Ach, City Planner.,, DATE: April 6, 1995 SUBJECT: Agenda Items The next Steering Committee meeting will involve continued discussion regarding the transportation plan and specifically, the east/west roadway. The City Engineer, Terry Maurer, will once again be in attendance to provide the Committee and residents in attendance with a presentation of the transportation plan, with special attention to the proposed east/west route. Unfortunately, the City Engineer was out of the office most of last week, therefore, was unable to have his presentation available for distribution along with this memo. However, a packet will be handed out at Thursday's meeting and will cover a majority of the information discussed at the • previous Steering Committee meeting. To give the Steering Committee members an idea of Thursday's presentation, it is my understanding the City Engineer will be making a 20 to 30 minute presentation. • Does the City need an east/west roadway ? • How does this roadway tie into Anoka and Sherburne County's transportation plans? • What is the purpose of this roadway? • What are some of the criteria for choosing its location? • Possible timing (scheduling) of developing such a roadway. All Steering Committee members are encouraged to bring their copy of the draft transportation plan to Thursday night's meeting. If you do not have a copy, please contact me at 441-4902 as early as possible and a copy will be made available. During the past week I have received a number of phone calls from residents with questions regarding the east/west roadway. A number of these calls have been fueled by someone's efforts in distributing a map of the proposed • routes to residents in the vicinity of the discussed roadway (see attached). 13065 Orono Parkway • P.O. Box 490 • Elk River, MN 55330 • (612) 441-7420 • Fax: (612) 441-7425 The unfortunate news is someone has elected to "editorialize" the City's • document by including a handwritten message that this east/west roadway will be a "four-lane divided road". Based on the phone calls and distribution of this type of information, I suspect there will be a healthy crowd in attendance Thursday night. Recommendation The Steering Committee will be asked Thursday night to make a recommendation on the proposed transportation plan. Certainly one of the main components of that plan will be a recommendation on the concept of an east/west route. At this point in the process, it is difficult to ascertain who will be directly affected, how much those people will be affected, the actual cost of the roadway, etc. However, even without this information, the Steering Committee may still wish to consider a few fundamental issues relative to the concept of an east/west roadway. These fundamental issues are listed on the attached sheet as goal #3 along with supporting policy statements. Goal #3 addresses the first question in this whole discussion, "does the Committee support the concept of an east/west roadway." Once that question is answered, several policies can accompany that goal to help frame the • location, type of roadway, development, etc. If the Steering Committee adopts this goal to establish an east/west roadway, it would therefore not be critical that a specific alignment be selected Thursday night. The specifics of this roadway could be completed as an implementation of the transportation plan. However, if the Steering Committee has a clear preference on one of the proposed routes or a route of the Committee's choice, it may include this in its recommendation. In closing, I do not want to downplay the importance of these issues the Steering Committee has been presented with, however, it is equally important to keep in focus that there will need to be a considerable amount of work done after the comprehensive plan is completed and adopted by the City Council. This plan is merely a guide and will certainly be adjusted during its implementation process and as times and conditions change within the City. GOAL: Provide and maintain adequate and efficient levels of public services within the community. POLICIES: • Upgrade all primary local streets to hard-surface, all-weather roads. • Require that developers provide roads to City specifications before City assumes ownership and maintenance responsibilities. • Develop and maintain on a continuing basis a five year capital improvements program and budget for the development, expansion and replacement of municipal systems (sewer, streets, water, storm sewer), municipal equipment (street maintenance, fire, office space) and park and recreation. • 2. GOAL: Support a regional transportation system which offers convenient and adequate service within and through the area. POLICIES: • Provide for off-street parking within the commercial area to reduce vehicle congestion. • Implement an intersection and traffic control program through the use of signage and signals. • Encourage a high level of efficiency, productivity, and quality of service in modes of transportation between Elk River, surrounding communities and the Metropolitan areas. • Provide frontage roads to reduce access points along major thoroughfares. • Provide collectors and local streets as appropriate to provide links to the existing system. • (Proposed New Goal) • 3. GOAL: Establish a corridor through the central part of the community for an ultimate east-west roadway. POLICIES: • Work cooperative with Anoka and Sherburne County. Should the City of Elk River identify and preserve a corridor for an ultimate east-west roadway? 2. If the Steering Committee feels that an east-west corridor should be identified and preserved, are there any other recommendations they want to make? These could include items such as: a. Efforts should be taken to minimize adverse effects on existing single family homes. b. The integrity of the Woodland Trails Park should be a prime consideration. c. The St. Louis Park Sportsman Club site which is a growth of a Dry Oak Savanna Barrens Subtype #8, should be avoided. d. Minimizing land acquisition by following current county road alignments should be considered. e. The City should work closely with Sherburne County to develop a transportation system which can best serve all the motoring public. Establish a corridor through the central part of the community for an ultimate east-west roadway. POLICIES: • Work cooperative with Anoka and Sherburne County. Highway departments to have roadway located in accordance with their long range plans. • The selected route must be sensitive to existing residential homes, environmental areas, wetlands, existing public parks, and open space. • The selected route should assist in alleviating anticipated traffic problems from roads that are identified as being deficient in the transportation plan.
