City of River MEMORANDUM TO: Planning Commiss FROM: Michele McPherson, Director of Planning DATE: July 24, 2001 SUBJECT: Case No. CU 01-26 Interim Use Permit Request by Alliance Community Church to allow temporary classrooms for up to five years Request The Alliance Community Church requests that an interim use permit be approved to allow • installation of four temporary classrooms at the rear of the existing school. Attachments • Location Map • Narrative by applicant • Classroom floor plan • Classroom description • Partial site plan Location 829 School Street Zoning and Land Use R4, Multiple Dwelling/ HR, High Density Residential Analysis Alliance Community Church is requesting an interim use permit to allow temporary classrooms to be installed at the rear of the existing school. • Memo to Planning Commission/CU 01-26 July 24,2001 Page 2 • In determining whether to authorize an interim use,the Planning Commission and City Council shall consider the following criteria: A. The period of time for which the interim use permit is to be granted will terminate before any adverse impacts are felt upon adjacent properties. B. There shall be adequate assurance that the property will be left in suitable condition after the use is terminated. C. The use is similar to uses defined in the zoning district in which the property is located. D. The date or event that will terminate the use can be identified with certainty. E. Authorizing the use will not impose additional costs on the public if it is necessary for the public to take the property in the future. F. The applicant and user agree to all conditions that the City Council deems appropriate for authorization of the interim use. G. The applicant provides assurances deemed adequate by the City Council that the use will terminate as provided in the interim use permit. The City Council may require the applicant to deposit a cash amount with the City,or provide some other • form of security, to ensure compliance with these criteria. The school is in the process of purchasing and planning an expansion of the school in the future. The temporary classrooms will alleviate crowding for students currently attending the school, while the church organization pursues plans for a new building. Site Impacts The proposed classrooms will be located to the rear of the existing school on an existing parking area. This parking area is used by staff and is not completely filled during the school period. A 20-foot drive aisle has been identified between the school and the proposed classrooms that will allow for emergency vehicle access. There will be no impact to grading or drainage on the site. The school will need to work with the Chief Building Official, Cliff Skogstad,so that the classrooms are installed in a manner that meets the Uniform Building and Fire Codes. Recommendation Staff recommends that the Planning Commission recommend approval of the interim use permit for Alliance Community Church to allow installation of temporary classrooms until September 1, 2006 with the following conditions: • 1. Case Number: CU 01 -26 River • Proposed Temporary Classrooms Narrative The Objectives of our temporary classrooms are to: 1. Improve student classrooms. 2. Reorganize classroom use of main building to allow for permanent youth center for church youth within the building. 3. Improve quality of academic conditions for elementary classrooms that would be specifically designed for classrooms meeting. Academic standards of the day school rather than spiritual standards for Sunday Schools. The Classrooms would be set parallel with current buildings' east setback of 55.43 ft. It would be set back from the south property line by 142.44 ft. and from the west property line by 282.57 ft. The Emergency access to current building would be unchanged and the temporary classrooms are accessed according to code from either end of center hallways. All alarm systems would be joined with current system. Access to classrooms would make use of ramps meeting incline code specifications. • The proposed classrooms lack of plumbing facilities would be easily met by location of bathrooms in main building which would be within 70'. The temporary classroom would be equipped with water coolers for student convenience. The proposed classrooms would absorb 16 current parking spots. This would not create any inconvenience as on any given day our school has over 40 extra parking spots for additional use. The intent of these classrooms is not expansion but rather reorganization of facility use until purchase and construction of new school facilities can be completed. To meet future needs we are pursuing purchasing adjoining property for school expansion. With the school moved to a new building continued church growth would also be afforded. The classrooms are one year old and have been most recently used by the Waconia Public Schools. These classrooms meet all Minnesota building code requirements. We are requesting a permit for these classrooms for 5 years. Our actual use of these classrooms will probably not exceed 3 years. We are setting up the lease With the William Scotsman Company for 3 years. • • Proposed Temporary Classroom Impact Plans Grading/Drainage Plan: The classrooms would set on current asphalt parking lot and would not render any changes. Drainage Calculations: Calculation for the property would also remain unchanged. Wetland Delineation and Mitigation: Impact of wetlands in neighboring park would also remain unchanged. Utility Plan: Current electrical utility enters existing building within 30 ft. of proposed location of classroom. Utility crews would be able to make hook up to proposed classrooms easy and safe. The classrooms contain no sewage or water hook ups. Landscape Plan: Existing landscaping would remain the same. • Building Elevations: Proposed classroom would be elevated to 18" from asphalt on east to 30" from asphalt on west. Wall and Freestanding Sign Plans: Existing church/school signs on School St. would remain unchanged. • • •. • .!
