Location • 20015 Elk Lake Road Zoning/Land Use R1 a (Single Family Residential)/OS (Open Space) Attachments Location Map Partial Site Plan Menu — Nature's Hideaway Overview The Elk River Country Club was built prior to 1980. Country clubs, while not clearly defined in the ordinance, are a conditional use in the R1a District. In 1990, the City approved a conditional use permit to allow the construction of the existing facility, including the kitchen and dining areas. In 1999, the City approved a conditional use permit and agreed to exchange land to allow construction of a new maintenance facilty. Analysis • The City issues several types of liquor licenses: 13065 Orono Parkway • P.O. Box 490 • Elk River, MN 55330 • TDD &Phone: (612)441-7420 • Fax: (612)441-7425 Memo to Planning Commission/CU 00-8 March 23, 2000 Page 2 on-sale liquor license (sale of all types of liquor and beer) • beer license (3.2 or strong) on-sale wine license (wine only) consumption and display (for set-ups, patrons bring their own bottle of liquor) Currently, the Elk River Country Club holds a license for wine, 3.2 and strong beer, and setups. An establishment needs to obtain a wine and 3.2 beer license before obtaining a strong beer license. Such licenses have been issued to the Club for several years. Nature's Hideaway is proposing to take over the restaurant and catering services at the club. They would like to expand the liquor license to an on-sale license for the sale of all forms of liquor. While no expansion of the building is proposed, the expansion of the liquor license to on-sale is an intensification of the use on the site, and staff felt it appropriate for the Planning Commission and City Council to review the request. The Police department reviewed this request and had no negative comments. The applicant will be expected to comply with the City's licensing requirements on an annual basis. Recommendation Staff recommends that the Planning Commission recommend approval of the request to • allow on-sale liquor at the Elk River Country Club with the following condition: 1.
