Call Meeting To Order The meeting of the Elk River Comprehensive Plan Steering Committee was called to order at 7:00 p.m. by Chair Minton. 2. Consider September 24, 1995 Steering Committee Agenda PAT DWYER MOVED APPROVAL OF THE 9/24/95 STEERING COMMITTEE AGENDA. DICK HINKLE SECONDED THE MOTION. THE MOTION CARRIED 5-0. • 3. Consider August 17, 1995 Steering Committee Minutes DICK HINKLE MOVED APPROVAL OF THE AUGUST 17, 1995 STEERING COMMITTEE MINUTES. MARLY GLINES SECONDED THE MOTION. THE MOTION CARRIED 5-0. 4. Presentation and Review of Draft Comprehensive Plan I. GROWTH MANAGEMENT ARNE ENGSTROM MOVED APPROVAL OF SECTION I. - GROWTH MANAGEMENT. PAT DWYER SECONDED THE MOTION. THE MOTION CARRIED 7-0. II. BACKGROUND INFORMATION Changes requested: - Verify number of square miles - City of Elk River - Figure of 2-D - add 1980- 1994 - Figure 2-E - Correction - Under "Female" column - change 2,510 to 250 MARY EBERLEY MOVED APPROVAL OF SECTION II. - BACKGROUND INFORMATION WITH THE CHANGES AS NOTED. PAT DWYER SECONDED THE MOTION. THE MOTION CARRIED 7-0. III. UTILITIES • Changes requested: Steering Committee Minutes Page 2 September 21, 1995 • - Paragraph on second page of this section will be updated by the City Engineer - Under B. Goals, 1st Goal, last bullet - Delete the word "only" - Map 3C will be added to show the revised urban service boundaries - Add under "Necessary Actions" - add item to include transfer of responsibility for county ditch system to the City. MARY EBERLEY MOVED APPROVAL OF SECTION III. - UTILITIES WITH THE CHANGES AS NOTED. ARNE ENGSTROM SECONDED THE MOTION. THE MOTION CARRIED 7-0. IV. RESIDENTIAL PLAN Chair Minton noted receipt of a letter from Phoenix Enterprises supporting the extension of the commercial zoning district on the east side of Highway 169 to 197th Avenue NW. Also, a petition of support to maintain the minimum 10 acre lot size restriction in the A-1 zoning district was received. It was the consensus of the Steering Committee members not to reconsider the clustering concept and that the previous recommendations will be included in the Comprehensive Plan. - Goal No. 6- check to see if "Fair Housing",information is currently distributed to developers. - Add language regarding specific changes recommended by the Steering Committee in residential under "Goals and Policies", as well as under "The Plan", including clustering, lot sizes (minimum and average), and minimum • widths. - Add language that the City Council consider modifying the zoning ordinance to reflect the specific Steering Committee recommendations. DICK HINKLE MOVED TO APPROVE SECTION IV. - RESIDENTIAL PLAN, WITH THE CHANGES AS NOTED. MARY EBERLEY SECONDED THE MOTION. THE MOTION CARRIED 7-0. VI. COMMERCIAL Chair Minton noted that Mr. Foster was present, representing Phoenix Enterprises. Mr. Foster's letter explained that they intend to request a zone change in the future for that area north of 194th Avenue and east of Highway 169 from Residential to Highway Business. Marly Glines stated that when the recommendation was made for no commercial development beyond the 194th alignment, the residents in the Brentwood area were concerned with the west side of Highway 169. Mr. Glines felt the area east of Highway 169 was included without adequate discussion. Pat Dwyer indicated he was not in favor of reconsidering their recommendation without informing the public. Dave Anderson also was concerned that the public was not notified that this issue would be discussed again. Dick Hinkle and Arne Engstrom expressed agreement with Marly's comments. • Steering Committee Minutes Page 3 September 21, 1995 Discussion followed regarding whether or not to reconsider the • recommendation on commercial development beyond the 194th alignment. MARLY GLINES MOVED THAT THE STEERING COMMITTEE RECOMMEND THERE BE NO COMMERCIAL DEVELOPMENT BEYOND THE 194TH ALIGNMENT ON THE WEST SIDE OF HIGHWAY 169, AND,THAT HIGHWAY COMMERCIAL OR PUD BE EXTENDED ON THE LAND USE AND ZONING MAPS TO THE 197TH AVENUE ALIGNMENT. DICK HINKLE SECONDED THE MOTION. Rick Foster explained the difficulty in selling residential lots with frontage on Highway 169. Robin Tuttle expressed concern that highway commercial will eventually extend all the way to Zimmerman. Dale Specht stated that he felt the Highway Commercial zoning was appropriate for property along Highway 169. Mr.Specht noted that his parents own the property under discussion. THE MOTION CARRIED 4-2. COMMITTEE MEMBERS HINKLE, GLINES, ENGSTROM AND EBERLEY VOTED IN FAVOR. DWYER AND ANDERSON OPPOSED. CHAIR MINTON ABSTAINED. Mary Eberley expressed her agreement with the concept but felt this issue should have been presented at the Planning Commission level. IIIThe following changes were requested: - Include specific Steering Committee recommendations regarding the downtown. - Add language to recommend performance standards be enhanced for commercial along east Highway 10 corridor. DICK HINKLE MOVED APPROVAL OF SECTION V. - COMMERCIAL, WITH THE CHANGES AS NOTED ABOVE. MARY EBERLEY SECONDED THE MOTION. THE MOTION CARRIED 5-2. PAT DWYER AND DAVE ANDERSON OPPOSED, ON THE GROUNDS THAT THEY WERE NOT IN FAVOR OF THE CHANGE IN ZONING FOR THE AREA EAST OF HIGHWAY 169 NORTH TO 197TH AVENUE NW. VI. INDUSTRIAL Changes requested: - add language that states the transportation system should complement industrial development - verify estimated gravel mining time period (25-50 yrs. - 25-75 yrs.) PAT DWYER MOVED APPROVAL OF SECTION VI. - INDUSTRIAL WITH THE CHANGE AS NOTED ABOVE. ARNE ENGSTROM SECONDED THE MOTION. THE MOTION CARRIED 7-0. 11111 VII. PARKS AND OPEN SPACES Steering Committee Minutes Page 4 September 21, 1995 IIII Changes requested: - add language that suggests the quality of life be enhanced by utilizing parks, active open space and trail systems MARLY GLINES MOVED TO APPROVE SECTION VII. - PARKS AND OPEN SPACES. ARNE ENGSTROM SECONDED THE MOTION. THE MOTION CARRIED 7-0. VIII. TRANSPORTATION PLAN Changes requested: - Under "Collector Links" - change 192nd to 193rd - Remove map from transportation section showing proposed routes - Under B. Goals, No. 1 -Add statement to reflect that the City encourages jurisdictional cooperation regarding transportation routes. - Under B. Goals, No. 3- change to read "Explore possible need and alignment for and east-west corridor. - Combine first two policies under Goal No. 3, and combine remaining policies into one paragraph. - Under Goal No. 2- flexibility in parking standards in the downtown Central Business District. ARNE ENGSTROM MOVED TO APPROVE SECTION VII. - TRANSPORTATION PLAN WITH THE CHANGES AS NOTED. MARY EBERLEY SECONDED THE MOTION. THE • MOTION CARRIED 7-0. IX. IMPLEMENTATION Changes requested: - Include Zoning Classifications in this section, following same format as Land Use Classifications DICK HINKLE MOVED APPROVAL OF SECTION IX. - IMPLEMENTATION WITH THE CHANGES AS NOTED. MARY EBERLEY SECONDED THE MOTION. THE MOTION CARRIED 6-1. DAVE ANDERSON OPPOSED. Dave Anderson expressed his concern for approving the draft without seeing all the changes incorporated. MARLY GLINES MOVED TO CLARIFY THE MOTION REGARDING THE EXTENSION OF HIGHWAY COMMERCIAL TO STATE THAT THE ALIGNMENT WOULD FOLLOW THE EXISTING HIGHWAY BUSINESS ZONING DISTRICT AT 193RD AND HIGHWAY 169. MAPS 411 Steering Committee Minutes Page 5 September 21, 1995 ARNE ENGSTROM MOVED TO AMEND THE ZONING MAP TO REFLECT THE • RECOMMENDED CHANGE FOR PROPERTY EAST OF HIGHWAY 169 AND NORTH OF 193RD AVENUE TO 197TH AVENUE. MARLY GLINES SECONDED THE MOTION. THE MOTION CARRIED 4-1-1. PAT DWYER OPPOSED AND DAVE ANDERSON ABSTAINED. MARLY GLINES MOVED TO AMEND THE LAND USE MAP TO REFLECT THE RECOMMENDED CHANGES. DICK HINKLE SECONDED THE MOTION. THE MOTION CARRIED 6-0. Discussion followed regarding recommendations for residential districts, including changing Rlb to R1 c, changing lot sizes, establishing average lot sizes, etc. Steve Ach stated that he could change all the Rlb properties to Rlc on the zoning map, but some of the other recommendations could not be reflected and would need to be done by Planning Commission and City Council. It was the consensus of the Steering Committee members to not address the zoning map changes. DAVE ANDERSON MOVED TO APPROVE THE URBAN SERVICE AREA MAP AS PRESENTED. PAT DWYER SECONDED THE MOTION. THE MOTION CARRIED 7-0. 6. Future Meeting The Planning Commission Public Hearing for the Draft Comprehensive Plan is scheduled for October 26, 1995, at 7:00 p.m. at the Salk Junior High School. • 7. Ach, City Planner, J' A DATE: October 26, 1995 SUBJECT: Comprehensive Plan On Thursday night, the Planning Commission will be asked to consider the 1995 Comprehensive Plan. The text and maps of the plan are being presented to the Planning Commission as recommended by the Steering Committee. In addition to the Steering Committee recommendations, staff will also be making some recommendations to the Planning Commission for their consideration. These staff recommendations will primarily be reflected on the maps and a few changes to the text. • At the Planning Commission public hearing Tuesday night, the maps for the Comprehensive Plan will be distributed. Each Planning Commission member will receive a full size map of the following: • The proposed Urban Service Area • Proposed Zoning Map • Proposed Land Use Map The remaining maps will be at a size of 11" x 17" to be inserted into the Comprehensive Plan. As discussed at the Planning Commission's workshop, the Transportation Plan and Park & Rec Plan will not be discussed Thursday night. However, the Planning Commission will be asked to consider the goals and policies of each of these plans as they have been included in the text of the Comprehensive Plan. Furthermore, at the meeting Thursday night, staff will have a draft Transportation Plan and draft Park Plan available for interested residents to review. Although these plans will not be discussed, having the maps available should give the residents some of idea of what will be presented in 110 13065 Orono Parkway • P.O. In conclusion, if the Planning Commission wishes to discuss the Comprehensive Plan at Tuesday's public hearing, I would be happy to answer any questions and provide additional information. I hope to get a memo together outlining staff's recommendation prior to Thursday's meeting.
