Westbound/CD 04-40 January 25, 2005 Page 2 Zoning/Land Use C4 Community Commercial/HB Highway Business Analysis Overview The City is requesting approval to construct al 0,000 square foot municipal liquor store at the intersection of Joplin and Highway 10. The store is similar in size to the Northbound Liquor Store located at Highway 169 and 193rd Avenue. Adjacent zoning is residential, with Guardian Angels on the Lake to the northeast and large single-family homes to the north and west. Commercial uses are located south of Highway 10. Site Plan The site plan has placed the store in the southwest corner of the site closer to Highway 10 than Joplin Street. One entrance, located directly across the entrance to Guardian Angels is proposed, with a second driveway ending at the westerly property line to provide shared access with the adjacent lot. Due to the site's street frontages, the loading docks will have to face the residential uses. A freestanding sign will be located at the intersection of Joplin and Highway 10. The sign complies with the ordinance requirements for the C4 District. Grading and Drainage The City Engineer prepared the grading and drainage plan in accordance with City requirements. Building Materials and Elevations The building is one story and will be constructed of brick, stucco, and concrete masonry units. Accents will be provided by aluminum trim on the windows; a metal canopy over the main entrance door, and a standing seam metal roof on the clerestory portion of roof. The tallest portion of the building will be 23 feet above grade with an average building height of 16 feet. Landscaping Plan A landscaping plan has been submitted. The plan complies with the City's landscape ordinance. Evergreen trees of eight feet planted on a berm have been provided to provide screening of the loading dock: . Westbound/CD 04-40 January 25, 2005 Page 3 Lighting Plan The lighting plan submitted meets the requirements for one-half foot-candle at the property line. Lighting standards that are proposed are typical shoebox lighting with a height of 30 feet. Recommendation Staff recommends that the Planning Commission recommend approval of the request to the City Council. As you are aware, we have prepared the grading, drainage and erosion control plan, along with the utility plan for the proposed Westbound Liquor Store in conjunction with the City's architectural firm of Tushie Montgomery. We have been working with the City's architect to determine a building elevation which will drive the grading elevation of the site. With the original development of the Fox Haven addition, storm sewer ponding was taken care of by expanding the ponding area north of 181st Avenue. Therefore, no on-site storm sewer ponding or quality control of storm drainage is required. The site will receive sanitary sewer and water service from existing stubs that will be extended to the building site. Because of the length of the sanitary sewer, servicecleanouts will be appropriately placed along the route. Working with Fire Chief Bruce West, we have determined that one hydrant located near the northeast comer of the building will be adequate for fire protection. We have had preliminary discussions with representatives ofMnDOT regarding clearing of trees within the highway right-of-way. MnDOT has given an informal approval to this and we have submitted a formal permit application along with the site landscaping plan, requesting-authorization to remove the trees located within the highway right-of-way. We are still working on the dirt balance for the site. Initial soil borings have indicated the presence. ofa significant amount of topsoil material, which can obviously not be placed in the building pad or the parking lot areas. If a location cannot be determined to mine good' material on site and dispose of the topsoil material in an appropriate location, import of good material may be necessary to this site. .
