A large portion of the City Code includes the zoning ordinance. At this time, staff feels that any major changes, including reorganization, should occur to the zoning ordinance. Attached please find a draft zoning district outline for your review and discussion. The proposed district outline would include all of the performance requirements in one section for each zoning district. Currently, setbacks are located in one part of the code, parking requirements in another, permitted, accessory and • conditional uses in another, landscaping standards in another and signs in yet another. It is staff's intent to provide as much information regarding each zoning district in one section to make dissemination of this information to residents, business owners and developers easier. R1 e III \.14 - Item # 3- ity of , AkRiver MEMORANDUM TO: Planning Commission &---- FROM: -fFROM: Michele McPherson, Director of Planning DATE: April 11, 2000 SUBJECT: Discuss Combining Single Family Zoning Districts RIB - RIE As part of the re-codification process, staff is critically reviewing the zoning code and has observed there may be opportunities to combine, and therefore reduce the number of zoning districts that must be administered by staff, the Planning Commission and the City Council. Staff has elected to begin with the single family zoning districts, specifically, districts R1b through R1e. Attached please III find a table comparing the requirements of the single family zoning districts. As can be noted on the attached chart, the district requirements are very similar in terms of lot area, lot width, and setback requirements. It may be appropriate to combine districts R1 c through R1 d and continue to utilize R1 b. The R1 b district is primarily adjacent to the Elk River between Highway 10 and the railroad tracks. This district, I believe, was specifically designed to address individual septic systems on individual lots. In addition to the closeness of the requirements for the various single family zoning districts, the trend in recent years has been to approve planned unit developments to allow mixed single family and attached housing types in the same development. These individual districts may become less and less necessary as developers proceed with planned unit developments, as opposed to individual neighborhoods. At a future meeting, staff will discuss with the Commission, zoning districts for duplexes, townhomes and apartments. Again, there is an opportunity for combination of districts and specifically, the clarification of our standards for each of those districts. This is a training video prepared by the League of Minnesota Cities and addresses the required procedures for dealing with land use disputes and the documentation of those land use issues. Along with the video tape are a number of handouts including a series of questions that can be discussed or reviewed half-way IPthrough the video. While our workshop meetings are rather full, it is possible for the Commissioners to borrow the video and to review the information provided by the League.
