Request
At the workshop meeting, the task will be to determine priorities for overall guiding
principles for design of rehabilitation and redevelopment projects,and the various projects
that have been identified either via the market study or previous planning studies.
Prior to the workshop meeting, please take time to complete the prioritization of the
principles and projects. Please feel free to add to the lists provided. Staff will tally the items
during the meeting and report to the Commissions present the results of the prioritization
exercise. We will then further discuss the ideas and projects for the downtown
redevelopment plan.

Request
The Commission is asked to consider and discuss the revised business park building design
standards. For your review is the language submitted by Brookstone as well as a revised
version by staff. During our discussion,there will be graphics available which depict the
minimum standards that could be proposed by a developer under each scenario.
Staff's revised language has been sent to various industrial developers for comment. Staff
will provide a verbal update at the meeting regarding their response(s).
Please be prepared to give staff direction regarding the draft language.

EXTERIOR BUILDING FINISHES
A. In the Business Park zoning district, all exterior wall finishes on any principal or
accessory building shall be one of, or a combination of, the following:
1. Brick.
2. Natural cut or stone.
3. Integral colored split face (rock face) concrete block.
4. Specially designed, cast in place concrete or pre-cast concrete units if the
surfaces have been integrally colored and, in the case of building walls
facing a public right of way or residentially zoned neighboring properties
if at least thirty percent (30%) of said facade is combined with one or
more of the following: (i) decorative material (including, without
limitation, items 1-3 and 5-8); and/or(ii)texture and/or architectural
features, including, without limitation, depth changes in the facade,
cornice details, curved/radius corners, columns, and entry features.
5. Wood, provided the surfaces are finished for exterior use or wood of
• proven exterior durability is used, such as cedar, redwood, or cypress.
6. Curtain wall panels of steel, fiberglass and aluminum (non-structural, non-
load bearing), provided such panels are factory fabricated and finished
with a durable non-fade surface and their fasteners are of a corrosion
resistant design.
7. Glass or glass curtain wall panels, prefinished metal, fiberglass or similar
materials or cor-ten steel (other than unpainted, galvanized metal or
corrugated materials).
8. Stucco (or EIFS) and other cementation coating applied in a manner so as
to create a harmonious design in conjunction with the materials.
9. Other materials determined as acceptable by the Zoning Administrator.

• I. EXTERIOR BUILDING FINISHES
A. It is the intent of the City of Elk River to promote&encourage high standards
of creative architectural design in the Business Park District.
B. In the Business Park zoning district, the following are acceptable building
materials and finishes:
1. Brick
2. Natural or cut stone
3. Integrally colored split face (rock face) concrete masonry unit
4. Integrally colored pre-cast concrete panels(excluding single-T or double-
T panels) or specially designed, cast in place concrete.
5. Curtain wall panels of glass,architectural metal,fiberglass and aluminum
provided such panels are factory fabricated and finished with a durable
non-fade surface and their fasteners are of a corrosion resistant design.
6. Stucco and other cementitious coating.
7. Wood, provided the surfaces are finished for exterior use or wood of
proven exterior durability is used, such as cedar, redwood, and/or
cypress.
8. Other materials determined as acceptable by the Planning Department.
• C. Major exterior surfaces,that are visible from any public street,public trail/path,
or adjacent residentially zoned properties,shall be combined with at least thirty
percent (30%) of acceptable materials, or with 40% punched openings (or as
much as allowed by the Uniform Building Code,which ever is less),neither of
which are to be concentrated in any one location,unless to accentuate a design
feature.
D. Major exterior surfaces,that are visible from any public street,public trail/path,
or adjacent residentially zoned properties, shall not exceed 160'-0" in length
without a minimum 4'-0" depth change in the entire height of façade.
E. Exterior wall surfaces are to be designed with architectural interest through
multiple design techniques such as, but not limited to, architectural forms,
reveals, textures, cornice detailing, changes in surface planes, color, punched
openings and/or changes in parapet elevations.
F. The building shall be designed as to prevent the appearance of straight,unbroken
lines in their horizontal and vertical surfaces.
G. Main entrances shall be emphasized with a complimentary material, which is
different from the primary building material.
