The site is one of two remaining undeveloped parcels in the overall development. The proposed use, motor vehicle specialty shops, is a conditional use in the Hillside Planned Unit Development. • 13065 Orono Parkway • P.O. City staff has requested only a few minor modifications to the submitted plans. Landscaping The landscaping proposed by the developer conforms to the Hillside Crossing PUD. Staff has requested that several trees be moved out of a drainage and utility easement and that the Mugho Pines be maintained at a height of 4-6 feet to screen headlight glare from Evans Street. Signs The PUD Sign Agreement allows freestanding sites one monument sign with a maximum height of 10 feet and a maximum of 100 square feet of area. Freestanding buildings are allowed one wall sign with individual letters that cannot exceed 10% of the building wall. The applicant is proposing a 100 square foot monument sign and a 37.6 square foot wall sign that conform to the Sign Agreement. • The applicant will be required to apply for a Sign Permit prior to installing any signs on the property. Grading and Drainage The City Engineer has reviewed the proposed development and has found that what is proposed conforms to the overall Hillside Crossing Grading Plans. Trash and Oil Storage As proposed a rock faced concrete dumpster enclosure with wood gates will be constructed to match the materials on the building. The dumpster gates will face the Coborns building and will not face a public right-of-way. New and used oil will be stored in the building in a separate room as required by the building code. Parking The applicant has proposed an adequate number of parking stalls and one handicap stall. There will be no on site storage of vehicles as the business is a drive through service. Pedestrian Access Staff has requested that the sidewalks around the building extend out to the public sidewalk to accommodate any incidental pedestrian traffic. Building Elevation The applicant has not indicated the colors of the building or of the fascia on the building. The applicant will have colored drawings to look at for the public hearing. IIIRecommendation Staff recommends that the Planning Commission recommend approval of the Conditional Use Permit to construct a Valvoline Instant Oil Change building with the following conditions: 1. Lower level floor area - 1,484 square feet. Building area lot coverage is four (4) percent of the total lot area of, 40,476 sf. (.93 acres). Site hard surface (concrete and bituminous) area is forty-seven (47) percent or 18,984 sf. Landscape area is forty-nine (49) percent or 19,788 sf. Landscape: The proposed landscape plan incorporates the general guidelines recommended by the City of Elk River and the original development agreement. The dumpster enclosure has been screened with Black Hills Spruce. Additional screening and buffering of the cars exiting the building has been included with Mugho Pines. Trees have been included to provide an accent at the open sod area both north and south of the entry drive and parking area. The landscape and sod areas will include underground irrigation. The tree count of overstory (8), understory (2) and evergreens (10) is equal to the original development agreement. 411 Signage: Site and building signage has been noted on the elevations along with sign examples. The building signage will be on one side of the building (West). The site sign or monument sign will be located at the Northwest corner of the site. The proposed signage is within the City sign requirements. The package consisted of a site plan, landscaping plan, grading and utility plan, Alta survey and building details. The submittal was prepared by K.K. Design and was dated November 29, 1999. Based on our review we would offer the following comments. 1. The site plan should include a sidewalk extending from the building to the existing sidewalk along Evans Street. • 2. There are some landscaping elements in the northeast corner of the site, which fall in a drainage and utility easement. These landscaping elements should be removed from the utility easement area. 3. The driveway entrance into the building site is located approximately 125-feet from Evans Street. This is a reasonable distance for this driveway to be located away from Evans Street. This driveway location will dictate where the driveway is located on the undeveloped lot located to the east. 4. From the proposed building site drainage would flow to the east to the service drive. There are no additional catchbasins shown to pick up to drainage generated from the Valvoline Oil site. There is an existing 30-inch storm sewer pipe which crosses their driveway near the connection to the service road. We would suggest that additional catchbasins be added to this 30-inch storm sewer line in an effort to pick up all drainage prior to flowing onto the service road and potentially onto Evans Street, 5. The grading plan does show the perimeter of the site being provided with silt fence with the exception of the driveway access points. The driveway access points will be provided with a rock construction entrance approximately 6-inches deep, 50-feet long with a width that varies.
