this boundary. The first relates directly to the available capacity of the wastewater
treatment facility. The available capacity will have a significant role in dictating the
ultimate area that can be served. Jason Chen, from MSA Consulting Engineers, will be
on hand Thursday night to present the most updated information pertaining to the
wastewater treatment facility and the available capacity.
Secondly, areas that have been subdivided into smaller, rural lots make the extension of

utilities difficult and costly. Therefore, the 2-1/2 acre belt that lies north of our current
urban service area creates a natural barrier preventing the efficient extension of services

• further northward. There are also a couple rural subdivisions in the eastern part of the
community that may have to be initially excluded from the service district as
consideration is given to expand eastward.
Lastly, as presented to the Steering Committee at a previous meeting the southeast
portion of the City has a couple of large land owners that may not have any interest in
development. Two of the property owners are Cargill and the State-owned Oliver Kelly
Farm. Given the proximity of these two properties to each other, a natural boundary may
be created where the sanitary sewer and water would not be extended any further east
along Highway 10. (See Attachment B).
Given these parameters is Exhibit C has been prepared which illustrates a possible
expansion of the urban service area towards the City's eastern limits. This boundary is a
preliminary estimation of the area that could be served with City water and sewer based
on the factors presented above and the next wastewater treatment plant expansion to 2.2
million gallons per day. It was staff's desire to have various "urban service area options"
included in the packet for the Committee's review; however, the information wasn't
completed in time. These options will be presented Thursday.
Essentially, the presentation planned for Thursday night's meeting is to set forth
information relative to the consumption of available capacity at the wastewater treatment
S plant. Based on the available capacity, an ultimate urban service area can be established.
There are no magic lines that have to be maintained to establish the urban service
boundary except for the capacity issue; therefore, the service area can be "molded" to fit
the goals of the City's long range plans. Staff will be prepared with some options for the
Steering Committee to consider at Thursday night's meeting.
In closing, it is important to remember that the identified service area will represent the
foundation for a long term growth area for the community. The service area may be
planned (phased) and developed incrementally over several years. As will be presented
Thursday night, establishing the urban service area is directly related to the design of the
sanitary sewer system. For example, the further east utilities are extended the largeer the
initial pipe size must be. These issues will also be discussed Thursday.
Recommendation
At this point in the process it is important the Committee begin to draw conclusions to the
major issues. Defining the urban service is the first step in"building" the comprehensive
plan. The Committee will be asked Thursday to select either one of the urban service
area options presented by staff or a modification to the presented options.
Steering Committee Opinion Line
• Attached is a draft of comments received from those participating in the "comprehensive
plan hotline" that was set up on February 1st. Approximately 20 phone calls were

• received over the four-week period. A variety of issues were suggested by the callers.
Staff will try to summarize the issues and present them Thursday.
Letters from Property Owners/Neighboring Community
Attached are two letters from residents owning property north of County Road 33 who
both support reducing the minimum 10 acre lot size requirement to a size conducive to
subdividing their property. Also, Northwest Associated Consultants, Inc., who are the
planning consultants for the City of Otsego, have provided a letter referencing five points
that they would like considered in updating the comprehensive plan. Staff has met with
Northwest Associated Consultants early on in this process to discuss various issues and
will continue to work with them throughout the duration of updating our comprehensive
plan and certainly after its adoption. If the Steering Committee has any specific issues
that they would like addressed which involves the City of Otsego, these should be
brought forward to allow coordination during this process.
Tentative Schedule for Upcoming Meetings
As discussed at the last Steering Committee meeting, a schedule has been put together
identifying two meeting dates each month. Each meeting will focus on a primary
component of comprehensive plan. The meetings scheduled for March 9th through May
• 18th should be viewed as an opportunity to receive input and draw conclusions on each of
the major topics. Upon concluding each of these topics, staff will begin to update both
the text and the various maps that will be made part of the comprehensive plan and
present that to the Planning Commission on June 20th for a public hearing. From that
point, it can then be forwarded to the City Council on July 24th where the last public
hearing can be held and Council action considered. One step that was left out is giving
the Steering Committee a final opportunity to hold a public meeting on the draft of the
plan. If the Steering Committee would like to hold a public meeting to discuss this draft
plan prior to going to the Planning Commission, the schedule could be modified to
accommodate that meeting.
