Location • 10383 165th Avenue Zoning/Land Use R1a (Single Family Residential) / LR (Low Density Residential and LI (Light Industrial) Attachments • Location map • Site plan • Building elevations and floor plans Overview Background The Cargill Animal Nutrition Center (ANC) was established in 1958. Cargill currently owns about 980 acres of land around the farm complex. The ANC is used by Cargill to research animal nutrition including swine, dairy and beef research as well as feed ingredient preservation. In 1995 the City approved a conditional use permit for a feedlot. The conditional use permit allowed Cargill to • upgrade their swine research facilities. 13065 Orono Parkway • P.O. Analysis Building Design Cargill is proposing to demolish 2 existing storage buildings totaling 12,630 square feet and replace them with a new L-shaped building. The shop/storage portion will be 144 feet long and 64 feet wide and the office/employee break area will be 64 feet long and 34 feet wide. The office/break area will include office space, a lunchroom, a changing room and restrooms. This new building will be located in the same area as the two buildings that were demolished. The building will be located near the front of their facility along 165th Avenue. The building will be constructed of colored steel to match the other buildings. Access and Parking A 16 stall parking area adjacent to the building is proposed. No new access • drives are proposed. The building will be accessed via existing driveways from 165th Street. Landscaping Included as a condition of the 1994 conditional use permit was a vague landscaping requirement which reads, "That trees be planted along 165th Avenue near the security fence to act as a visual enhancement to the farm site." No trees are shown on the site plan. Existing landscaping includes 19 pines trees, about 2 - 3 feet tall, planted along 165th Avenue. There are also 5 overstory trees. The facility has about 800 feet of frontage on 165th Avenue. Additional landscaping should be included as part of this amendment. The plantings should be similar to what was planted on the west side of the adjacent caretakers residence. The applicant should work with staff on a landscape plan that provides additional trees along 165th Avenue. Recommendation Staff recommends approval of this conditional use permit with the following condition: 1. A landscape plan approved by staff that provides additional trees along • 165th Avenue.
