III Location Elk River Crossing, south east corner of Main Street and Highway 169 Zoning/Land Use PUD (Planned Unit Development) / HB (Highway Business) Attachments Location map Preliminary plat Development plans Memo from the City Engineer Overview Preliminary Plat The applicant is proposing to replat Lot 3, Block 2, Elk River Crossing into • one lot and an outlot. The platted lot will be 11.39 acres and would contain 13065 Orono Parkway • P.O. Proposed Outlot A will be • 2.27 acres and would contain a future freestanding commercial building, future commercial space attached to the Home Depot building and parking. Currently all three of the proposed commercial spaces are located on one lot. At the time when the freestanding building or the attached retail space is constructed, Outlot A will be platted. It is likely that Outlot A will be platted into 2 lots, one for the freestanding building and one for the attached retail space. Grading, drainage and utility issues are addressed in the City Engineer's memo. Park and recreation fees and stormwater management fees were paid when the property was platted as Elk River Crossing; therefore, no additional fees will be collected with this plat. Development Plans The applicant is proposing to construct a 120,000 square foot home improvement store with 11,000 square feet of fenced outdoor storage. The outdoor storage area will also be utilized as part of the garden center during the spring and summer. The Commission is being asked to consider this III request prior to final plat approval for the Home Depot Addition. The City Council will consider the final plat concurrently with this request. The site plan was compared to the development plan approved as part of the conditional use permit for the PUD. The approved development plan included a 112,000 square foot home improvement building with 32,000 square feet of attached retail space. The proposed plan shows a 120,327 square foot home improvement store and 11,585 square feet of attached retail space. The proposed plan has 12,000 square feet less than what was approved in the development plan for the PUD. At this time the Planning Commission is being asked to consider only the 120,327 square foot Home Depot, it's associated parking and landscaping. The builder of the attached retail space will have to apply for a separate conditional use permit if and when they move forward with construction. Parking and Access The plan shows 641 parking spaces to be included as part of this project. The 120,327 square foot store requires 602 parking spaces. Only 570 spaces will be constructed as part of this project; 71 spaces are shown as "proof of • parking" along Zane Street and will be constructed if needed in the future. S:\PLANNING\SCOTT\CU9936.DOC Memo to Planning Commission/P 99-14&CU 99-36 December 28, 1999 Page 3 The parking for the adjacent retail space and the freestanding building, with . the exception of some of the spaces right in front of the freestanding building, will also be installed at this time. As proposed, there is no separation between the building, pedestrian areas, merchandise pick up areas and traffic areas. Curbing should be installed along the front of the building to provide a distinct separation between uses. The curb could be lowered in areas that will be designated as merchandise loading areas and at the entrance and exit. Installing curbing would also eliminate the need for many of the numerous bollards located around the building. The curb should also be extend around from the drive aisle connecting Walmart , across the front of the future attached retail space, to the front of this store. The proposed storage area at the northeast corner of the building is located too close to the drive aisle at the north end of the building. If a vehicle is stopped at the storage area, the drive aisle would be blocked. A more appropriate location would be on the north side of the building. It could be placed so that it does not block the drive aisle and there would be an opportunity to provide screening. The plat would have to be adjusted so this area is included as part of Home Depot's lot. • Access to the site is provided as shown on the approved development plan. There are four access points for this site, one from Tyler Street, which is right in - right out only, two from 179th Avenue and one from Zane Street. The loading docks are located on the south side of the store facing 179th Avenue. Because the building is surrounded on three sides by public streets it would be difficult to place the loading docks so they are not visible from a public right-of-way. The docks will be about 4 feet below the grade of the street and will be partially screened with a wall that will match the exterior of the building. Landscaping will be provided to help screen the loading docks from the adjacent streets. Grading, Drainage and Utilities Grading, drainage and utilities are addressed in the City Engineer's memo Outdoor Storage and Display The proposal includes an 11,000 square foot outdoor storage area and seasonal garden center. The area will be enclosed with a 20 foot fence with columns and eight foot high walls on the side and rear. The front will include • 3-4 foot high knee wall. The fence will look like a wrought iron fence. The garden should be used for storage and display of seasonal goods normally sold within the garden center. There are designated areas in front of the store that will be used to display seasonal merchandise. The area located on the north side of the "lumberyard pick up" area should be eliminated. A pavement that is different from the sidewalk will delineate the display area. Displaying merchandise outside of the designated area will be prohibited. The applicant is proposing an outdoor storage and loading area "cantilever storage rack" that will be utilized by contractors. Staff is concerned about this. The area is directly adjacent to the entrance from Tyler Street and will be very visible from off site. These areas have a tendency to become messy, cluttered and a general eye sore. The applicant should move this part of their operation inside; there is an overhead door adjacent to the proposed storage area. The site plan also shows a 45' X 60' garden pad in the parking area adjacent to the south side of the outdoor storage area. Home Depot will use this area as a temporary extension of their garden center. A temporary split rail fence should surround the area. The use of this area should be limited to the sale . and display of garden materials and removed no later than June 30th. Landscaping The applicant has provided a landscape plan that is for the most part consistent with the plan approved as part of the PUD. The parking islands in front of the store should be planted with shade trees and the trees on the other islands should also be shade trees. There should also be some landscaping provided in front of the store. In order to provide screening along the outdoor storage area, trees should be planted along the side of the fence. There is room for a 15 foot wide landscape area along the south side of the outdoor storage area. Additional screening should be planted around the drainage pond adjacent to the loading docks to better screen the loading docks. The applicant has also landscaped the area along Zane Street that has been designated as proof of parking. This landscaping will remain in place until the demand for parking exceeds what is initially constructed. Street trees as shown on the PUD landscape plan should be planted along the right-of way for Zane Street. . The amount of wall signage complies with amount approved in the development standards for this PUD. Wall signage includes Home Depot channel letters over the entrance along with their company motto "Minnesota's Home Improvement Warehouse". Additional wall signage includes "Indoor Lumberyard" and "Garden Center". For comparison, Walmart was approved with 580 square feet of signage and Menards has 586 square feet. No freestanding sign is being proposed. The location of a development sign has been approved near the intersection of Main Street and Highway 169. Home Depot will be able to be incorporated into the design of that sign as well as the development entrance signs located on Zane Street and 179th Avenue. Building Elevations The exterior of the building will consist of concrete wall panels and split face concrete blocks or "quick brick" concrete masonry units. The majority of the exterior building material will be the "scored" smooth faced concrete panels. Orange squares will be incorporated into the concrete panels. The squares will be located midway up the wall and about 16 feet apart. The split faced block or "quick brick" concrete masonry units will be used in the pilasters and wainscoting. The pilasters are proposed for all four sides of the building and will extend out about 12 inches from the concrete panels. The wainscoting is proposed for three sides, will be 8 feet high and will extend out about 4 inches from the concrete panels. There will also be a concrete cap on the top of the wainscoting that will extend out about 6 inches from the concrete panels. The concrete panels will be a light tan color and the proposed concrete block will be a darker tan color. Staff and the applicant have had several discussions regarding the material for the pilasters and wainscoting. Staff would like to see brick used and the applicant would prefer the split faced block. The applicant will be bringing a sample of both materials to the meeting for the Commission to review An EIFS cap will be placed on top of the pilasters and the main parapet. There is no other detailing proposed for the building. The proposed cap does very little to break up the "big box" appearance of the building. Additional parapet or cornice detailing would help to break up the expanse of the building and could be used to continue details that were incorporated into the adjacent Walmart building. It important to view this building in the context of the overall development and how it ties in with the adjacent building to the • north. It should not be viewed simply as a stand alone building. An orange panel is also proposed over a rear storage area, which should be changed to brown. Recommendation Staff recommends the Planning Commission recommend approval of the preliminary plat for Home Depot Addition and the conditional use permit for a 120,327 square foot home improvement center with the following conditions: Preliminary Plat 1. All comments of the City Engineer be addressed. 2. The north boundary of Lot 1 be adjusted to allow for the enclosed storage area to be placed on the north side of the Home Depot building. Conditional Use Permit 1. All comments of the City Engineer be addressed. • 2. The conditional use permit is contingent upon final plat being approved for Home Depot Addition. 3. The landscape plan be reviewed and approved by staff and include a 15 foot wide landscape area on the south side of the garden center, additional shade trees planted in the parking islands in front of the store, additional street trees planted along Zane Street and 179th Avenue 4. All signage shall be required to apply for a City sign permit. 5. No freestanding sign has been approved as part of this conditional use permit. 6. Any future expansions or alterations to the site shall require a conditional use permit. 7. The racks within the outdoor storage area/garden center shall be painted black and storage shall not extend above the top of the fence. 410 S:\PLANNING\SCOTT\CU9936.DOC Memo to Planning Commission/P 99-14&CU 99-36 December 28, 1999 Page 7 8. Semi trailers, dropped trailers or containers or other trucks shall not • be kept on site or used for storage. 9. The outdoor garden center shall be for seasonal display, sales and storage of garden center related goods only. 10.Maximum square footage for wall signage shall not exceed 789 square feet. 11.The temporary garden center area should be enclosed by a temporary split rail fence. The use of this area shall be limited to the sale and display of garden materials and removed no later than June 30th. 12.The proposed orange roof on the rear storage area shall be changed to brown. 13.All bollards shall be painted brown to match the exterior of the building. 14.Curbing shall be installed along the front of the front of the building as shown on the drawing prepared by staff and dated 12/22/99. • 15.The proposed storage area located at the northeast corner of the building be moved to the north side of the building. 16.The proposed cantilevered outdoor storage racks on the rear of the building be eliminated. 17.Grout used on the exterior elevations shall match the color of the block 18.Outdoor storage and/or display of materials is prohibited except for the designated area in front of the store or within the outdoor garden center. 19. Green Co-many CONSULTING ENGINEERS December 15, 1999 File: 808950J-0240 Mr. Scott Harlicker City of Elk River 3065 Orono Parkway Elk River, MN 55330 RE: HOME DEPOT Dear Mr. Harlicker: As requested we have reviewed the submittal package for the proposed Home Depot store to ue located in the Elk River Crossing Addition. The submittal package consisted of the existing conditions, preliminary plat, preliminary site plan, preliminary grading plan, and preliminary utility plan. All of these were prepared by John Oliver and Associates and dated November 29, 1999. In addition there was a site lighting plan, landscape plan, building elevations and main floor plan III submitted which were prepared by Greenberg Farrow Architectural, Engineering and Planning. Based upon our review we would offer the following comments. 1. The preliminary plat shows more drainage and utility easements than we believe are necessary. It appears that the preliminary plat shows a proposed easement over the storm sewer draining the parking area. The City will consider this storm sewer system to be private until the water is deposited into the pond at the rear of the Home Depot building. Therefore, this storm sewer system does not need an easement covering it. 2. At the staff review meeting, Steve Wensman suggested that the islands closest to front of the store be slightly larger to accommodate landscaping elements. 3. Sidewalk should be continued to the south end of the site across the area near the driveway. The Elk River Crossing plat should include a pedestrian crossing of 179th Avenue at this point and a small segment of sidewalk on the south side of the street to connect to the sidewalk leading to the Vandenberg Industrial Site. 4. Around the perimeter of the parking area a 42-foot dimension is shown. This would equate to an 18-foot parking stall and a 24-foot drive isle. However, the dimensions are to the back of curb. The 42-foot requirement should be measured from the face of curb. At the north end of the site there is a driveway shown to connect to the Wal-Mart building site to the north. However, this proposed driveway is shown beyond the limits of construction. It is our understanding that the Wal-Mart site will be under development at the same time or before the Home Depot site. Therefore we would suggest that driveway connecting to that site be constructed at this time. 6. The driveway access of the Tyler Street on the east side of the store is shown as 36-feet wide. City ordinance sets a maximum driveway width of 32-feet. 7. The grading plan shows a 12-foot drop in approximately 20-feet at the rear of the store adjacent to the proposed pond. This is far to steep of grade for this area. We have talked to Lynn Caswell of John Oliver and Associates and he indicated that they are looking at slightly revising the grading plan and perhaps dropping the finished floor elevation of the building to minimize the fall from the building to the pond in this area. 8. The utility plan shows the watermain to be looped from 179th Avenue around the building and then connected to the north in the Wal-Mart site. We would suggest that it might be easier to loop the watermain back to Tyler Street in the northeast corner of the site. Tyler Street has not been constructed at this time and the watermain could be easily wet-tapped. This would provide a shorter loop then would be required to loop to the Wal-Mart watermain. 9, The storm sewer plan shows all drainage from the front of the building including the parking • area to be connected to the storm sewer proposed for 179th Avenue at two locations. One of these locations provides at 27-inch stub, the other provides a 21-inch stub. It will be necessary to review the drainage calculations for the Home Depot site to compare them to the storm drainage calculations approved for the Elk River Crossing development to ensure that adequate capacity has been provided to these two locations to service the Home Depot lot.
