Background
On March 30, 2005 letters were sent to residents at the following adcL:esses notifying them
of an adcL:ess change:
· 19730 Naples Street (Miller)
· 19764 Naples Street (Schultz)
· 19790 Naples Street (Lee)
· 19840 Naples Street (peterson)
· 19880 Naples Street (LaVallee)
The location of these homes can be noted on the attached location map. These adcL:esses
were changed as they are located on the east side of the street which per the adcL:essing
standards should have received odd-numbered adcL:esses versus the even-numbered
adcL:esses they were originally issued.
Several residents, Laura Lee, Sheila Miller, and Lori Peterson spoke at Open Mike at the
April 4th City Council meeting regarding the cost impacts of the adcL:ess change to them. Of
specific concern is the cost to replace the masonry adcL:ess stones on each of the five homes.
However, there are other possible costs including replacement of drivers' licenses, passports,
boat, camper, and trailer licenses, checks, etc.

The City Council directed staff to research the County's reimbursement policy and to
contact each of the residents regarding the possible costs associated with the address change.
A spreadsheet detailing most of the common costs is attached. Research is ongoing for the
costs to correct boat, camper, and trailer licenses.
Reimbursement Policy
In addition to reviewing the Sherburne County resolution for reimbursement, staff contacted
Dakota County regarding their policy. While Dakota County does not have a written policy
such as Sherburne County's, they do review on a case-by'"case basis; the costs associated with
an address change specifically relating to brick work and address monuments. Sherburne
County's policy allows for reimbursement of work done to correct address markers that are
part of the dwelling ($450 cap) and for driver's licenses. No reimbursement is allowed for
checks or other items, including time spent contacting various parties of the address change.
Alternatives to the Address Change
The City Council could direct staff to allow the addresses to revert back to the originally
assigned numbers. This address change results in huge upheaval and time spent to ensure
that doctors, creditors, and family members are made aware of the change, and if there was a
way to avoid it, staff would recommend an alternative. However, staff is concerned that this
will set a precedent for other neighborhoods in the future, should another error be identified
or addresses need to be changed due to a street name change as development occurs in older
areas of the city once planned by the County. The conditions of this neighborhood may be
such that an exception could be allowed, such as the age of the development, the fact that no
other homes will be built in the area, it is a short section of Naples Street, and the 911
system could be flagged to alert responders to the unique addressing of the area. However,
the last reason is not an appropriate use of the 911 system as it is typically used to alert
responders to conditions that put the responder at higher risk.
Recommendation
In order to preserve the integrity of the addressing system, staff recommends that the
Council consider the following:
1. Adoption of a reimbursement policy similar to the Sherburne County policy.
2. Reimbursement to residents of Naples Street for the replacement of the address stone
on each home and the driver's licenses of each driver not to exceed a total of $400.

Dakota County assigns addresses and street names for the 13 townships in the County and the cities
of Apple Valley, Inver Grove Heights, Lakeville, and 3 small rural centers.
In some instances the County has reimburse individual property owners for error's made in assigning
addresses. The case is reviewed by the County Attorney's Office and Risk Management to decide if
there is a valid claim. I know that we have paid to have brick work or address monuments re-faced
with the new house numbers. I'm not sure about personal items such as checks, drivers licenses, etc.
When a County Road is being moved or realigned and will effect someone's address, we negotiate
costs associated with changing the address into the right-of-way purchase by our Transportation
Department.

RESOLUTION ESTABLISHING A POLICY
FOR REIMBURSING PROPERTY OWNERS FOR
911 ADDRESSING ERRORS
WHEREAS, the Sherburne County Board of Commissioners has the authority and
responsibility to assign 911 addresses for properties in Sherburne County, currently the
Townships of Baldwin, Blue Hill, Livonia, Orrock and any future Townships Sherburne
County becomes responsible for; and
WHEREAS, the Sherburne County Board of Commissioners recognizes that,
periodically, incorrect 911 addresses may need to be corrected by issuing a new 911
address; and
WHEREAS, the Sherburne County Board of Commissioners recognizes that County
property owners and property residents may have incurred costs at their property based
upon an incorrect address assignment;
NOW, THEREFORE BE IT RESOLVED, that the Sherburne County Board of
Commissioners hereby establishes a policy for reimbursing County property owners and
property residents for certain actual costs incurred due to correcting an incorrect 911
address having been previously assigned by the Addressing Authority. The Sherburne
County Public Works Department is hereby authorized to make such reimbursements.
Reimbursement payment shall be based upon the following:
1. The assigned address shall be clearly demonstrated to have been an
addressing error of the Addressing Authority.
2. The costs to be reimbursed shall be documented by the property owner
and be directly caused by the Addressing Authority's addressing error.
These costs shall relate to the property owner's expenses incurred in re-
addressing the property (Le., appropriate signs on structures, landmarks,
fences or curbs, and/or any other expenses that the Public Works
Department determines to be an appropriate cost for reimbursement due
to said addressing error.)
3. The amount of the reimbursement shall be limited to the actual cost of
materials and labor necessary to correct the address on the owner's
property, not to exceed $450.00 for the owners and residents at any given
property address.
4. Reimbursement shall also be made for the fees incurred by subject
property owners and subject property residents for applying for and
obtaining a new Drivers License to reflect the address change, excluding
those Drivers Licenses set to expire within the same month of the notice
to correct the address.
5. Reimbursements shall not be made for incidental costs regarding the
address change, for such things as travel, phone calls, postage, change
of address information delivered, or replacement of check blanks or credit
cards. Further, reimbursement shall not be made for any consequential
damages or costs incurred as a result of such address changes.
6. Reimbursement shall not be made for a property owner's or resident's
time associated with correcting an address error.
7. Reimbursement payments shall not be made in instances where a 911
address is made or changed in response to a public purpose, such as an
annexation, post office change or similar occurrence.
BE IT FURTHER RESOLVED, that the reimbursement payments for 911 errors shall be
from the County's Contingency Fund unless determined otherwise by the Sherburne
County Board of Commissioners.
