1) Something to think about in advance of the meeting. What did your parents do for a living, how different /
similar is it as compared to your career choice? Is there a legacy? Is there a career/business lifecycle? How
sustainable were their occupation(s) and employers?
2) What are core municipal services? Please review the matrix on page 2 and return to Cal before noon on
Monday.
3) Define what you believe should be our city mission statement. Page 3 includes mission statements from
some neighboring communities. Thoughts to consider include:
a. What is the role of city government?
b. Does it include core and noncore services?
c. How does it reflect the culture of our community as you see it?
d. Does it set clear expectations?
4) Goal Setting — Identify 2-3 goals for each of the periods below keeping in mind your proposed mission
statement and our adopted vision statement.
a. 2019 (for budget discussion)
b. By 2023
c. By 2028
5) Property taxes make up about 2/3 of our annual operating (general fund) budget revenue. What operations
and assets should be paid for by property taxes alone?
6) What activities should be paid for by users? Beneficiaries? Is there an acceptable subsidy rate?
