Discussion of Deerfield Playground Designs.
Background/Discussion
The existing Deerfield Hills Park playground playground structure is the oldest within the City of Elk
River. The playground,installed in 1992,is currently 26 years old;replacement schedule based on
industry standards is 25 years. The Parks Commission recommended an$80,000 budget for replacement
of the playground in 2017.
Staff has worked over the winter with Flagship Recreation to develop design concepts for the
replacement playground. Staff identified a number of play structure components which have proven to
be popular within the parks as well as new components which we currently do not have in any city
playground structure. In addition staff provided direction the a desired design would include a tall center
platform structure to take advantage of the views from the top of the hill within the park.
Flagship Recreation provided four plan designs incorporating different components to be included in the
playground. Staff selected design four as the most desirable to provide for a unique play structure for the
park with minor modifications.
Installation of the playground is anticipated to be conducted in August to September. Staff is
coordinating with Kids Around The World to conduct demo of the existing play structure. In addition,
staff will conduct site prep and final site finishing. Flagship Recreation will conduct installation of the
play structure.
Financial Impact
$80,000 from the Park Improvement Fund

Background/Discussion
In an effort to solicit community feedback regarding the status and future of city recreational facilities,
the City Council is hosting community listening session to hear citizen's questions, suggestions and
concerns. Everyone is invited to attend one or more of the sessions to make sure your voice is heard.
They will be held at the following dates, times and locations:

Background/Discussion
The Parks and Recreation Commission reviewed at the April 11 work session four park facilities and
came up with a list of potential improvements. The four park facilities are Lion John Weicht Park,Youth
Athletic Complex, Oak Knoll Athletic Complex and the Dave Anderson Athletic Complex. City Council
is looking for direction from the Commission on updating these facilities and the development of related
cost estimates.
Staff is currently working with HKGi on a scope of services to update the current master plans for the
three athletic facilities. Lion John Weicht Park will be reviewed later after the community feedback is
completed from the City Council listening sessions in May.
The plan is to bring draft concept plans of the athletic facilities to the Commission for initial reviews and
then continue to update the plans until the Commission is satisfied with its recommendations. This will
require special meeting(s) to be planned for early June. The updated plans will then be recommended by
the Commission in early July to provide the City Council a comprehensive review of the city's overall
parks and recreation facilities.

Background/Discussion
In order to properly prepare for upcoming discussions on the city parks and recreation facilities,it is
recommended that staff and the Parks and Recreation Commissioners take a system wide tour. The tour
should include the Elk River Ice Arena,Lions Park Center, Oak Knoll Athletic Complex, the senior
Activity Center,Dave Anderson Athletic Complex, Orono Park and the Youth Athletic Complex.
This was brought up at the April meeting and the Commission recommended that it be moved and
discussed at the May 9 meeting.
