Action Requested
Approve, by motion, the three-year custodial cleaning services proposal in the amount of $240,048 from
Perfection Plus for city building cleaning services.
Background/Discussion
Our current cleaning contract with Perfection Plus includes the Library, Activity Center, Lions Park
Center, and Trott Brook Barn, and is set to terminate on June 1, 2018. Also included in the cleaning
contract and RFP is ERMU’s field office facility.
Staff posted the RFP on the city website and contacted several companies that had expressed interest in
the past. In addition, a tour was provided to any vendor interested in proposing on the RFP to ensure the
scope of the work was understood. Due to the uncertain future of some of the city facilities at the time of
the RFP, the RFP was written to include pricing by facility and proposers were informed of the possibility
some of these facilities may be removed from the contract.
Six proposals were received ranging from $155,520 to $1,490,992 over the three-year period.
The Building Maintenance Supervisor, Finance Director, and ERMU Water Deptartment Supervisor met
to evaluate the proposals and discuss options regarding custodial services. The Building Maintenance
Supervisor conducted reference checks and found the lowest proposer’s references were less than
favorable by all references.
Staff recommends accepting the second lowest proposal from Perfection Plus in the amount $240,048 for
the three-year contract; the city’s share is $202,320 for the three years. Perfection Plus holds the current
cleaning contract and the contract option is still more cost-effective over hiring additional custodial staff.
Financial Impact
The 2018 budget includes cleaning services contract in the Library, Activity Center, and Parks and
Recreation departments.
