SUBJECT: Business Park Design Standards
The Commission may recall that Brookstone Development attended a workshop earlier this
year regarding the recently adopted changes to the design standards for the Business Park
District. These design standards prohibit the use of pre-cast concrete panels in the

construction of buildings within the Business Park District. During the last workshop
discussion the Commission did state that they would consider a revision to these standards if
the developer could provide examples from other communities which allow the use of pre-
cast panels in combination with other building materials.
Brookstone Development will be providing a short video presentation of buildings
constructed in other communities using pre-cast concrete panels. These are buildings similar
to what is being proposed for the East Business Park. They will also provide a set of written
standards for the Commission to consider during the workshop session.

• PROPOSED ELK RIVER ORDINANCE
EXTERIOR BUILDING FINISHES
A. In the Business Park zoning district, all exterior wall finishes on any principal or
accessory building shall be one of, or a combination of, the following:
1. Brick.
2. Natural cut or stone.
3. Integral colored split face (rock face) concrete block.
4. Specially designed, cast in place concrete or pre-cast concrete units if the
surfaces have been integrally colored and, in the case of building walls
facing a public right of way or residentially zoned property, combined
with appropriate decorative material or texture. Decorative material shall
include,without limitation,items 1-3 and 5-8.
5. Wood,provided the surfaces are finished for exterior use or wood of
proven exterior durability is used, such as cedar, redwood, or cypress.
6. Curtain wall panels of steel, fiberglass and aluminum (non-structural, non-
load bearing),provided such panels are factory fabricated and finished
with a durable non-fade surface and their fasteners are of a corrosion
resistant design.
7. Glass or glass curtain wall panels,prefinished metal, fiberglass or similar
materials or cor-ten steel(other than unpainted, galvanized metal or
corrugated materials).
8. Stucco and other cementation coating applied in a manner so as to create a
harmonious design in conjunction with the materials.
9. Other materials determined as acceptable by the Zoning Administrator.
