History
AC Total Body Care was located in the Martin Plaza located on Highway 10. A
conditional use permit and therapeutic massage license was issued for that premise
first in 1994 to the applicant's sister. They have now relocated to the Freeport Avenue
location in a four tenant multi-tenant building.
Analysis
AC Total Body Care is a full-service salon with hair, nail, and massage services.
• Therapeutic massage will be a small part of the overall business, with an approximate
10' x 10' room devoted to massage therapy. The applicant's sister will again be the

masseuse. She is proposing to offer services approximately 20 hours per week to start
• until her clientele expands. Traffic should not be severely impacted by this service; the
parking for the building is more than adequate.
A separate massage therapist license will need to be obtained from the City prior to
commencement of the services.
Recommendation
Staff recommends that the Planning Commission recommend approval of the request to
allow therapeutic massage with the following condition:
1. A massage therapist license be obtained prior to commencement of services.
