The Commission is not being asked to make a formal recommendation at this time. The applicant will make a presentation,hear comments and concerns from both the Commission and the public and then make the necessary revisions to the plan. They are tentatively scheduled to be back before the Commission at the July 24th meeting. The proposal includes about 62.5 acres on the east side of Twin Lakes Road, northeast of the Burlington Northern Railroad tracks. The property is adjacent to the proposed commuter rail station, which is to be located on the west side of Twin Lakes Road. The project is a mixed use development that includes townhomes, apartments, a commercial/office component and senior housing. Uses Apartments The project includes 228 apartments that overlook the large wetland.The apartments will • located in 4 three story buildings. There will be underground parking in each of the buildings. The density of the apartment portion is about 19.3 units per buildable acre. (228 units/12.3 buildable acres) Buildable acres are the total area of the apartment portion minus the wetlands. Townhouses There are 194 townhouses proposed.The townhomes will be a mix of row style homes and back-to-back style homes.The density of the townhouse portion is about 9.3 units/acre(194 units/20.84 acres) Commercial/Office Limited information has been provided regarding the office/commercial component of the project.A convenience store is shown on Outlot C,which is located on the southeast corner of the Twin Lakes Road railroad crossing. Because of limited access to this site, a convenience store may not be an appropriate use for this site. Senior Housing The senior housing component will be a partnership with Guardian Angels. As with the commercial/office area,limited information has been provided.The senior housing will be about 80 condo units. Because of the traffic that will be generated by this project, two access points are needed. The applicant is proposing 2 full access intersections with Twin Lakes Road, one of which is a traffic circle. Staff has also asked that the developer look at road connections to the north.A traffic study detailing the distribution of daily trips is being completed by the applicant. • • Commercial/Office Component Additional and more detailed information is needed.The Commission should begin thinking about design standards for this component of the project. • Senior Housing Component Additional and more detailed information is needed. • Townhouses Staff has been working with the developer on site layout and creating some useable open space. • Apartments Four apartment buildings are proposed with a total of 228 units.These will be located on the northern half of the site, in the woods overlooking the wetland. Tree preservation is a concern in this area. This area is the only portion of the site,east of Twin Lakes Road,that has any significant woodlands.A community center and pool are proposed for the center of the residential portion of the project, adjacent to a large circular open space. 110 • Pedestrian Access S:\PLANNING\SCOTT\er station 6-26.doc Memo to Planning Commission/Elk River Station June 26,2001 Page 4 • A comprehensive sidewalk system is proposed.It will connect all residential areas with the commercial/office area and the commuter station. There is also the possibility of a pedestrian overpass for Twin Lakes Road. To accomplish this goal, we have reached several understandings, expectations, and pre- scribe the following planning and design guidelines: 1. A High Profile, New Neighborhood for Elk River: We understand that this is the first Transit Oriented Development (T.O.D.) for the future Northstar Commuter Rail line to reach • the public review process. It is creating both great interest...and scrutiny by both the City of Elk River organizations well beyond the City of Elk River. M,ly 22,100i page i of 6 • Elk River Station will become a regional model for blending main roads with buses and rail transit, with pedestrian-friendly streets and trails. We are, therefore, under a magnifying glass, and on a lot of people's radar screens. This is not just a price-sensitive multifamily development. It will be used to evaluate us,and the very idea of T.O.D. 2. An Array of Homes: We understand that the proposed density of the development is 8 homes per acre. While this is actually a low density for homes surrounding transit stations in other suburban settings such as the prestigious north shore suburbs of Chicago, for the City of Elk River, it seems a high density . Because there is great sensitivity to the potential of unin- teresting sites and buildings, we must be careful. 3. Dollars and Design: We understand that Elk River is a price-sensitive community for suc- cessful home selling. And,we all know that budget constraints can lead to issues of lower cost material choices, ele- vated densities, reduced square footages of homes. This does not, however, lead automatical- ly to compromise in design quality, excessive repetition, unvaried, accented building masses and lack of functional basic amenities. 4. Amenities: Up Front: The broad goal of the site plan is to expose as many home buying . prospects and residents to as much "amenity" as possible, as soon as possible once they enter the new neighborhood of Elk River Station. And, once within the new neighborhood, to repeatedly expose these buyers/residents to as much "attractiveness": (natural areas, parks, greens, large boulevard trees and attractively proportioned and detailed buildings) as many times as possible. This must be done because in the wider area context a site that lies midway along a route thru industrial and commercial uses, bisected with a railroad track. These negatives, are, of course, offset by the beauty of the perimeter wetlands and farm land, mature trees, the land form and the potential conveniences offered by transit...and a wonder- ful neighborhood of attractive buildings, within a land plan of connected parks. 5. Team Effort: It is, therefore, all the more important for each member of the several devel- opment/building teams to understand these conditions and, by their actions, contribute to these broad goals. 6. Park/Greens within an easy walk: The site plan is organized around a series of neighbor- hood greens. Some are small, one is larger, with a water feature that serves multiple functions of being an attractive piece of openspace ("in people's faces"), while helping meet NURP • ponding requirements. It also is a real, operational civic green; a park, giving visual break to density and a place for children of all ages to play outside...sit, talk, people watch, neighbor; a civic space in which to become a bit more..."civic". May 22.2001 page z of 6 • 7. Traffic Calming: The entry road to the south uses a green to greet residents and visitors alike. It slows traffic with a "horizontal speed bump"...of a kind that won't generate the famil- iar driver antagonism and danger that results from typical speed bump or excessive stop sign use: the all to familiar reaction: " if you're going to try to slow me down, then I'm going to speed up to make up the lost time". 8. Carefully Selected Street Widths: The greens-parks, the openspace and trails are all con- nected with streets having carefully selected street widths. By allowing on-street parking and background planting a continuous traffic speed calmer is installed. Elk River Station's roads will be designed to cause inconvenience to drivers who would attempt to drive too fast for a pedestrian-friendly neighborhood. But the interconnected roads provide a greater emergency vehicle access potential than most communities with cul-de-sacs. 9.Welcoming Trees: The entry road to the north is an expensive road not typically seen in stan- dard subdivisions. It is "single loaded", (with homes accessed on only one side). Thus pre- serving existing trees on the other. The north side of the road thus acts as an aesthetic contrast to the commercial and higher density housing to the south. These trees will work to lower the density perception, despite the positioning of the apart- • ments just beyond this preserved row of trees, walking out to the wetland beyond...if the trees are saved. The detail planning and design of utilities, walls, material storage, road accesses, etc., etc., must accomplish the goal of preserving this row of existing, mature trees. These trees must be augmented where the depth is narrowed, due to parking lot position and where the existing trees thin out. 10. The Most Number of Residences, Close to Great Amenity: The plan also introduces the idea of putting the highest density next to the highest amenity. This is an idea opposite of con- ventional planning rules (where the highest density land uses are commonly placed next to the lowest amenity site feature, such as highways). I holds great appeal with the City, only if the construction does not destroy the very woods we wish to use to elevate the rental values and preserve as gateway to the ownership homes. 11. Sidewalks and Trails:Just as the roads lead to attractive places,we have shown the City an extensive, interconnected trail and sidewalk system. We have also spoken of the issue of set- backs for homes being different than setbacks for garages. The distance a building can be comfortably built from a sidewalk is closer (10-15') than from a typical suburban road without a sidewalk...with one major limit. The buildings entry door must be elevated a minimum of 30 " from the back of side walk, and, sheltered to create a tran- sition, semipublic-semi private space. Covered or recessed, 4-5' deep entries and porches with • a depth of 8 feet are the answer. May zz,zoo! page 3oF6 • This grade change is often best done best by dividing steps into groups: with steps at the side walk and steps at the home, employing fill at the structure to decrease the impact of all the grade being taken up by one row of steps alone. Transitions to at-grade back-to-back townhomes must be accommodated with grading and retaining and landscaping. 12. Multi-family Variety: The larger, bigger footprint 8 plex, back-to-back product make up almost 2/3's of the ownership products. This density of homes, their closeness to the street, their visibility from both garage courts and streetscapes and park-greens, places special emphasis on the importance of the attractiveness and variety of these buildings. 13. Access to Amenities: The site plan,however, recognizes that no matter which uses are near amenities and how the buildings are placed, sidewalks or no sidewalks, without connections to view amenities most conventional subdivisions create "haves and have nots", locking up attractive amenities behind buildings and lots. Scenic overlooks positioning, along the wooded slope facing the large wetland openspace to the north. Connecting them to both nature trail below and sidewalk network above, the per- ception is created that "even if I live in the middle, I can get to the amenities, just as if I paid • the higher price to live next to it". It "franchises" the internal lots, home locations and, in so doing , will raise either their value or sales pace, or both. This only works, however, if these connections are respected, amplified, and not narrowed, compromised and reduced by the "normal" process of design refinement, engineering, build- ing design, and all the other "opportunities" that exist to cause an idea to become only a token, to die the death of 1000 cuts. If each one of us recognizes and embraces the practical and significant role these connections make in gaining public approvals and buyer approvals, both financial value and civic values will be gained, at once. Sidewalks must be provided on both sides of most streets, one side on some streets. The continuous trail system must be installed, asphalt, min. 6' wide. There will, no doubt be, utility, stair and access issues, retaining wall , feasibility issues that could be used to attempt to justify dilution of the pedestrian connections & overlooks and the park-greens size. However,the positioning of buildings and roads,pipes,etc., along the wood- ed slopes and paths/parks within the site must respect and enable the pathway connections shown on the land plan, both in number, ease of access and perception of adjacent space and visibility from roadways. • Mdy 22,2001 Page 4o 6 14. Pool & Community Building: A central focus of the plan is the rental apartment's recre- • ation/pool facility, anticipated to be built by the apartment builder. This position has been much discussed and debated. It is located in a symmetrical position relative to the largest cen- tral green. This pool position and the overlook beyond should be respected and visually emphasized. By careful pool, building , road access and overlook design, while maintaining or further opening the walkway corridor between townhome buildings that flank the walk. As detail planning and design proceeds we must take care to preserve sufficient trees. The potential for this pool facility being open to use via membership fees) by other owner-res- idents, has been discussed. This will be an important value to prospects, even, if, as buyers, they do not take advantage of the option. This pool/rec. center use-for-a- fee option should be made part of development agreements. 15. Supporting the park-greens functions are a series of mail/bench shelters. These will encour- age (require) resident's frequent use of the greens, increasing the chance for casual interaction that leads to neighbors actually getting to know each other. These structures will be designed and detailed to carry the design theme of the Elk River Station. This design theme must be echoed in street furniture, lighting and site details, to be provided by the apartment and town- home builders. 16. The home owners' perception of their neighborhood to a great degree is influenced by what they see and pass by on their way to "their street". Elk River Station approach streetscapes do • as much as any new development to make this the most visually appealing (slower) neighbor- hood drive possible. (Of course, the commercial architecture and detail planning must be very carefully done) The residential buildings elevations, massing and detail will, however, play the dominant role in this perception. 17. Moreso, however, the "street" upon which most people will live; where they will drive to and from, each day...is going to be a garage court...the plan calls for more than roads lined with buildings and garage doors. It that's all there is, we will certainly have political troubles and probably market difficulties. A minimum of two different types of buildings are needed for massing variety. 18. Mixed Building Types: These building types are arranged in a mixed fashion, in contrast to the typical method (in standard subdivision design) of grouping identical buildings togeth- er. Standard in a typical single family detached development, this intermixing accomplishes the variety & individuality that helps generate the market appeal and value of a detached home neighborhood. For some reason, when it comes time to think of a multifamily neighborhood, the cookie cutter approach is substituted... only one cookie type (building) to a package (neighborhood). Even • with the best chocolate chip cookie, eat too many, no matter how good, and you get sick. This site planning technique, of segregating identical multi-units together, has been so over- May zz,zoos )dgc s of 6 • used, and it is often so unattractive in its visual impact both (from the perimeter and from its streetscapes/internal roadways), that multi-family uses create an almost automatic negative response. The primary reason to intermix two different building-home types within the same area are manyfold: • a mixture of slab on grade buildings, with split entry/level buildings introduces topo graphic variety, interest, aesthetics. •The subtle screening for privacy that landscaped slopes and berms can introduce to an uninteresting one level/slab on grade development 19. Townhouses: For the row townhomes, their garage court, lined with large, 3 level build- ings,with tuck-under garages can be our undoing. For this reason, from the outset of planning, the David Bernard/Rottlund Renaissance development in Minneapolis was the model used for the site plan and city representations. Their buildings, with the approach to getting residents upstairs from both front and rear, do much to obscure the fact that buyers have to walk up 15- 16 risers to get to their living room level. 20. Our row townhomes must allow guest/resident access from both greenway-streetscape side and the garage court side,with attractive step and stair combinations, screened and accent- ed by large tree planting. • 21. We must do all we can to obscure the rows of garage doors thru overhanging decks, bal- conies, trellises, appropriate building masses. 22. We anticipate most guest parking to be parallel parking at streetside and along the greens. Many residents will do car cleaning, and if we enable it, neighbor within the garage court area. This is one of the strengths of the Renaissance project building design. 23. For the back-to-back townhomes, the end elevations must be as attractive as the fronts. On the plans shown thus far, this is a challenge... given the large, shallow pitch roof that covers the whole structure width without accent. The patio and entrance fencing/shelters should be inte- gral to the structure, where detail is "one", with attractive, proportioned building-roof mass- ing. 24. For any building type, ideally, all "parts" are unified by a dominant, recognizable architec- tural style. 25. Further, the colors selected for the buildings must be done both in the context of the select- ed architectural styles, as well as the need for the marketing asset of variety.
