Presentation on Downtown from Chamber Task Force Dennis Chuba and Jackie Schuelein, representing the Elk River Area Chamber of Commerce, reviewed the city-related items in the chamber's CBD Task Force Report to the Chamber of Commerce Board of Directors. These topics included: • Creating a Master Plan for the Downtown • Commit Public Funds • Provide Access to the River • Establish Off-Street Parking Standards/Evaluate Building Code Restrictions in the CBD • Work Together • Expand the Service Base • Capitalize on What's Downtown . Steering Committee Minutes Page 2 August 17, 1995 • ARNE ENGSTROM MOVED THAT THE PLANNING COMMISSION AND CITY COUNCIL CONSIDER EMPHASIZING AND ENCOURAGING AN EARLY 1900'S ARCHITECTURAL THEME FOR BUILDING EXTERIORS OF EXISTING, NEW AND RENOVATED BUILDINGS IN THE DOWNTOWN CENTRAL BUSINESS DISTRICT. ARNE ENGSTROM MOVED THAT THE STEERING COMMITTEE RECOMMEND THE MASTER PLAN FOR THE DOWNTOWN INCLUDE THE POSSIBILITY OF INCORPORATING COMPATIBLE RESIDENTIAL USES WITH THE PRINCIPAL USE OF OFFICE/RETAIL IN THE DOWNTOWN CBD. PAT DWYER SECONDED THE MOTION. THE MOTION CARRIED 8-0. PAT DWYER MOVED THAT THE STEERING COMMITTEE RECOMMEND TO THE CITY COUNCIL, WHEN IT ADDRESSES PARKING ISSUES IN THE C-1 ZONING DISTRICT, IT TAKE INTO CONSIDERATION THE ERA IN WHICH SOME OF THE BUILDINGS WERE CONSTRUCTED, AND, THAT IT RECOGNIZE THAT IT MAY NOT BE ECONOMICALLY FEASIBLE FOR POTENTIAL NEW BUSINESSES IN THOSE BUILDINGS TO PROVIDE THE SAME REQUIRED NUMBER OFF STREET PARKING SPACES AS REQUIRED FOR NEW CONSTRUCTION. MARY EBERLEY SECONDED THE MOTION. THE MOTION CARRIED 8-0. 5. Residential Development East Residential Chair Minton reviewed recommendations made by the Steering Committee • regarding the eastern residential area. Dave Anderson expressed his desire to maintain the rural flavor of this area. He was in favor of the recommended expanded urban service boundary because it had the least impact on residential. Arne Engstrom stated he felt it was important to manage residential growth to protect the quality of life for the people living in Elk River now. He stressed concern that if residential growth is not controlled, the city may not be able to keep up with the demand for services. Chair Minton summarized that no changes are proposed in the previous recommendations for the eastern residential area. 6. Review Recommendations The following additions/changes to the Steering Committee recommendations were discussed: 1. Industrial Development • Much of the existing and proposed industrial zoned property is not readily available for development, since it is currently being used for other purposes (farming operations, gravel mining, Cargill Research, etc.) • There is a need to stay current with development needs for industrial- zoned property served by city water and sewer. Steering Committee Minutes Page 3 August 17, 1995 • • A mix of light and medium industrial, and business park opportunities should be provided in areas zoned for those uses throughout the community. 2. Commercial Development • The Hohlen property immediately west of Highway 169 and south of the C3-zoned property south of Main Street, be rezoned from R3 (Multi- family) to C3 (Highway Commercial). 3. Residential Development • Use the words "conservation easement" rather than "conservation district", under conditions for clustering in the A-1 zoning district. • In the Ria zoning district, lot size shall be a minimum of 2-1/2 acres; however, if a "cluster development" is utilized, a minimum lot size of 1 acre may be allowed. Under this concept, the following conditions must apply: 1. No increase in the overall density 2. 50%of the land is forever utilized as permanent open space through the use of a land trust, conservation easement, or other mechanism. • 4. Transportation No changes in recommendations. 5. Parks and Recreation No changes in recommendations. 6. Expansion of Urban Service Area Dave Anderson requested that the Mississippi Heights area be excluded from the area proposed for expansion of urban services, since that area was excluded in the original motion made on the issue. 7. Land Use and Zoning Changes Steve Ach reviewed Exhibits A through M, highlighting various land use and zone change recommendations previously made by the Steering Committee. 7. Ach, City Planner DATE: August 17, 1995 SUBJECT: Agenda Items Introduction The purpose of this meeting is to present all of the recommendations that have been made by the Steering Committee over the past year and a half. Once all these recommendations are confirmed by the Committee, the text of the comprehensive plan can then be updated by including the new recommendations. If there are any amendments or new recommendations that need to be included, Thursday's meeting would be the appropriate time to bring those items up for discussion. As a reminder, the recommendations from the Committee will be forwarded on to the Planning Commission where • a public hearing will be held and a recommendation will then be made to the City Council. Amendments to the plan can certainly be made during either one of those next two meetings. Chamber Task Force In addition to discussing the recommendations that have been made by the Steering Committee, the Chamber Task Force will also be presenting their findings for the downtown. Attached (Exhibit A) is a list of the Task Force recommendations for the Steering Committee to consider. Residential - (Eastern Area) At the last Steering Committee meeting it was suggested that the appropriate zoning for the eastern area be discussed at the August 17th meeting. The Committee should consider this issue as it relates to the "ultimate" urban service area. Lastly, the attached Exhibit B lists staff recommendations for items that should be included in the goals and policies for residential development. Box 490 • Elk River, MN 55330 • (612) 441-7420 • Fax: (612) 441-7425 Memo to Steering Committee Page 2 August 17, 1995 • Summary of Recommendations The following is a list of the components of the Comprehensive Plan that have been presented to the Steering Committee and the accompanying recommendations that have come forth. 1. Industrial Development • Industrial Development is projected to absorb approximately twenty-five acres per year. • Industrial Development is important for the community. • There currently is industrial land available for development; however, much of it does not have city water and sewer. • The City needs to look into the future for its industrial needs and preserve industrial opportunities. • Industrial property needs to be near transportation systems, have city water and sewer, and be compatible with adjacent land uses. • • The gravel mining area north of 197th Avenue should be given consideration for industrial opportunities after the mining has been completed. • A mix of light, medium, and business park industrial opportunities should be provided throughout the community. • There appears to be adequate property zoned for business park purposes; however, additional property zoned for light and medium industrial is needed. • It is recognized that industrial development typically occurs slower that commercial. Therefore, prior to rezoning industrial property for some other immediate use, additional industrial should be added to the inventory. 2. Commercial Development • Establish a new "neighborhood" commercial zoning district for areas that are appropriately located to serve residential areas. This district should included uses that are commercial and service- oriented and will be compatible with residential areas. Memo to Steering Committee Page 3 August 17, 1995 • Commercial development along Highway 169 should go no further IInorth than the 194th Avenue alignment. • Commercial development along West Highway #10 should occur at the intersections of Highway 10 and Proctor, Highway #10 and Joplin, and Highway#10 and Waco. • A strategic plan of action be prepared by the Chamber Downtown Task Force outlining recommendations for the Central Business District. 3. Residential Development • Establish a new zoning district for townhomes. • In the A-1 zoning district a density of 4 lots per 40 acres be maintained; however, if a "cluster development" is utilized, a maximum of 8 lots per 40 with a minimum of 1 acre lots may be requested. Under this concept, three conditions must apply: 1. 50% of the land is forever utilized as open space through the use of a land trust, conservation district, or other • mechanism. 2. Unusable land shall be discounted when determining the density of the usable portion of the land. 3. Development shall be processed through the standard platting procedures. • Clustering within the Ma district is encouraged and shall comply with the following conditions: 1. Minimum lot size of 1 acre 2. Require 50% of the developable land to be forever preserved using a conservation easement. • Consideration should be given to increasing the minimum lot size to 14,000 square feet with a minimum lot frontage of 90 feet in areas with steep slopes, large areas of trees and wetlands. • Minimum lot sizes in the Ric (Single Family Residential) Zoning • District should be increased to 11,000 square feet with a 13,000 square foot average lot size. Memo to Steering Committee Page 4 August 17, 1995 III • The zoning designation of properties currently zoned Rib should be changed to Ric, and certain properties zoned Rlc changed to Rld, as determined by the City Council. • Rear yard building setback requirements in all residential districts should be changed from 10 feet to 35 feet. • This ordinance amendment is being presented to the Planning Commission this month (August 22) 4. Transportation • A joint committee consisting of representatives from the City of Elk River, Sherburne County, Big Lake Township, Anoka County, Wright County, City of Otsego, and Mn/Dot study the need for an east-west corridor and its appropriate alignment. • The City continue to study options for a transportation route crossing the Elk River in the vicinity of Waco Street alignment. 5. Parks and Recreation Ill • A new zoning district be created for all city parks. • The land use designation on the Sherburne County Fairgrounds parking lot be changed from L-1 (Light Industrial) to OS (Open Space). 6. Expansion of Urban Service Area • Attached is a map (Exhibit C) illustrating the expanded urban service area toward the east along Highway 10. This map illustrates the Steering Committee recommendation for the urban service area. • The Committee also recommended expanding the urban service area north of Meadowvale Elementary School. This recommendation has already been approved by the City Council as part of a development proposal for the subject property. 7. Land Use and Zoning Changes 411/ • Attached are maps illustrating the land use and zoning changes recommended by the Steering Committee. EXHIBIT A • ELK RIVER AREA CHAMBER OF COMMERCE CBD TASK FORCE REPORT TO THE BOARD OF DIRECTORS EXECUTIVE SUMMARY By virtue of a chamber-sponsored survey of civic and opinion leaders, various issues emerged which required additional discussion and future action plans. One survey issue that commanded more attention was the vitality of the Elk River Central Business District (CBD). A task force was formed, comprised of the following members: John Houlton, Chair (First National Bank of Elk River), Bruce Dalchow(Champion Auto), Pat Dwyer (Elk River EDA), Dave Hanson (District No. 728 Area Learning Center), Bob Minton (Elk River Planning Commission), Gene Schuldt (Elk River HRA), Jim Tacheny (Elk River Planning Commission), and Bill Rubin (City of Elk River). Various recommendations or action items have been identified by the CBD task force and are outlined in greater detail in this report. To successfully implement a course of action for these issues, it will require a strong commitment from the chamber leadership/membership, downtown businesses, and the City of Elk River. This "public/private"partnership will go a long way in addressing the items outlined by the CBD task force Although the retail base has shifted to the Highway 169 corridor, Elk River's Main Street • CBD remains as a highly identifiable focal point for the community. Downtown Elk River represents a substantial share of the local economy- it represents jobs, tax base, municipal investment, and business. One could suggest that a CBD is a barometer of the community's overall health or vitality. Consequently, retaining the vitality of Elk River's CBD should be a high priority for both the Area Chamber of Commerce and the City of Elk River. TASK FORCE FINDINGS/RECOMMENDATIONS The CBD task force met numerous times and identified various issues linked to the vitality of downtown Elk River. The findings of the task force are divided among two categories: business-related and city-related. A civic organization such as the Chamber of Commerce will likely play an important role where certain issues overlap both categories. BUSINESS-RELATED • Work Together* No one individual, company, or civic/public organization can address the ongoing challenges in an older downtown area. To successfully retain the vitality of Elk River's central business district, a group effort is necessary. This will no doubt take • *Recommendations that appear on both lists cbdtask • the form of a"public/private" partnership. Similarly, businesses along Main Street or Jackson Avenue should consider working together as a single group too. • Capitalize on What's Downtown* Downtown Elk River has a wide array of retail, service, and financial institutions. Many residents might be surprised to find the number of service providers in downtown Elk River too. This retail-service mix of businesses should be expanded even further as diversification helps strengthen the existing economic base of a downtown. • Establish a Downtown Association/Revitalize Existing Organizations Many individuals and organizations have an important stake in the vitality of a downtown area. In order to successfully implement many of the findings of the CBD task force, it may be necessary to establish an energetic organization. This organization may also address the need for businesses to work together more closely. If creating a new organization is not a solution, then existing organizations already in place should be revitalized. If the mission of these organizations are in need of re- evaluating, that should be done as well. • Offer More Events Downtown Marketing the downtown's unique characteristics to residents, shoppers, investors, and new businesses creates a level of activity that helps re-establish the downtown • area as the center of community activity. Several of the downtown businesses have sponsored individual events throughout the year but there's room for additional events. • Expand the Service Base* Although many retailers exist in downtown Elk River, another key component is its service base. More health care providers - doctors, dentists, chiropractors, and professional users, attorneys, abstract companies, real-estate agents, etc. should be encouraged to expand their operations downtown. To ensure the success of this strategy. :he City will play a key role. Its HRA/EDA may have to be the catalyst in order to absorb the up front costs of a redevelopment project. The service base, whether medical or professional, attracts a strong customer base and customers translate into shoppers and buyers. • Emphasis Service Service is an intangible item that more and more customers are demanding. For that reason, it is no surprise that service sells, again and again. Customer service is a mind set and downtown businesses need to have this reinforced to them. CITY - RELATED • • Create A Master Plan For the Downtown *Re:ommendations that appear on both lists cbdtask The City should commit to a"master plan" which includes such things as . landscaping, parking lots, signage, and anticipated pedestrian patterns. An opportunity exists in a master plan to identify some common threads - such as signage or certain landscape elements. Once put in place, the common themes could reinforce Elk River's downtown own identity - that of a"village square". • Commit Public Funds Public funds, regardless of how scarce, should be committed to downtown redevelopment opportunities, public space opportunities or to infrastructure projects as they emerge. Public funds may take the form of tax increment financing, the HRA annual levy, or the EDA's supplemental micro - loan fund. • Provide Access to the River Work is currently underway to plan, design, fund, and construct a pathway along the Mississippi River in the Elk River CBD. This project has great potential and will go a long way towards helping residents, shoppers, and visitors rediscover a long - neglected asset -the Mississippi River. Preliminary designs of the pathway are beginning to emerge and its construction is recommended. • Establish Off- Street Parking Standards/Evaluate Building Code Restrictions in the CBD The CBD task force recommends that the City of Elk River explore the easing of off- • street parking requirements in downtown Elk River. In addition, the Uniform Building Code may represent a barrier to most businesses or investors seeking to renovate or upgrade buildings in the downtown. Additional businesses may be attracted to the CBD if these restrictions were eased. However, there is a delicate balance between easing the restrictions at the expense of public safety issues. • Work Together* Elected and appointed officials will play a vital role in shaping a true "public/private" partnership. • Expand the Service Base* Through its zoning controls, the City of Elk River will play a large role in determining the appropriate mix of businesses in the downtown. If additional property needs to be rezoned to accommodate more service providers, the task force recommends this course of action. • Capitalize on What's Downtown* Through its financing programs, the City of Elk River may play a large role in helping retain the businesses currently located in the CBD. Loan fund polices may have to be re-evaluated to enable greater access to the supplemental funds by downtown businesses. Perhaps zero interest loans could be made available to • downtown businesses - only if the businesses agree to retain some historic or architectural character to their renovations. *Recommendations that appear on both lists cbdtask • The CBD task force recommends that the Chamber Board of Directors accept this report - with revisions, if necessary. Following its acceptance, the action items related to downtown businesses should be presented to a group that represents downtown concerns. This group may be the Elk River Downtown Development Corporation. Another avenue to communicate these issues is that of an "open invitation"to all businesses in the downtown. Similarly, the City-related issues should be presented to the Comprehensive Plan Steering Committee as part of its assignment of updating the Comp Plan. As necessary, issues that are broader in scope should be forwarded to the City Council for consideration and action. III S *Recommendations that appear on both liar cbdtask EXHIBIT B GOALS FOR RESIDENTIAL DEVELOPMENT • • Disburse residential land use densities throughout the community to provide a well-integrated mix of residential areas. • Strive to achieve a proper mix of housing opportunities that will not provide a negative fiscal impact on the City. • Encourage creative subdivision design and site planning techniques to strengthen the sense of community within neighborhoods. • Design techniques should be used within residential developments to enhance public safety protection for both fire and police. • Multi-family development should not be concentrated within a few areas of the community; rather, integrated with the residential areas. • High density development should be located adjacent to or near minor arterials or collector streets to reduce excessive amount of vehicular traffic within low density residential areas. 110 • Development of owner-occupied housing for low and moderate income households should be encouraged. • Investigate the appropriateness of housing maintenance codes to preserve and enhance the rental units within the City, as well as the aging housing units. • Development should be encouraged within areas that currently have sewer and water, and not require the premature extension of additional infrastructure, such as sewer, watermains and roads. • Subdivisions of lands in agricultural areas should adhere to a density of 4 units per 40 acres with incentives given to utilizing cluster techniques. • Consider amending the zoning ordinance allowing more defined and specific uses within each zoning district (i.e., separating single family, townhomes, and multi-family from one another). • „:„..._______...., , .„ , ____, ::,,,,,..\. ..,......„....„____.; , z........ „.:,...t.........\\71 _____/ N . >iie .. .\--•,' 7:', I, / / .e.
